Acceptance	        The act of an authorised representative of the customer by which the customer
                   assumes for itself, or as an agent of another party, ownership of existing and
                   specified products tendered, or confirms satisfactory performance of specific
                   services, as partial or complete performance of the contract on the part of the
                   supplier.
Administrative Message
                   Administrative or Admin Message is a message generated by the CGS, uplinked to
                   the satellite, then permanently downlinked by the satellite as part of the HRPT and
                   LRPT data stream. The message contains information required for the processing
                   of the HRPT/LRPT data such as, on-board time calibration parameters orbital state
                   vector, AVHRR data decompression coef and instrument calibration data (except
                   for GOME-2). The scope of the admin message is that the information downlinked
                   in the HRPT/LRPT allow the HRPT/LRPT user to perform their processing
                   independently from the other component of the EPS system. (This excludes the
                   static information available via User Services).
Age of Data	       The age of a data item is the time which has elapsed since it was sensed by the
                   corresponding instrument.
Alert	             The formal notification to users, informing them of failures or nonconformances
                   of items, already released for use or not, which could also be present on other
                   items already delivered (e.g. items with identical design concept, materials,
                   components or processes).
                   Note : An alert may also be raised when a deficiency in the specified
                   requirements, which may affect the fitness for purpose in the defined application,
                   has been identified.
Algorithm	         An algorithm is a clearly specified set of instructions of mathematical function to
                   be followed to solve a problem. An algorithm in this context is only the formula
                   according to which a product is generated, it is not the S/W itself.
Alpha-numeric Display
                   A display format where a set of related satellite (or ground segment) telemetry
                   parameters is presented in a tabular form, with each entry showing the parameter
                   interpreted to its engineering value together with its latest known status (e.g.
                   nominal, out-of-limits etc).
Analysis	          The determination of the essential qualities, performances and limitations of an
                   item by cognitive or computational methods.
Ancilliary Data	   Data other than instrument measurements, coming from the instrument itself or
                   from the satellite, required to perform processing of instrument data. They include
                   orbit data, attitude data, time information, satellite telemetry data (e.g. pointing
                   information, instrument mounting alignment etc), calibration data, data quality
                   information and data from other instruments.
Anomaly	           Any deviation from the expected situation.

Application	       Area of interest for which meteorological and/or climatological data are used to
                   achieve a certain objective.
                   The basics for applications are mainly :­

                       Monitoring

                       Modelling

                   •	 Research in Meteorology/Climatology
Approval	          Formal agreement to use or apply an item. Approval implies that the approving
                   authority has verified that the item complies with its requirements and accepts
                   joint liability for the consequences.
Archive	           A facility that maintains data for the (in)definite future under controlled storage
                   conditions. This facility provides services for storing and documenting data as
                   well as retrieving selected data upon request.
Assembly          An element of an equipment designed and built to accomplish a specified purpose,
                   which can be dis-assembled and retain its capabilities after re-assembly.
Assurance         All the planned and systematic activities implemented, and demonstrated as needed,
                   to provide adequate confidence that an entity will fulfil its requirements.
Attitude Data	     Data that represents satellite orientation and on-board pointing information.
                   Attitude data includes :­
                   • Attitude sensor data used to determine the pointing of the satellite axis,
                   calibration and alignment data, Euler angles or quaternions, rates and biases, and
                   associated parameters.
                   •	 Attitude generated on-board in quaternion or Euler angle form.
                   • Refined and routine production data related to the accuracy or knowledge of
                   the attitude
Audit             A systematic and independent examination to determine whether activities and
                   related results comply with planned arrangements and whether these arrangements
                   are implemented effectively and are suitable to achieve objectives.
Authorised Users Users entitled to access EPS data, products and services following the terms of
                  EUMETSAT policy.
Autotrack	        A mode of operation of a ground station antenna where its pointing is determined by
                   maximising the downlink signal strength from the satellite.

Auxiliary Data
                  The auxiliary data encompasses all ground data required for the data processing or
                   products generation activities. Auxiliary data encompasses as well all ground data
                   necessary to perform instrument and processing calibration together with all data
                   necessary to perform product validation. The following categories of data are
                   treated as auxiliary data :­
                  1.     Geophysical corrections : are a set of data used for the processing of the
                  instrument data. This data may vary with external natural events like atmospheric
                  state. This data are loaded on-board through the administrative message mechanism.
                  2.    Exogenous Data : Data generated from other instruments, needed during the
                  product generation for correction, etc. For example AVHRR level 1b data is used
                  for the IASI level 1b product generation.
                  3.    External Calibration Data : External calibration data is a collection of
                  parameter and coefficients characteristic of the end-to-end performance of the
                  instrument (geometrical corrections, bias, antenna pattern). Default calibration data
                  are initialised by ground measurement, and updated during commissioning phase.
                  4.    Observation and Forecast Data : This data comes from various sources (e.g.
                  GTS, IGS, NWP-centres, research labs etc) and is used for product generation,
                  quality control, calibration and product validation.
                  Auxiliary Data can be characterised as being static (configured) or dynamic
                  auxiliary data
Auxiliary Data Rate
                  Data required for instrument processing which does not originate from the platform
                   or sensors in general. Some auxiliary data will be generated in the ground
                   segment, whilst other data will be provided from external sources (e.g. terrain
                   height).
Availability      The ability of an item to be in a state to perform a required function under given
                   conditions at a given instant in time or over a given time interval, assuming that
                   the required external resources are provided.
                  The probability that a system is operational during a specified period (e.g. per
                   month, per year).
                  Note : This ability depends on the combined aspects of the reliability performance,
                   the maintainability performance and the maintenance support performance.
                  Required external resources, other than the maintenance resources do not affect the
                   availability performance of the item. When referring to the measure for
                   availability, the preferred term is Instantaneous Availability.
Backlog Processing The processing by a data or product generation facility, at a later time, of data
                   which was not fully processed within its timeliness requirement.
                      The Backlog is the capability to perform an operational task related to data and
                      product generation that should have been processed nominally in near real time

                            (data not arrived in time, product generation failure). Backlog processing is
                            performed at a later time in parallel to operational NRT tasks. The main objective
                            of backlog processing is to maintain the completeness of the archive. Note that a
                            backlog product is the output of a complete orbit dump of data i.e. partial products
                            will not be an output of the backlog processing function.
    Baseline                A product (typically a document) or set of products (or documents) which form a
                            snapshot of a position or situation. Although the position maybe updated later on,
                            under formal change control, the baseline remains unchanged and available as a
                            reminder of the original state and as a comparison against the current.
                           Set of information which describes exhaustively a situation at a given instant of time
                            or over a given time interval.
Benefit                    The measurable improvement to existing and new business operations and services.
Benefits Management        A formal process within Programme Management for planning, managing,
                           delivering and measuring the set of benefits which the Programme is to deliver.
Blind Orbit                An orbit during which there is no coverage of a satellite from its Agency’s primary
                           ground station (but for which coverage may be provided by a Partner Agency).
Browse Data                Data provided primarily to provide investigators with an understanding of the type,
                           quality, and coverage of data available for consultation, Typically, Browse Data sets
                           are limited in size and resolution. The specific form of browse data depends upon
                           the type of instrument or application to which the browse data is related. Browse
                           data is sometimes considered to be a sample of available data.
Business Agreement         Any agreement between two or more parties for the supply of goods and services.
Business Case              The justification for the commitment of resources to a Programme, answering the
                           question ‘Why are we doing this Programme?’ The Business Case should enable the
                           Programme Management team to select or adopt the most cost effective
                           combination of projects. It also provides the wider context and justification for
                           infrastructure investment such as the costs of implementing new policies and
                           standards.
Calibration                All the operations for the purpose of determining the values of the errors and, if
                           necessary, other meteorological properties of a measuring instrument. The
                           meteorological use of the term ‘calibration’ is often extended to include operations
                           such as adjustments, scale graduation, etc.
                           The process of converting instrument engineering data into physical parameters or
                           the process of establishing the calibration coefficients (calibration algorithm) e.g.
                           counts to radiance. The calibration coefficients may be established either on-line
                           (via on-board calibration of certain instruments) or off-line (via comparison with
                           independent datasets).
Calibration Coefficients
                           Coefficients utilised in the equation for the calibration process. The calibration
                           coefficients are derived from reference target measurements using calibration
                           parameters or are established pre-flight.

