Earned Income Tax Credit and Free Tax
Preparation Assistance
The	 Earned	 Income	 Tax	 Credit	 (EITC)	 is	 a	 refundable	 federal	
income	tax	credit	for	low	to	moderate	income	working	individuals	
and	families.	To	qualify,	taxpayers	must	meet	certain	requirements	
and file a tax return, even if they did not earn enough money to be
obligated to file a tax return.

Depending	on	your	income	in	2007,	child	care	providers	or	families	
that	you	serve	may	qualify	for	the	EITC.	Last	year,	Arizona	citizens	
received	an	average	of	over	$1,700	per	household.	

For	tax	year	2007,	earned	income	and	adjusted	gross	income	must	
each	be	less	than

    •    $37,783 ($39,783 married filing jointly) with two or more
         qualifying	children;	
    •	   $33,241	 ($35,241	 married	 filing	 jointly)	 with	 one	
         qualifying	child;	
    •    $12,590 ($14, 590 married filing jointly) with no qualifying
         children.		

FREE	 tax	 preparation	 assistance	 is	 available	 to	 help	 families	
prepare	 their	 returns,	 claim	 credit	 for	 the	 EITC	 and	 avoid	 the	                    IN THIS ISSUE:

El	Créto	por	Ingreso	del	Trabajo	(EITC)	es	un	Impuesto	federal	reembolsable	para	individuos	y	familias	trabajadoras	con	ingresos	bajos	
a moderados. Para calificar, los declaradores de impuestos deberán cumplir con ciertos requisitos y hacer una declaración de Impuestos,
aun que no haya hecho suficiente dinero para ser obligado para declarar sus impuestos.

         New Model for Early Care and Education Training Offers
         One-Stop Training Opportunities in Maricopa County

         In	October,	2007,	Southwest	Human	Development	and	the	Maricopa	County	Early	Care	and	Education	Training	
         Consortium	became	the	primary	provider	for	early	care	and	education	training	and	technical	assistance	in	Maricopa	
         County.	Financial	support	for	these	services	is	provided	through	DES	Child	Care	Administration’s	funding	for	
         Occupational/	Vocational	Education	for	Center	and	Home	Based	Child	Care.	Southwest	Human	Development	
         and	the	Maricopa	County	Early	Care	and	Education	Training	Consortium,	proposes	to	enhance	the	quality	of	
         early	care	and	education	services	by	making	training	and	technical	assistance	available	for	practitioners	caring	
         for	different	age	groups,	in	different	settings,	and	across	topical	areas.

             Southwest	 Human	 Development	 will	 serve	 as	 the	 lead	 agency	 for	 the	 Training	 Consortium	 and	 will	 provide	
             oversight	to	program	activities.	Current	Consortium	collaborators	include:	the	Arizona	Child	Care	Association,	
             the	Association	 for	 Supportive	 Child	 Care,	 Paradise	 Valley	 Community	 College,	 and	 Summa	Associates.	 To	
             ensure	a	comprehensive	approach	to	services,	additional	collaborators	from	State	and	local	organizations	serving	
             young	children	will	also	be	invited	to	take	part	in	this	consortium.	

         One step towards building a system of professional development is to assure that practitioners share a unified
         foundation	or	knowledge	and	skills	on	how	to	create	learning	opportunities	and	foster	care	taking	relationships,	
         which	support	the	care	and	development	of	young	children.	With	this	in	mind,	Southwest	Human	Development	
         and	the	Training	Consortium	are	proposing	to	offer	training	opportunities	that	will	include	the	opportunity	for	
         assessment and reflect a progressive attainment of knowledge and skills with the purpose of supporting the
         achievement	of	a	core	body	of	knowledge	for	ECE	professionals.	Subsequent	activities	will	include	coordinating	
         training	services	across	collaborating	organizations.

         Child	care	providers	holding	current	registration	agreements	with	DES	to	provide	child	care	services	will	receive	
         first priority in registering for training although training opportunities are open to all early care and education
         professionals	throughout	the	County.	Training	will	be	available	on-site,	as	part	of	public	workshops,	and	offered	
         through	Director	and	Family	Childcare	Network	meetings.	Ongoing	Public	Workshops	are	available	throughout	
         Maricopa	County	on	Saturdays	and	evenings	and	can	be	offered	in	Spanish	as	needed.	Child	Care	providers	will	
         be	able	to	register	directly	on-line	at	www.swhd.org.	Each	workshop	is	designed	to	support	key	concepts	that	
         are	critical	to	creating	learning	opportunities	and	fostering	care-taking	relationships,	which	support	the	care	and	
         development	of	young	children.	

         In	addition,	on-site	assessment,	training,	and	up	to	12	hours	of	technical	assistance	is	available	to	eligible	programs	
         and	allows	providers	to	receive	an	on-site	assessment	to	establish	a	training	plan	that	is	individualized	to	the	needs	
         of	staff	and	the	program,	and,	linked	to	 SHCCEEDS	Core	Knowledge	Elements.	Mindful	of	the	need	to	foster	
         quality	services,	observations	of	the	site/classrooms	will	be	guided	by	elements	from	standardized	assessment	
         tools,	(for	example,	the	ECRES,	the	FDCRS,	the	ITERS,	and/or	ORCE).	

         In	 collaboration	 with	 staff	 from	 Paradise	 Community	 College	 (PVCC)	 practitioners	 will	 also	 be	 able	 work	
         towards	attaining	a	Child	Development	Associate	or	college	credits	towards	an	Associate	of	Applied	Science	
         (AAS).		CDA	expenses	and	college	credits	are	offered	at	no	cost	to	eligible	students.	Slots	are	available	for	a	
         cohort	of	students	who	will	be	starting	their	CDA	classes	in	January,	2008.	For	more	information	contact	Susan
