On December 2-3, 2009, the Joint Special Populations Advisory Committee (JSPAC) will host its annual
conference, Tools for Change: Using Data and the 2009 MAVCC Toolkit to Create Lasting Change for
Nontraditional and Students from Special Populations, at the Holiday Inn Capitol Plaza Hotel in Sacramento,
CA! This year the conference will focus on specific strategies for recruiting, retaining, and placing nontraditional
and students from special populations in Career Technical Education (CTE) careers! Are you, or is someone near
you, working wonders with these students or students from other special population groups? Share these efforts
with your fellow educators as well as influence the students from across California’s K-12, adult education, and
community college CTE systems.
Join California’s CTE educators as they share their ideas, solutions, and efforts in workshops designed to promote
dialogue among conference attendees and illustrate practices that reduce barriers to education, training, and
employment for all our students. We are currently seeking proposals for workshops that provide exciting and
proven effective practices on one or more of the following topics:
1. Successful Strategies for assisting students from Special Populations (SP) sub-groups including:
a. Disabled -Individuals with physical, emotional, or cogitative disabilities
b. Economically Disadvantaged -Individuals from economically disadvantaged families; inc foster
children
c. Single parents-Individuals who are single pregnant women and teen parents
d. English Language Learners-Individuals with Limited English proficiency
e. Nontraditional Careers-Individuals preparing for Nontraditional Fields*
f. Displaced Homemakers- 1) Has worked without pay to care for home and family, 2) was dependent on
an other’s income, 3) or youngest child will become ineligible for CalWORKs
g. Migrants-Individual who are in migrant programs or who are migrant workers
2. Successful partnerships between elementary, middle, high, or adult schools, community colleges, community
groups, social services, and/or employers.
3. Effective ways to collect and use quantitative data to evaluate your programs; and/or ways to meet
accountability measures while ensuring your efforts are effective.
4. Marketing your program to your community: students, administration, families, community, and legislators.
5. Improving the image of Career Technical Education in your community.
6. Advocacy: How to teach students to advocate for themselves; how to advocate for programs with your
administrators; and/or how to track State and Federal legislative efforts, and who to effectively interact with
your representatives.
If you are experienced in any of these areas and can prepare and deliver a 75 minute workshop presentation
(possibly repeated or combined with another similar proposal), the JSPAC Conference Planning Committee invites
you to submit your proposal. If you wish to recommend a colleague instead, please send the appropriate contact

In submitting this PRESENTATION PROPOSAL to the JSPAC Tools For Change
Conference, I agree to the following:
I understand that all workshop sessions may be recorded. I agree to this and agree to sign a Standard
Release Form once my workshop proposal is accepted. I understand that is in no way a transfer of
copyright or ownership, but solely an agreement to record and distribute recordings of the proceedings of
this conference.
ALL presenters are required to register at www.jspac.org. It is imperative that we know if you plan to attend
the conference in its entirety or just your workshop.
In an effort to accommodate as many workshops as possible, some proposals will be offered a
chance to sit on an Effective Practices Panel with similar workshop presentation speakers.
Presenters are required to bring at least 50 copies of their handouts, Power Point presentations, and/or
other related workshop materials (for EACH workshop presentation if you agree to present) to the
conference as well as email a copy to eawallner@comcast.net by October 30, 2009. This will allow all
proposals to be loaded onto the laptops PRIOR to the conference beginning and reduce AV equipment
problems. Additionally, all materials will be posted to the JSPAC website at the conclusion of the
conference.
The JSPAC provides lap top computers, LCD projectors, and screens. Other equipment is the responsibility
of the presenter(s).
The Joint Special Populations Advisory Committee cannot pay an honorarium for workshop presentations.
Workshop presenters must secure their own lodging (as needed). (For Holiday Inn Capitol Plaza
reservations, call 916-446-0100)
Workshop presenters must make and pay for their own travel arrangements.

your proposal by September 30, 2009. Presenters are required to bring 50 copies of all handouts (for each
scheduled workshop), Power Point presentations, and/or other related workshop materials as well as submit
them to Elizabeth Wallner at eawallner@comcast.net by October 30, 2009. All materials will be loaded onto
the workshop laptops as well as posted to the JSPAC website following the conference. All speakers must
register for the conference at www.jspac.org.