Calibration Data         The set of data required to perform calibration of the instrument data, instrument
                         engineering data, and satellite engineering data. It includes calibration parameters,
                         calibration coefficients, and ground truth data that is to be used in the data
                         calibration processing software.
Calibration Parameters
                         Parameters derived from pre-flight characteristics measurements of the instruments,
                         and utilised for the calculation of the calibration coefficients. They are updated
                         during the instrument lifetime.
Catalogue Data           Detailed information about whole data sets, typically specific to an application. The
                         catalogue contains information needed to identify and retrieve granules of the data
                         set, given the specification of the independent variable ranges; may contain
                         information extracted from the data set granules (e.g. % of cloud) as well as
                         information to enable ordering (e.g. date, time, location etc).
Cause                    That which produces an effect, that which gives rise to any action, phenomenon or
                         condition. Cause and effect are correlative terms.
Capability               The term used to describe a new or enhanced business process, product or service
                         that the organisation uses to achieve measurable benefit.
Certification            Procedure by which a third party gives written assurance that a product, process or
                         service conforms to specified requirements.
Change Control           The formal process of managing and controlling changes to documents and
                         deliverables produced by the Programme and its Projects.
Climate Monitoring       Climate monitoring is the long term monitoring of the state of the Earth-Atmosphere
                         system.
                         Variable important to climate must be monitored in precisely comparable ways for
                         long periods. Typical periods of variability that are of interest include seasonal and
                         inter-annual variability, and their study requires long series of continuos
                         observations.
Command                  A low level instruction to perform an operational control action.
Command Schedule         A chronological ordered sequence of activities for the satellite and/or the PCDA’s
                         in a form suitable for automated execution. Entries in the schedule will either be
                         timed or linked to previous entries. The schedule retains knowledge from the
                         planning stage of inter-activity constraints, in order to allow re-scheduling in the
                         event of anomalies.
Commissioning            The phase of the operation of a system where it undergoes systematic tests to
                         perform acceptance prior to becoming operational. Commissioning is performed for
                         the ground segment, satellites, instruments on board the satellite and algorithms for
                         data or product generation.
Common Cause Failure
                         Failure of multiple items occurring from a single cause which is common to all of
                         them.

Common Mode Failure
                       Failures of multiple similar items that fail in the same mode.
Common Mode Fault
                       Faults of multiple items which exhibit the same fault mode.
Communications Plan	 The detailed plan of when, what, how and with whom, the information flows will be
                     established and maintained throughout the Programme.
Communications Strategy The definition of how the Programme’s objectives, plans and progress are to be
                      communicated to the various stakeholders involved in the Programme, and how
                      stakeholders views and input will be received by the Programme.
Complementary OGS Elements
                       This group includes all elements not exclusively dedicated to the OGS objectives,
                       but whose nominal functionality has to be used to fulfil the OGS objectives. These
                       elements are typically existing support entities with already defined functionality
                       and interfaces. The OGS will use the standard services or results of these elements
                       to fulfil the mission. Typical Complementary OGS elements include the TT&C and
                       Operation Support Entities (OSE).
Configurable	          A set-up parameter or a piece of software whose set-up parameters are held in a
                       datafile, which can be edited via a suitable MMI, without requiring code
                       modification.
Configuration	         Functional and physical characteristics of a product as defined in technical
                       documents and achieved in the product.
                       The status (identification, version, revision) and hierarchy of every component
                       (code, data, hardware) of a system.
                       Identification of the state of a system at a given time. The configuration of a system
                       can be divided into two classes of information :­
                       1.	 The Static Configuration is the identification of all the components state in the
                           system that can only be changed by the configuration controller.
                       2.	 The Operational Configuration is the identification of all the components
                           state of a system that can be changed by the operator.
Configuration Baseline Configuration of a product, formally established at a specific point in time, which
                       serves as a reference for other activities.
Configuration Control	 Activities comprising the control of changes to a configuration item after formal
                       establishment of its configuration documents. Note : Control includes evaluation,
                       co-ordination, approval or disapproval, and implementation of changes.
                       Implementation of changes includes engineering changes and deviations and
                       waivers with the impact on the configuration.

                        Documents that define the requirements, design, build/production and verification
                        for a configuration item.
Configuration Identification
                        Activities comprising determination of the product structure, selection of
                        configuration items, documenting the configuration item’s physical and functional
                        characteristics including interfaces and subsequent changes, and allocating
                        identification characters or numbers to the configuration items and their documents.
Configuration Item	     Aggregation of hardware, software, processed materials, services or any of its
                        discrete portions, that is designated for configuration management and treated as a
                        single entity in the configuration management process.
Configuration Management
                        In the context of Programme Management, the process of identifying and
                        controlling Programme documentation such that it reflects the current state of the
                        Programme and the business operation. Technical and organisational activities
                        comprising : Configuration identification, configuration control, configuration
                        status accounting and configuration audit.
Configuration Status Accounting
                        Formalised recording and reporting of the established configuration documents, the
                        status of proposed changes and the status of the implementation of approved
                        changes.
Configuration Verification
                        Examination to determine whether a configuration item conforms to its
                        configuration documents.
Contingency Procedure
                        A pre-planned procedure to be executed in response to a departure form specified
                        behaviour.
Contract	               Any legally enforceable business agreement for the supply of goods or services.
                        Note : A contract is a special case of a Business Agreement in which payment is
                        associated with the contract conditions.
Contractor	             Supplier in a contractual situation.
Contractual Milestone	 A milestone significant to contractual activities or deliverables.
Co-registration	        The process of correlating pixels from different sources, fields of view, instruments
                        or instrument channels.
Core Ground Segment
                        The Core Ground Segment (CGS) includes all the elements not exclusively
                        dedicated to the OGS objectives, but whose functionality is required and possibly
                        must be adapted to fulfil the EPS mission. ‘Complementary’ OGS elements are
                        outside the scope of the CGS.

Corrective Action	     Action taken to eliminate the causes of an existing non-conformity, defect or other
                       undesirable situation in order to prevent recurrence.
                       Note : The corrective actions may involve changes such as in procedures and
                       systems, to achieve quality improvement at any stage of the quality loop. There is a
                       distinction between ‘correction’ and ‘corrective action’. ‘Correction’ refers to
                       repair, rework or adjustment and relates to the disposition of an existing
                       nonconformity. ‘Corrective action’ relates to the elimination of the cause of the
                       nonconformity.
Cost	                  That which must be given or surrendered to acquire, produce, accomplish or
                       maintain something.
Cost Breakdown Structure
                       A systematic decomposition and presentation of the total system cost according to
                       Work Packages, the nature of the cost element and the organisational elements
                       responsible for the Work Packages.
Critical Item	         Any item that introduces risk which could be unacceptable to the Project and
                       requires specific attention or control in addition to that given to items not so
                       categorised.
Critical Operations	   Critical operations are operations that may impose a risk to the EPS missions (e.g.
                       on health of space borne system elements which cannot be repaired), or operations
                       for recovery from a system configuration where the EPS mission is endangered (e.g.
                       spacecraft safe-mode, or during move to BUCC after MCC site emergency is
                       declared). Critical operations can be characterised by involvement of an enlarged
                       operations team, potential use of validation ground system, potential use of
                       additional external services (e.g. ext TT&C) and stricter needs on system elements
                       availability.
Current Image	         The latest acquired knowledge of the complete on-board memory following the
                       most recent validated image dumps.
Customer	              Recipient of a product provided by the supplier.
                       Note : In a contractual situation the customer is called the ‘purchaser’. The customer
                       may be, for example, the ultimate consumer, user, beneficiary or purchaser. The
                       customer can be either external or internal to the organisation.
Data	                  Information represented in a manner suitable for automatic processing.
Deferred Data	         Data stored on board for later transmission to the ground (same as playback data).
Degraded Scenario	     CGS operating mode in which nominal performances are not achieved but a lower
                       grade of service is still ensured/provided.
Deliverable	           An output, whether a tangible product or an intangible outcome, from a Project or
                       Programme which is intended for use within the organisation, or within a Project or
                       by other Projects within the Programme. Another name often used for deliverable is
                       ‘Product’.
Delta/Vee	             Refers to the variation of the speed vector of the satellite associated to a manoeuvre.

