STATEMENT OF DECISION

Subject: James Street Public Realm Improvement

Notice is hereby given that Councillor Robert Davis, Cabinet Member for the Built
Environment and Councillor Danny Chalkley, Cabinet Member for City Management
has made the following executive decision on the above mentioned subject for the
reason set out below.

Summary of Decision:

 That approval is given:
    1. to the detailed design of the Option 2 as shown on drawing 200-GA-08 Rev
    C (marked Option 8 on the drawing due to further minor alterations) attached at
    Appendix A of the report, and to progress to the implementation of the
    proposals for the James Street.
    2. for total capital expenditure of up to £298,500 (including contingencies and
    risk allowance) to enable the implementation of the proposals;
    3. to the advertisement and making of traffic regulation orders, which are
    necessary to accommodate the proposals as set out in Appendix D of the
    report, together with the statement of reasons also contained in Appendix D;
    and
    4. to the delegation of power of the final designs to the City Commissioner of
    Transportation.


Reason for Decision:

Following consultation which showed a desire to retain the trees in the street and
questioned the need to replace the street paving materials a less interventionist
scheme has been developed consisting primarily of decluttering the street of
bollards and other street furniture and the refurbishment of the existing pavement
surface.
The proposed highway improvements will also help to alleviate the severe
congestion on this key pedestrian route into Covent Garden, creating a cleaner,
brighter and safer environment for all highway users.
