REGULAR MEETING OF THE EAST BAY CHARTER TOWNSHIP
MONDAY ~ OCTOBER 30, 2006 ~ Township Hall ~ 6:30 pm
(FOR THE REGULAR SCHEDULED NOVEMBER 7, 2006; CHANGED DUE TO THE GENERAL ELECTION)

Three (3) guests in attendance.
Chairman Nickels called the meeting to order at 6:40pm. Roll was taken and a quorum
was present, with Tubbs absent, excused. There was no conflict of interest cited, thus a
motion was made by Bergsma/Endres to approve the agenda as presented. The motion
passed unanimously. A motion was made by Bergsma/Endres to approve the minutes
of the September 5, 2006 meeting. The motion passed unanimously.
Public Input (other than agenda items); John Porter, 4159 N. Spider Lake Road,
spoke regarding an alleged violation placed on the dock, which he owns, across the street
from his house. He has provided three case studies to the Township but is still being told
to request a determination from the ZBA. He feels that the Township is “out of line”.
Friend reported that the upcoming November 7, 2006 general election would include a
proposal for funding of the township community police officers, and further that the
Township Board had passed a resolution in support of the proposal. The Township
Board denied the site condominium Spider Lake Woods, per the recommendation of the
Planning Commission and legal counsel. The Board approved East Bay Estates
residential site condominium. The Township Board approved a wage and benefit study.
The Board is also working on the 2007 budget.
McAllister reported that the Appeals Board had approved a request for a house addition
on the Boardman River.
Kilpatrick spoke briefly regarding the Lakes and River Overlay Committee meeting
which had occurred earlier in the day. He reported that a draft copy of the overlay would
be reviewed by the committee on the 29th of November and should be before the Planning
Zoning Ordinance Amendment 3-06; various text amendments.
Public Hearing & Action: Recommendation to the Township Board.
The proposed text amendments were read and reviewed, with a few minor changes. Chairman
Nickels offered time for public comment; no comments were offered. A motion was made by
Bergsma/Hentschel to recommend to the Township Board approval of Zoning Ordinance
Amendment 3-06 as amended 10/30/06. The motion was approved unanimously.
Chairman Nickels adjourned the meeting at 8:10pm.