Demonstration	         A process whereby evidence is produced to provide confidence that the specified
                       requirements are fulfilled.
                       Note : A demonstration usually requires all or part of a deliverable product be
                       operated in a manner typical of its intended use. This operation may occur in an
                       environment less stressful than the specified operational environment.
Dependability	         The collective term used to describe the availability performance and its influencing
                       factors; reliability performance, maintainability performance and maintenance
                       support performance.
                       Note : Dependability is used only for general descriptions in non-quantitative terms.
De-rating	             Process of designing a product such that its components operate at a significantly
                       reduced level of stress to increase reliability.
Design	                The set of information which defines the essential characteristics of a product. The
                       process used to generate the set of information describing the essential
                       characteristics of a product.
Design Authority	      An optional role that may be established by the Programme Manager with
                       responsibility for :
                       Ensuring the consistency and integrity of the business organisation, processes and
                       procedures that are to be created or changed ca part of the Programme.
                       Ensuring the infrastructure and/or technical environment that will be required to
                       support the new business complies with the policies and standards of the
                       organisation.
Design Requirement	    A requirement that specifies or constrains the design or structure of an entity (e.g. a
                       coding constraint, a requirement for the use of a particular software language, a
                       requirement for a given design solution, a portability requirement etc)
Development	           The process by which the capability to adequately implement a technology or
                       design is established before manufacture.
Deviation	             Written authorisation to depart from the originally specified requirements for a
                       product prior to its production.
Directive	             A high level instruction (e.g. a macro command) to perform an operational activity;
                       a directive is normally elaborated by the recipient to low level control actions (i.e.
                       commands) which are directly executed.
Dissemination	         The provision of products/data to one or several entities external to the source of the
                       data.
Dynamic Auxiliary Data
                       Auxiliary data that changes with a frequency above a certain threshold (e.g. data
                       that changes more than once per month, such as meteorological observations).

                       A requirement which constrains the cost of developing or procuring and entity. May
                       only be achievable at the expense of other requirements e.g. functionality,
                       performance etc.
EEE Component	         A device that performs an electrical, electronic or electromechanical function and
                       consists of one or more elements so joined together that they cannot normally be
                       disassembled without destroying this capability. Th term EEE Component may be
                       used interchangeably with the term EEE Part.
Element	               A constituent part of a complex whole.
EFQM	                  Part of EFQM (European Foundation for Quality Management) standard for
                       defining business processes.
Engineering Data	      The part of the instrument data which provides information about the instruments
                       internal status (e.g. mode, flags, voltages, gains etc).
Environment	           Conditions in which an item exists or is operated.
Environmental Requirement
                       A requirement which expresses the (range of) environmental conditions (e.g.
                       temperature, humidity, power supply stability etc) under which an entity shall
                       continue to function; perhaps defined separately for different modes e.g.
                       operational, non-operational.
                       An environmental requirement may also serve to limit the impact that the operation
                       of the entity may have on the environment itself e.g. restricting its allowable heat
                       output.
EPS Browse Product	    Data available primarily to provide investigators with a visually supported search of
                       the type, quality, coverage and imaged scene of the data available for consultation.
                       Typically, browse data sets are limited in size and resolution. The specific form of
                       browse product data depends on the type of instrument or application to which the
                       browse data is related. Browse products are sometimes considered to be a sample of
                       available data.
EPS Data	              All global data acquired by the EPS ground segment and processed to level 0, 1a or
                       1b data.
EPS Overall Ground Segment
                       All EUMETSAT ground facilities (including the co-ordinated SAF’s) performing
                       the EPS mission and satellite control, global data acquisition, processing,
                       distribution to the users and archiving of the EPS data and products.
EPS Operational Algorithm
                       A validated algorithm commissioned for implementation in the EPS Applications
                       segment for the operational generation of an operational data or product.

                       The EPS Operational Data is the set of information necessary to support the CGS
                       Mission Control Function. It includes the following information for the Metop
                       satellite and the CGS :­

EPS Products	          All level 0, 1a, 1b, 2 or level 3 products.
                       All EPS products are dumped based, which means one product contains all
                       information derived from science data received in one dump over the polar station.
EPS System	            The EUMETSAT Polar System includes a space component (Metop Satellites) and
                       a ground component (EPS Ground Segment).




EPS Validated Algorithm
                       An approved algorithm for data and product generation, with calibration data,
                       configured, under EUMETSAT responsibility, and intended for implementation in
                       the EPS Application segment in the form of a PPS.
Equipment	             An item designed and built to accomplish a specified purpose, which can be dis­
                       assembled and retain its capabilities after re-assembly.
Error	                 A discrepancy between a computed, observed or measured value and the true,
                       specified or theoretically correct value or condition.
                       Note : An error can be caused by a faulty item, e.g. a computing error made by
                       faulty computer equipment.
Estimate at Completion The sum of the cumulative costs incurred up to the cut-off date and the Estimate to
                       	
                       Completion from the cut-off date.

Estimate to Completion Based on the work completed, approved contract changes and the incurred
                       commitments, the estimate of all costs from the cut-off date required to deliver the
                       product as specified.
Facility	               A part of the ground segment comprising a well-bounded and closely-related set of
                        functions. A facility has a single location (i.e. it is not geographically dispersed) and
                        constitutes an entity which could potentially be procured independently from other
                        facilities.
Failure	                The termination of the ability of an item to perform a required function.
                        Note : ‘Failure’ is an event as distinguished from ‘fault’ which is a state. After
                        failure the item has a fault.
Failure Mode	           The observable effect of the mechanism through which the failure occurs, e.g. short
                        circuit, open-circuit, fracture, excessive wear.


Fault	                  1. The state of an item characterised by inability to perform as required, excluding
                        the inability during preventative maintenance or other planned actions, or due to
                        lack of external resources.
                        2. An unplanned occurrence or defect in an item which may result in one or more
                        failures of the item itself or of other associated equipment.
                        Note : A fault is often the result of a failure of the item itself, but may exist without
                        prior failure. An item may contain a sub-element fault, which is a defect that can
                        manifest itself only under certain circumstances. When those circumstances occur,
                        the defect in the sub-element will cause the item to fail, resulting in an error. This
                        error can propagate to other items causing them, in turn, to fail. After the failure
                        occurs, the item as a whole is said to have a fault or to be in a faulty state.
Fault Tolerance	        The attribute of an item that makes it able to perform a required function in the
                        presence of certain given sub-item faults.
Field Of View	          Instrument angular range over which instrument measurements are collected.
Firmware	               Hardware that contains a computer programme or data that cannot be changed in its
                        user environment. The computer programme and data contained in firmware are
                        classified as software; the circuitry containing the computer programme and data is
                        classified as hardware.
Financial Plan	         The detailed financial management and accounting practices for the Programme,
                        including the cost and expenditure profiles.
Flight Dynamics	        All ground-based operational activities relating to orbit and attitude determination
                        and prediction, manoeuvre planning and evaluation. It also includes the support for
                        commanding of the AOCS sub-system and the provision of orbit and attitude related
                        information to external agencies, the user community and other ground segment
                        facilities.

                         A set of actions and associated monitoring requirements designed to achieve a well
                         defined operational objective. A flight operations procedure is usually composed of
                         telecommands and telemetry monitoring checks, but may also include ground
                         activities or may invoke other procedures.
Forecasting	             The process of predicting the future three dimensional state of the atmosphere over
                         a given time period.
                         Short range forecasts are made for a time period generally no longer that 18 hours.
                         Medium range forecasts extend from about two days to five days or a week in
                         advance. The ECMWF performs medium range forecasts over periods of 10 days.
                         Climate forecasting is a prediction of the climate of a region or the whole globe,
                         based on global circulation models.
                         Very short range forecasting covers the time period over 6 hours.
                         Nowcasting covers the immediate future of the atmosphere, over the next 3 hours.


Functional Product Processing Chain
                         All the processing functions required to produce the various products from the
                         science data generated by a particular instrument or set of instruments embarked on
                         the satellite.
Functional Requirement
                         A requirement that specifies a function that an entity must be able to perform (or a
                         service it must provide) e.g. “the telemetry processing sub-function shall be able to
                         check a given telemetry parameter against up to five concurrent limit sets”.
Gantt Chart	             A diagram giving a list of activity headings in one column and the chosen schedule
                         in the abscissa. For each activity, a segment makes it possible to locate in the
                         schedule the period in which it will be carried out. A normal Gantt chart does not
                         give the links between activities.
Geometric Localisation
                         The purpose of geometric localisation is to locate images such that :­
                         1.	 The localisations are known with respect to a reference system (i.e. imply geo­
                             referencing, absolute location).
                         2.	 Each data or product over an area may be time referenced (temporal
                             registration) to a reference data or product (i.e. relative location).
Geophysical Parameter
                         A parameter, describing the physical state of an item, having a value or unit, related
                         to geophysics.

Geo-referencing        The process of making data and products conform to a reference system (i.e. map
                       projection).
Global Area Coverage (GAC) Data
                       The processor on board the NOAA spacecraft samples the real-time AVHRR data
                       to produce reduced resolution AVHRR data. Four out of every five samples along
                       the scan line are used to compute one average value, and the data from only every
                       third scan lines are processed. The GAC data is a multiplex of this reduced
                       resolution AVHRR data, the other NOAA instrument data and NOAA HK
                       telemetry. All of the GAC data computed during a complete orbit are recorded on
                       board for transmission to Earth on command.
Global Data            The data stream composed of the instrument data from all instruments on board the
                       satellite, including engineering data, stored on board before transmission to ground.
Global Data Stream     The Global Data Stream (GDS) is composed of all data recorded in the SSR on
                       board the Metop satellite during one orbit. It is dumped once per orbit in X-Band at
                       70Mbps bit rate at each pass over an acquisition station. The GDS is transmitted
                       according to the CCSDS format. It includes all instrument data, each transmitted
                       over a different virtual channel, plus the recorded housekeeping telemetry and the
                       administrative messages.
Graphical Display      A display format where the evolution of one or more satellite (or ground segment)
                       telemetry parameters is presented against time or another parameter.
GRAS Radio Occultation
                       Measurement of the phase and amplitude of the radio signal transmitted by a GPS
                       satellite from the time of a defined ray perigee height until the source is hidden by
                       the limb of the earth or from the time when the source becomes available from
                       behind the limb of the earth until the ray perigee reaches the defined height.
Hazard	                A condition, associated with the design, operation or environment of a system, that
                       has the potential for harmful consequences.
High Level Plan	       A formal agreement between EPS and each external entity (i.e. the User
                       Community, other Agencies) defining the operational support to be provided in each
                       direction.
High Resolution Picture Transmission
                       A continuous real time transmission which broadcasts all instrument data and
                       satellite engineering data, immediately after acquisition, to local users within the
                       visibility range of the satellite.
Housekeeping Data
                       Housekeeping data is all data (e.g. voltages, currents, temperatures, flags, alarms,
                       attitude, time etc) provided by the instruments and other space segment elements to
                       allow proper observability in all nominal nodes of operation and contingency cases.

                         The housekeeping data collected and formatted by the SVM/CCU. This
                         housekeeping telemetry data can be downlinked in real time to the ground in S-
                         Band and is also present in the Global Data Stream.
Implementation Documents Formal response from a supplier to the customer describing how all
                    requirements in the Project Requirements Document will be met at his level, in
                    respect to his own organisation.
Industrial Organisation The identity, interfaces and responsibilities of all participants in the Supplier chain
                        for a Project.
Information              Intelligence or knowledge capable of being represented in forms suitable for
                         communication, storage or processing.
Infrastructure           The term used to describe the ‘traditional’ forms of infrastructure such as IT,
                         Telecommunications, buildings, as well as supporting services such as accountancy
                         and human resources.
Ingestion                The input/acceptance of data including the simulation of the real time dataflow for
                         recorded data e.g. Raw Data or NOAA level 0 product -> level 0 dataflow.
Inhibit                  To stop or prevent the occurrence of an event. Alternatively, A design feature that
                         provides a physical interruption between an energy source and a function actuator.
Inspection               An activity such as measuring, examining, testing or gauging one or more
                         characteristics of an entity and comparing the results with specified requirements in
                         order to establish whether conformity is achieved for each characteristic.
Instantaneous Availability
                         The probability that an item is in a state to perform the required function under
                         given conditions at a given instant of time, assuming that the required external
                         resources are available.
Instrument               A hardware system that collects scientific or operational data.
Instrument Ancillary Data
                         The Ancillary Data are all data generated on-board and necessary to process the
                         instrument measurement data generated by the instruments. Ancillary data includes
                         any instrument data characteristic of the instrument, sample of instrument or
                         platform HK data (if required). The instrument ancillary data are transmitted in the
                         same Source Packet as the Instrument Measurement Data.
Instrument Measurement Data
                         Instrument measurement data is raw data (compressed if applicable) generated by
                         the instrument itself, derived from the sensor readings, including internal
                         calibration. Internal calibration are measurement data generated by the instrument
                         whose origin comes from measurements of either instrument internal calibration
                         targets (black bodies) or external calibration sources (deep space, sun, moon). HK
                         data is excluded.

                        Basic parameters measured as the response of the instrument to the object in its field
                        of view (e.g. earth target, calibration target), sampled and digitised.
Instrument Operation Plan
                        A plan, maintained by the PMCC, for each individual Metop instrument, defining
                        its high level operating profile and characteristics.
Instrument Processor
                        The instrument processor is the package which is supplied together with the product
                        processing S/W, it contains the S/W itself plus any necessary supporting items
                        required to understand the S/W and incorporate it within the operational CGS, E.G.
                        user manuals, test data, build files, necessary S/W libraries, database of static
                        configuration parameters etc.
Interface Requirement
                        A requirement that specifies an external item with which a system, facility or
                        function must interact, or that sets forth constraints on formats, timing, or other
                        factors caused by such an interaction.
Issues Log	             The central log of all reported issues facing the Programme used to assist the
                        process of managing the issues such that they do not adversely affect the
                        Programme.
Item	                   Anything which can be individually described and considered. Note : An item may
                        be an activity or process, a product, an organisation, system or person or any
                        combination thereof.
Life Cycle Cost	        The total cost of a system, from ‘needs identification’ until disposal.


Local Area Coverage (LAC) Data
                        LAC data is a multiplex of full resolution AVHRR data, other NOAA instruments
                        and NOAA HK telemetry, on the NOAA spacecraft. A maximum of ten minutes of
                        LAC data may be recorded per orbit and per recorder and transmitted to ground on
                        command.
Lessons Learnt Report	 Information provided by the Projects on things that went well and things that went
                       badly during the Project/Programme.
Level 0 Data	           Raw data after restoration of the chronological data sequence for each instrument
                        i.e. after de-multiplexing of the data per instruments, removal of any data overlap
                        due to the data dump procedure and relevant quality checks. Raw instrument data
                        information is maintained during this process.
Level 0 Dataflow	       CEOS Level definition :­
                        Reconstructed, unprocessed instrument data at full space-time resolution with all
                        available supplemental information to be used in subsequent processing (e.g.

                    EUMETSAT Implementation :­
                    Data under the form of Virtual Channel Data Unit (VCDU) Reed-Solomon
                    decoded, time stamped and with the corresponding acquisition quality flags

                    In the case of IASI, the level 0 dataflow contains pre-calibrated spectra and un­
                    calibrated images.
Level 0 Product	    Composed of instrument source packets over time interval (CCSDS packets)
                    appended with auxiliary and ancillary data and associated quality flags. The level 0

Level 1a Data	      Instrument data in full resolution with radiometric and geometric (i.e. Earth

Level 1a Product	   CEOS Level definition :­
                    Unpacked, reformatted level 0 data at full space-time resolution with all the
                    supplemental information to be used in subsequent processing appended.
                    EUMETSAT Implementation :­
                    Instrument reformatted level 0 data with auxiliary and ancillary data. Pixel
                    localisation and calibration coefficients are computed. They are appended along
                    with all auxiliary and ancillary data required to compute them (e.g. calibration target
                    counts, orbit parameters).
                    In the case of IASI, the level 1a data are post calibrated spectra and calibrated
                    images.
Level 1b Data	      Calibrated, Earth located and quality controlled data, expressed as radiance or
                    brightness temperature, in the original pixel location, and packaged with associated
                    ancillary, engineering and auxiliary data.
Level 1b Product	   Radiometrically corrected and calibrated data in physical units at full instrument
                    resolution as acquired.
                    In the case of IASI the level 1b data are as level 1a but re-sampled to a nominal
                    wave number grid.
Level 1c Product	   In the case of IASI apodised data with appended radiance clusters derived from
                    AVHRR pixels in the IASI FOV.
                    In the case of ATOVS, sounding and/or imager data re-mapped on a common
                    instrument grid.
                    N/A for ASCAT, GOME-2 and GRAS.
Level 1d Product	   IASI apodised sounder data, with co-located Microwave sounding information

Level 1e Product	     For contamination effects (clouds, precipitation etc) corrected calibration data in

Level 3 Product	      Gridded point geophysical products on a multi-pass basis.

                      temporarily re-sampled (i.e. derived from level 12 or 2 products). Such re-sampling
                      may include averaging and compositing EUMETSAT implementation. Includes
                      geophysical products on multi-pass basis.
Life Cycle Cost	      The total cost of a system, from ‘needs identification’ until disposal.
Long Term Planning	   Strategic planning performed by the PMCC for a given mission phase. It includes
                      co-ordination with the User Community and external Agencies and the production
                      of a conflict free plan for the mission phase based on the High Level Plan and the
                      Instrument Operations Plan.
                      Strategic planning performed by the operations team. It includes co-ordination with
                      the User Community and external Agencies and the production of a conflict-free
                      plan for the mission phase based on the High-Level Operations Plan.
Long Term Archive
                      The storage of data/products within the CGS archive for a period of time greater
                      than seven months. The long term archive by default includes an initial period of
                      data which is stored in the short-term archive. The long-term archive may involve
                      the storage of data on removable media.

                       A requirement which specifies the ease of repair or adaptation of a function to new
                       requirements. As far as possible, these requirements should be expressed in
                       quantitive terms such as Mean Time To Repair (MTTR) or mean time to implement
                       (an adaptation to a new requirement).
Maintenance	           The combination of all technical and administrative actions, including supervision
                       actions, intended to retain an item in, or restore it to, a state in which it can perform
                       a required function. It is further sub-divided into preventative, corrective or upgrade
                       maintenance as :­
                       Preventative : The analysis and periodic adjustment of components to maintain
                       their optimum performance.
                       Corrective : The corrective action taken to replace or repair failed and degraded
                       components of the system to return it to optimum performance.
                       Upgrade : Covers aspects of system improvement or upgrade, including the
                       replacement of obsolete or not further maintainable equipment or software.
                       The combination of all technical and administrative actions, including supervision
                       actions, intended to retain and item in, or restore it to, a state in which it can
                       perform a required function.
Material	              A raw or semi-finished substance or compound, of specified characteristics, which
                       is processed to form a part of a finished product.
Materiel	              A collective term for the articles, supplies, machinery, etc used in an organisation,
                       as distinguished from the personnel or body of persons employed.


Maximum Absolute Localisation Error
                       The maximum error in the position of a given pixel with respect to a geographic co­
                       ordinate system.
Maximum Relative Localisation Error.
                       The maximum error in the position of a given pixel relative to any other pixel in the
                       same data or product.
Mechanical Part	       A piece of hardware which is not electrical, electronic or electromechanical, and
                       which performs a simple (elementary) function or part of a function in such a way
                       that it can be evaluated as a whole against expected performance requirements and
                       cannot be disassembled without destroying this capability.
Medium Term Planning
                       Activity planning for the space and ground segments covering an interval of,
                       typically, 1 month. Medium Term Plans are elaborated from the Long Term Plan
                       and define the expected set of operational activities separately for each EPS ground
                       segment facility. This planning is done in co-ordination with each facility and takes
                       into account the changing constraints of the facility (e.g. resources, planning of
                       maintenance, availability of staff etc).

Memory Image Maintenance
                      A generation cycle allowing the OBSWM Authority to update the reference image
                      with operational configuration data (i.e. excluding code changes but considers the
                      OBSW resulting from commanded S/C configurations).
Metop Reference Database
                      The Metop reference database is the set of information within the Satellite
                      Information System of the Metop satellite manufacturer, containing all information
                      commonly needed by :_
                      1.	 The Metop Project Team.
                      2.	 The Metop Simulator Team.
                      3.	 The OBSW Production Team.
                      4.	 The SVM AIT Team.
                      5.	 The PLM AIT Team.
Metop Reference Operational Data
                      The Metop Reference Operational Database is the set of information derived from
                      that delivered by the satellite manufacturer to EPS (the MRDB) which are necessary
                      to :­
                      1.	 Calculate the TM engineering values from the SCR raw TM (including the
                          localisation of TM parameters within a TM data stream).
                      2.	 Monitor these TM parameters.
                      3.	 Translate the satellite commands as defined in the satellite operational
                          procedures into TC packets to be up-linked to the satellite and monitor its
                          execution. This also includes AOCS and satellite FD characteristics.
Milestone	            A significant event during the execution of a Project, which can allow assessment of
                      work progress.
Mimic Display	        A display format which provides a visual representation of a satellite (or ground
                      segment) element (e.g. a sub-system or instrument), showing the logical and
                      physical relationships between components in graphical form. Objects within the
                      display may be animated from the processing of telemetry parameters (or reports),
                      for example to show relay activation, power status, data flow paths etc.
                      Telecommand (directives) may be invoked by direct manipulation of corresponding
                      objects within a mimic display.
Mission	              The specific task, duty or function defined to be accomplished by a system.
Model	                A physical or abstract representation of relevant aspects of an item or process that is
                      put forward as a basis for calculations, predictions or further assessment; to create
                      or use such a model.
                      Note : Model can be used to identify particular instances of the product e.g. Flight
                      Model.

Near Real Time (NRT)
                       The term Near Real Time (NRT) is used to describe an element of the EPS system
                       that senses, acquires, processes, disseminates or uses data within defined timeliness
                       requirements. In the case of level 1 products the timeliness requirement is 2 hours
                       15mins and in the case of level 2 products it is 3 hours. For level 3 products the
                       timeliness is dependant on the product.
Near Real Time Data
                       All global data that are acquired, processed and transmitted by the EPS ground
                       segment to the users immediately after acquisition. Note that in the case of the
                       CGS/UMARF interface, CGS Near Real Time data includes miscellaneous data
                       such as auxiliary data, quality reports etc. Although these miscellaneous data are not
                       distributed in NRT, they use the same dissemination mechanism as for the products,
                       hence the term CGS NRT data encompasses them.
Network                An interconnected chain or system of material or immaterial things.
Nonconformance         Non-fulfilment of a specified requirement. Note : The definition covers the
                       departure or absence of one or more quality characteristics (including dependability
                       characteristics), or quality system elements from specified requirements.
Non-recurrent Cost     Costs incurred to a project which are independent of the number of identical items
                       produced.
Normative Document     A document that provides rules, guidelines or characteristics for activities or their
                       results. Note : The term ‘Normative Document’ is a generic term that covers such
                       documents as standards, technical specifications, codes of practice and regulations.
Numerical Weather Prediction (NWP)
                       Numerical Weather Prediction (NWP) systems integrate forward in time the
                       equations describing the state of the atmosphere in order to predict the evolution of
                       an initial atmospheric state through the required forecast period. The estimation of
                       the initial state is achieved through a data assimilation phase. New measurements,
                       obtained from a variety of observing systems and with very different spatial
                       distributions and error characteristics are used to obtain a ‘first guess’ of the
                       atmospheric state.
OBSW Maintenance Authority
                       The entity responsible for code and data maintenance (configuration control,
                       adaptation, validation) and the release of new versions of the OBSW for their
                       relevant processors(s), due to on-board status evolution, or correction of software
                       rectifiable anomalies.
OBSW Data Memory Link Map
                       A mechanism to show the location and identification of modules and parameters
                       loaded within any OBSW.

                       Identifies the type of any part of the on-board memory (i.e. read, write, read/write,
                       inaccessible areas etc).
Off-Line	              Access to archived information by mail, facsimile, or other non-direct interface.
On-Board Monitoring Service
                       An application-level on-board service which undertakes basic monitoring of a list of
                       parameters defined by the ground segment. A set of checks (e.g. limits, expected
                       values etc) and application criteria may be defined for each parameter and the
                       service will generate an out-of-limit report for each check transition.
On-Board Scheduling Service
                       An application-level on-board service which manages the execution of time-tagged
                       telecommands loaded in advance from the ground. Where requested, the service will
                       monitor the execution of specified telecommands for the pre-conditioning of other
                       commands scheduled for execution later in time.
On-Board Software Maintenance
                       The post-launch modification of on-board software as the result of evolving
                       operational needs. This may be purely for optimisation purposes or as the result of
                       on-board anomalies or failures which dictate software workaround solutions. The
                       term also refers to the facilities on the ground for developing/modifying the on­
                       board software and validating it prior to operational use as well as the maintenance
                       of on-board memory images and software configuration control.
On-Line	               Access to archived information by direct interface to an information database via
                       electronic networking.
Operational Configuration
                       The identification of all the components of the state of the system, in use
                       operationally, that can be changed by the MCC operator.
Operational Requirement
                       A requirement which expresses how the system shall work in conjunction with the
                       human user, for example details of MMI such as screen layouts, the level and nature
                       of user interaction and feedback provided by the system for a given function, the
                       scope of on-line help etc. This class also includes requirements which specify the
                       ease of use of a system. Such requirements are usually very difficult to express and
                       quantify, bur should be stated in terms of the time taken to learn/re-learn (i.e. ease of
                       retention) to use a function.
Orbit Data	            Data defining the orbit of a satellite, expressed either as a state vector (x, y, z, dx/dt,
                       dy/dt, dz/dt, t) or as a set of classical orbital elements (a, e, i, Ω , w, v, t).
OSI	                   Open System Interconnection. A network design framework established by the ISO
                       in which groups of communication protocols are arranged as layers.
OSI-RM	                OSI Reference Model
Outage	                The state of an item being unable to perform its required function.

Overall Ground Segment
                        The Overall Ground Segment (OGS) includes all ground equipment to support the
                        EPS mission once the Metop satellite is on-station (in both nominal and degraded
                        mission modes(, including the generation/dissemination of data and products from
                        both NOAA and Metop satellites and the operation of the Metop satellites.
Part	                   Any hardware item which cannot be dis-assembled without destroying the
                        capability to perform its required function
Performance	            Those generally quantified aspects of an item observed or measured from its
                        operation or function.
Performance Requirement
                        A requirement that imposes conditions on a functional requirement; for example, a
                        requirement that specifies the speed of accuracy with which a given function must
                        be performed.
Pipeline Concept	       A design whereby data is divided into granules and buffered between the different
                        phases of the pipeline to avoid any loss. All activities on this data are performed on
                        data granules in a sequential order.
Pipeline Processing	    A design whereby a given processing activity follows on sequentially after the
                        completion of another. Data is normally buffered between processes to avoid any
                        loss.
Pixel	                  The smallest element of a digital image.
Playback Data	          Data that has been recorded on-board for delayed transmission to the ground.
Portable Application Module
                        The mechanism by which portability, modularity and flexibility of the PPS is
                        achieved. PAM’s use the generic API services provided by the PGE’s thus ensuring
                        that they are easily portable
Pre-Processing/Ingest
                        Operations performed for the earth location and calibration of the satellite data. The
                        outputs of the pre-processor are data at level 1a and/or 1b (processing by the EPS
                        ground segment).
Preventative Action	    Action taken to eliminate the causes of potential non-conformity, defect or other
                        undesirable situation in order to prevent occurrence.
                        Note : The preventative actions may involve changes, such as in procedures and
                        systems, to achieve quality improvement at any stage of the quality loop.
Procedure	              Specified way to perform an activity.
                        Note : In many cases procedures are documented e.g. quality system procedures. A
                        written or documented procedure usually contains the purposes and scope of an
                        activity; what shall be done and by whom; when, where and how it shall be done;

                      what materials, equipment and documents shall be used; and how it shall be
                      controlled and recorded.
Process	              A set of inter-related resources and activities which transform inputs into outputs.
                      Note : Resources may include personnel, finance, facilities, equipment, techniques
                      and methods.
Processing Context
                      The processing context is defined by the configuration of the processing function to
                      perform the product processing in one of the following processing modes :­
                      •	 NRT processing mode.
                      •	 Backlog processing mode.
                      •	 Reprocessing mode.
                      •	 Validation processing mode.
                      •	 Commissioning processing mode (as a special case of the NRT processing
                         mode).
Processing Modes
                      Processing modes are :­
                      •	 The processing context mode (e.g. NRT processing, backlog processing,
                         reprocessing and validation processing.
                      •	 The instrument mode.
                      •	 The product degraded modes (e.g. missing data, corrupted data etc).
                      •	 Product generation reporting modes (e.g. nominal, investigation).
Product	              The result of activities or processes.
                      Note : A product may include service, hardware, processed materials, software or a
                      combination thereof. A product can be a tangible (e.g. assemblies or processed
                      materials) or intangible (e.g. knowledge or concepts) or a combination thereof. A
                      product can be either intended (e.g. an offering to customers) or unintended (e.g.
                      pollutant or unwanted effects).
Products	             Assets, deliverables, or outcomes which have significance to the organisation or the
                      Programme such they require controlled identification, review, and change control.
Product Assurance	    A discipline devoted to the study, planning and implementation of activities
                      intended to assure the design, controls, methods and techniques in a project result in
                      satisfactory level of quality in a product.
Product Confidence Data
                      There are two types of Product Confidence Data :­
                      1.	 Summary PCD which appear in the product header. These summarise at a high
                          level the overall product quality.

                      2.	 Elementary PCD which appear in the product body and are specific being
                          present per granule of processed data.
Product Dissemination Unit (PDU)
                      In order to achieve the timeliness requirements the product generation adopts the
                      pipeline concept. For dissemination products are split up into smaller pieces and
                      disseminated immediately after processing of this data sub-set is completed. The
                      product dissemination does not wait for the whole orbit of data to be available. The
                      disseminated pieces of data are called Product Dissemination Units.
Product Generation Element (PGE)
                      A component of an EPS ground segment facility which has responsibility for the
                      generation of EPS level 2/3 operational products. The PPEF and the SAF’s all
                      include product generation elements.
                      A processing framework that provides a set of generic data services and
                      infrastructure services to be used by all product processing software. These generic
                      services are provided through an API and enable the product processing software to
                      be isolated from the CGS.
Product Processing S/W (PPS)
                      This is the operational implementation of a (validated) algorithm.
Product State         A particular configuration of the product related to the current configuration
                      baseline.
Product Tree          Hierarchical representation of the system resulting from an orderly and exhaustive
                      identification of its successive levels of decomposition.
Product Validation    Product Validation is the process of assessing by independent means the quality of
                      the data products derived from the system outputs.
Profile (User)        Characteristics of a user in terms of : address, media, network access protocol, list
                      of data and operational products, and possibly the default selection of archive
                      access.
Programme Track       A mode of operation of a ground station antenna where its pointing is driven along a
                      pre-determined track, independent of the received downlink signal (if any0 from the
                      satellite.
Project               A unique set of co-ordinated activities, with definite starting and finishing points,
                      undertaken by an individual or organisation to meet specific objectives within
                      defined schedule, cost and performance parameters.
Project Phase         That part of a total project during which activities are performed to attain a
                      designated objective. One of a series of distinct steps in carrying out a project that
                      together constitute the project life cycle.
Project Requirements Document
                      Those documents, including all normative references, which establish requirements
                      which are subsequently used to control work or work products. Examples of Project

                       Requirements Documents include, but are not limited to, Standards, Management
                       specifications, Technical specifications, Statements of Work and Data
                       Requirements lists.
Post Programme Review The review of the Programme’s achievements in terms of realised benefits that is
                     scheduled for a point where the organisation will have reached a ‘steady state’ after
                     the change process.
Post Project Review	   A review scheduled after the Project has completed where the impact of the
                       Project’s deliverables on the organisation can be assessed.
PRINCE2	               CCTA’s Project Management method providing a process-based framework for
                       setting up and controlling projects. PRINCE2 has defined interfaces to Programme
                       Management.
Programme	             The portfolio of Projects that are selected or commissioned, planned and managed
                       in a co-ordinated way and which together achieve a set of defined business
                       objectives.
Programme Assurance	 The process of confirming to the Programme’s sponsoring group that the
                     Programme is being managed effectively and that the Programme is delivering the
                     desired outcome and benefits.
Programme Board	       A Steering Committee representing the role of Programme Director where a single
                       individual is not sufficiently empowered to direct the Programme.
Programme Brief	       A document describing the business objectives and vision for the Programme that
                       triggers the Defining a Programme’ process.
Programme Definition	 The total set of information that defines what the Programme is going to achieve
                      and how it is going to achieve it.
Programme Management The co-ordinated management of a portfolio of Projects that change organisations
                   to achieve benefits that are of strategic importance.
Programme Manager	     The role responsible for day-to-day management of the Programme according to the
                       Programme plan.
Programme Mandate	     Defines the overall objectives for the Programme and positions the Programme
                       within the organisations corporate mission, goals, strategies and other initiatives. It
                       is the trigger for Programme Management.
Programme Plan	        Description of how the Programme will deliver the Blueprint and when benefits can
                       be realised.
Programme Schedule	    The representation of the Projects within a Programme grouped into tranches.
Programme Support Office
                       The organisation providing technical support and administrative services to the
                       Programme, in particular management information reporting. The Programme
                       Support Office may also provide support for the Projects within the Programme.
Project Board	         The group responsible for direction setting and ultimate accountability for a Project.

Project Brief	              The reasons for the Project, an outline Business Case, and the initial definition of
                            Project scope and objectives.
Project Executive	          The role responsible for the successful delivery of a Projects’s defined outcome.
Project Initiation Document
                            The PRINCE2 definition of all the information about a Project to enable
                            management decisions be made at the start and at intermediate points during a
                            Project.
Project Management	         The framework, organisation and processes used to manage Projects.
Project Manager             The individual responsible for the day-to-day management of a Project. The Project

                            Manager on a PRINCE2 Project reports to the Project Board.

Project Plan                The description of the Project’s activities including a schedule of when they will

                            happen and what each activity will deliver.
Project Portfolio	          The collection of Projects within a Programme defined by their Project Briefs,
                            timescales and resources.
Prototype	                  Prototyping is a process that enables the developer to create a model of the software
                            that shall be built (the prototype) The prototype can take one of three forms :­
                            1.	 A paper prototype or PC-based model that depicts human-machine interaction
                                in a form that enables the user to understand how such interaction will occur.
                            2.	 A working prototype that implements some sub-set of the functions required of
                                the desired S/W.
                            3.	 An existing programme that performs part or all of the function desired but has
                                other features that will be improved upon in the new development effort.
                            The prototype may or may not be implemented as executable S/W.
Pull (Interface transfer)
                            Data is pulled across the interface when the transmission is initiated by an external
                            element collecting data from the CGS (The external element is the client).
Purchaser                   Customer in a contractual situation
Push (Interface transfer)
                            Data is pushed across the interface when the transmission is initiated by the CGS
                            forwarding data to an external element (CGS is the client).
Qualification Process       Process of demonstrating whether an entity is capable of fulfilling specified
                            requirements.
Quality                     The totality of characteristics of an entity that bear on its ability to satisfy stated and
                            implied needs.
Quality Assurance           All the planned and systematic activities implemented within the quality system and
                            demonstrated as needed, to provide adequate confidence that an entity will fulfil
                            requirements for quality.

Quality Control	        Operational techniques and activities that are used to fulfil requirements for quality.
                        Note : Quality Control involves operational techniques and activities aimed at both
                        monitoring a process and at eliminating causes of unsatisfactory performance at all
                        stages of the quality loop in order to achieve economic effectiveness.
Quality Management	     The process of ensuring quality is built in to the Programme Management processes
                        and the Programme’s deliverables.
Quality Management Strategy
                        The statement of how quality will be built into the management of the Programme
                        and its output.
Radiometric and Spectral Calibration
                        For radiometric calibration there are two kinds of calibration, absolute and relative.
                        1.	 Absolute Calibration means knowledge about the real value of a measured
                            parameter in fundamental units such as spectral radiance, spectral irradiance,
                            power etc and requires measurements in which the comparison is made with
                            maintained standards. Absolute calibration for each resource will not be
                            meaningful until methods are devised to measure the atmosphere over each
                            scene and to extract reflectance. Nevertheless, efforts should be made to
                            maintain a calibration history with respect to known standards so that data from
                            different instruments can be used together.
                        2.	 Relative Calibration: Often one does not need to know the absolute magnitude
                            of the radiation from a scene but rather the relative magnitude of the radiance of
                            one scene element with respect to the another, or relative radiance of the same
                            scene element observed at different times, or magnitude of the spectral radiance
                            in one wavelength band with respect to another. Thus stability and repeatability
                            with time are much more important than traceability to a known source.
                            The purpose of Spectral Calibration is to measure the central wavelength and
                            passband characteristics within each band.
Raw Data	               Satellite data as acquired and transmitted immediately to the ground (as opposed to
                        playback data). Delay is limited to the actual time required to transmit the data via
                        direct broadcast service (HRPT/LRPT).
                        CEOS Level definition : Data in their original packets, as received from the
                        satellite.
                        EUMETSAT Implementation : Instrument generated CADU.
Readiness Requirement
                        A requirement which specifies the time by which an entity, entities, or an integrated
                        group of entities, must be available to its end-users (having successfully undergone
                        verification testing by the developer and integration testing, where applicable).
Recurrent Cost	         Costs incurred for each additional, identical item produced.
Reference Image	        A full memory image generated by the OBSWM Authority.

Regional Product            Regional product is a sub-set of a full dump basec EPS product which has been
                            subject to regional sub-setting. It will be provided on a per dump basis and only
                            product elements (being it PDU for NRT disseminated products or scanlines (or
                            equivalent) for UMARF retrieved products) containing at least one pixel belonging
                            to the requested region will be made available to the user.
Regional Sub-setting
                            Regional Sub-setting is performed by applying a data filter, that is defined by a user
                            specified region of interest, as given by its latitude and longitude boundaries.
Reliability                 The probability that an item can perform a required function under given conditions
                            for a given time interval. Note : The term ‘reliability’ is also used to denote the non-
                            quantified ability of an item to perform a required function under stated conditions
                            for a specified period of time.
                            The duration or probability of failure free performance under stated conditions.
Reliability Critical Item
                            An item which contains a single point failure with a failure consequence severity
                            classified as catastrophic, critical or major.
Reliability Requirement
                            A requirement that specifies the capability of a system to perform its required
                            functions(or provide its service) under stated conditions for a specified period of
                            time with a stated level of confidence. This class also includes Availability and
                            Dependability requirements.
Reprocessing
                            Reprocessing is the capability to process any archived data, with a valid product
                            processing S/W. In principle the reprocessing capability is used when a new valid
                            instrument processor has been derived. In agreement with the user community it is
                            then decided about the need and the scope of the reprocessing activity that has to be
                            performed (Note: reprocessing is not an automatism). This can be the case after
                            commissioning, when the user community declares a new instrument processor
                            under development valid. Previously acquired data has then to be reprocessed and
                            archived in parallel to the original one. It should be noted however, that it is
                            assumed that reprocessing activities are limited in the amount of data that needs to
                            be reprocessed. A typical example is the reprocessing of 6 months of IASI data
                            collected during the commissioning phase. Reprocessing activities for more
                            extended periods (e.g. years of data) would require a separate reprocessing project.
Required Function           A function or a combination of functions of an item which is considered necessary
                            to provide a given service.
Requirement                 That which is called for or is demanded; a condition which must be complied with.
Residual Risk               The risk remaining in a system after completion of the hazard reduction and control
                            process.

Resource	               Any physically or conceptually identifiable entity whose use and state at any time
                        can be unambiguously determined.
Resource Requirement
                        A requirement which specifies or limits the usage of a system resource in fulfilling a
                        given function (or set of functions) e.g. maximum CPU loading, manpower
                        requirements, margin on communications bandwidth etc.
Risk	                   A quantitive measure of the magnitude of a potential loss and the probability of
                        incurring that loss.


Risk Log	               A central log of the identified risks to a Programme (and potentially the risks to the
                        Projects within the Programme) providing complete management information about
                        the risks and their status at any point in time.
Risk Management Strategy
                         A detailed definition of how risks will be identified, analysed and managed on the
                        Programme.
Routine Operations
                        Routine Operations encompasses those EPS System Operations following the end of
                        Commissioning for the first Metop. It does not include preparation for recurrent
                        spacecraft.
Safety	                 A state in which the risk of harm (to persons) or damage is limited to an acceptable
                        level. Note : Safety is one of the aspects of quality.
Safety Requirement
                        A requirement which limits, to an acceptable level, the risk of harm (to persons) or
                        of damage to equipment or of comprising data/system security. Personnel includes
                        staff operating, physically moving or performing maintenance on the entity in
                        question. Damage considerations may place limits on the possibility for failure
                        propagation from one entity to another, ultimately to the satellite itself.
Safety Critical Function A function which, if lost or degraded, or which through incorrect or inadvertent
                         operation, could result in a catastrophic or critical hazardous event.
Satellite User Manual
                        A manual produced by the satellite Prime Contractor defining all information on the
                        satellite needed to prepare for and execute mission operations. This includes
                        detailed design information, operating procedures and the data needed to establish
                        the operational databases.
Schedule	               An ordered set of activities and events, with associated times of occurrence.
                        A chronologically ordered sequence of tasks for the satellite and/or the CGS in a
                        form suitable for execution by the system. Entries in the schedule will either be

                       timed or linked to previous entries. The schedule retains knowledge of inter-
                       task/event constraints, in order to allow re-scheduling.
Schedule Reminder	     An alert message generated by the scheduling function during schedule execution to
                       draw the attention of operators to those tasks requiring operator intervention.
Science Data	          Instrument measurements of an Earth or atmosphere target.
Self-maintaining Archive
                       An archive in which data is older than the time for which it is required to be
                       archived is automatically handled (e.g. transferred to other media type or
                       purged/overwritten) and updated by the newer data, without the need for operator
                       intervention.
Service	               The result generated by activities at the interface between the supplier and the
                       customer and by supplier internal activities to meet the customer needs. Note :
                       Delivery or use of tangible products may form part of the service delivery.
Set	                   A group of physically or functionally related items which are considered together
                       for technical or administrative reasons, but whose association does not increase
                       functionality over that of the individual items.
Severity	              A classification of a failure or undesired event according to the magnitude of its
                       possible consequences.




Short Term Planning
                       Detailed scheduling of activities for the space and ground segments covering an
                       interval of, typically 1 week. Short Term Plans are elaborated from the Medium
                       Term Plans and are based on the latest available EPS mission information (e.g.
                       refined orbit, latest knowledge of facility constraints etc) Scheduling implies the
                       association of timing information with the execution of an activity; this may be
                       absolute time or time relative to the start or completion of a previous activity.
Short Term Archive
                       The storage of data/products, within the CGS archive, for a period of time less than
                       or equal to seven months, in an on-line, self-maintaining archive e.g. rolling buffer,
                       cycle file. If the transfer of data from the short-term archive to an off-line storage
                       medium is required this will be explicitly specified on a case-by-case basis.
Software	              Programmes, procedures, rules and any associated documentation pertaining to the
                       operation of a computer system.
Software Module	       The smallest programme unit that is discrete and identifiable with respect to
                       compiling, combining with other units.
Space Segment	         A sub-set of the EPS system comprising a series of three satellites, Metop-1, Metop­
                       2 and Metop-3, complemented by a set of support elements and services as part of
                       the space segment procurement. Support equipment included in the Space Segment

                         are the Metop simulator, the Electrical Ground Support Equipment (EGSE), and the
                         Metop RF suitcases (X and S Band).
Specification	           Document stating requirement. Note : A specification should refer to or include
                         drawings, patterns or other relevant documents and indicate the means and the
                         criteria whereby conformity can be checked. A qualifier should be used to indicate
                         the type of specification, such as, ‘product specification’, ‘test specification’.
Stakeholder	             An individual or group of individuals such as employees, directors, shareholders,
                         service providers, consultants, external organisations who have an interest in the
                         Programme whether through their involvement with the Programme or because they
                         will be impacted by its outcome.
Static Auxiliary Data	   Auxiliary data that is either not changing at all or with a frequency of change below
                         a certain threshold (e.g. data that changes less than once per month, such as a
                         Digital Elevation Model database).
Static Configuration	    The identification of all the components of the state of the system that can only be
                         changed by the configuration controller
Station Key Unit	        Piece of hardware containing HRPT/LRPT users secret decryption key and
                         supporting the decryption function of a local user station.
Subcontract	             In the customer-supplier chain, a contract between a Contractor and their sub­
                         ordinate contractor, to obtain materials or other inputs to a product in this manner.
Subsystem	               Set of interdependent elements constituted to achieve a given objective by
                         performing a specified function, but which does not , on its own, satisfy the
                         customer’s need.
Supplier	                An organisation that provides a product to a customer. Note : In a contractual
                         situation, the supplier may be called the ‘Contractor’. Also the supplier may be, for
                         example, the producer, distributor, importer, assembler or service organisation.
Support System	          All resources and organisation needed to maintain the performance capabilities of
                         the supported system from acceptance to end of disposal.
System	                  Set of interdependent elements constituted to achieve a given objective by
                         performing a specific function.
Task	                    A specific piece of work to be done.
Telecommand	             The use of telecommand refers to both the satellite and ground system control
                         environments. Where telecommands refer only to one environment, it is explicitly
                         stated (e.g. satellite TC or CGS TC).
Telecommand Authentication
                         A mechanism for eliminating unauthorised telecommand access to the Metop
                         satellites by appending a digital signature at the end of each telecommand segment
                         which is built up from the telecommand data, a sequence count and a secret
                         authentication key. The satellite compares the digital signature with the one which it
                         computes using the same algorithm and, only if the two signatures are equal will it
                         accept the telecommand.

Telecommand Pre-Transmission Validation
                          The checking of the configuration of the satellite (and/or other mission parameters)
                          to ensure that all pre-conditions for releasing the telecommand are satisfied.
Telecommand Verification
                          The checking of each defined stage of command execution based on telemetry
                          reports generated by the satellite. End-to-end verification may be achieved by
                          checking the values of low-level engineering data.
Telemetry	                The use of the term telemetry refers to both the satellite and ground system
                          monitoring environments. Where telemetry refers to only one environment, it is
                          explicitly stated (e.g. satellite TM or CGS TM).
Telemetry Data Stream
                          Stream of data conveying housekeeping in telemetry data. Distinction can be made
                          regarding the parameters in low communication protocol layers e.g. according to
                          virtual channels.
Test                       A formal process of exercising or putting to trial a system or item by manual or
                          automatic means to identify differences between specified, expected and actual
                          results.
Testability Requirement
                          A requirement which places constraints on how a system (or function) shall be
                          verified and/or validated. This may include requirements of other categories (e.g.
                          functional, interface) concerning the testing environment.
Third Party	              Person or body that is recognised as being independent of the parties involved, as
                          concerns the issue in question. Note : Parties involved are usually supplier, ‘first
                          party’ and purchaser ‘second party’.
Traceability	             Ability to trace history, application or location of an entity by means of recorded
                          information. Note : Traceability can have one of three meanings, in a product sense,
                          in a calibration sense or in a data collection sense.
Tranche	                  A group of Projects that represent the delivery of all or a recognisable part of a new
                          capability. Tranches are used to assist the management and control of a Programme.
Validation	               Confirmation by examination and provision of objective evidence that the particular
                          requirements for a specific intended use are fulfilled. Note : In design and
                          development, validation concerns the process of examining a product to determine
                          conformity with user needs.
                          The process of verifying the accuracy of data or derived products through field
                          operation, data simulations (pre-flight), self-consistency checks or comparisons with
                          data from other sources (in-flight).
                          Some calibration activities are performed to achieve the following :­
                          1. To obtain information on the instrument performance using ground truth data.

                        2.	 Validation of the ability of EPS operational algorithms to retrieve geophysical
                            parameters.
                        3.	 Qualification of the instrument capability.
                        4.	 Improvement of the performance of operational algorithms in retrieving
                            geophysical parameters.
                        5.	 Monitoring of the ageing of the instrument.
Validation Data/Products
                        Data or Products which are the result of an EPS validated algorithm.
Verification	           Confirmation by examination and provision of objective evidence that specified
                        requirements have been fulfilled. Note : In design and development, verification
                        concerns the process of examining the result of a given activity to determine
                        conformity with the stated requirements for that activity.
Verification (CGS)	     Confirmation that the CGS complies with all requirements specified in the CGSRD
                        and Applicable Documents.
Verification Testing	   The testing of an instrument to a level necessary to establish that the specific
                        instrument applications have been met. The measurement is only as accurate as
                        needed to derive geophysical parameters from the instrument measurements with
                        the specified accuracy.
Visibility	             The maximum aerial extents that a ground station can detect a satellite given
                        interface constraints (e.g. RF, terrain etc).
Vision Statement	       The customer-facing definition of what the Programme is to deliver.
Vital/Non-Vital Data
                        In contrast to vital data, non-vital data are all in the archive that can be regenerated
                        from vital data.
Waiver	                 Written authorisation to use or release a product which does not conform to the
                        specified requirements. Note : A waiver is limited to the shipment of a product that
                        has specific non-conforming characteristics within specific deviations, for a limited
                        time or quantity.
Work Breakdown Structure Hierarchical representation of the activities and resources necessary to complete
                     a project.
Work Package	           A group of related tasks that are defined at the lowest level within a Work
                        Breakdown Structure.
Workmanship	            The physical characteristics relating to the level of quality introduced by the
                        manufacturing and assembly activities.
