							                                     TARYN MEADOWS HOMEOWNERS ASSOCIATION
                                             RULES AND REGULATIONS

  1.   GENERAL: The following rules and regulations are designed to make living at Taryn Meadows pleasant and comfortable for
       each member of the Association. The restrictions which the Board imposes upon the members are for the mutual benefit of
       all. The cooperation and consideration of each member is vital.

  2.   DUES: Annual Homeowner dues are due and payable the first day of January of each year, and are considered delinquent
       after January 31 of that same year. A $20.00 late fee will be assessed each month that dues are in arrears plus accrued legal
       fees. Any homeowner who is in arrears will be subject to a judgment against them in Wake County Court.

  3.   ALTERATIONS: Before any exterior alteration or addition is completed (including but not limited to fences, room additions,
       storage buildings, tree removal, yard art), an architectural request form must be submitted to the Board of Directors for
       approval. The Board, at its sole discretion, may or may not approve any changes. A written reply to any request will be
       made within thirty (30) days after said request has been submitted. In addition to meeting covenant restrictions, if any “said”
       alteration has an adverse impact on any adjacent properties, perceived or otherwise, it must be documented and the
       architectural request may possibly be denied by the Architectural Control Committee.


  4.   FENCE RESTRICTIONS:. The maximum height of back-yard fencing will be limited to 4 feet and is restricted to the white-
       vinyl varieties. The white picket fences are acceptable as are the dog-eared 4’ high panel fencing. Absolutely no chain-link,
       wooden or metal fence of any variety will be permitted. As of 2010, there are a limited number of lots already with 6’ fence,
       these have been grand-fathered and will not be considered in-violation of any rule or regulation. As it is addressed within the
       covenants already, under no circumstances will fences be permitted in the front yard of anyone’s property.

  5.   PARKING: Outdoor storage or parking of any campers, boats, trailers or vehicles that are not in operating condition both
       mechanically (no flat tires, etc.), and/or legally (expired or no license plates and/or inspection) is prohibited. Motor vehicles
       may not be parked on the street for more than (1) one twenty-four (24) hour period during a (30) day period. The parking of
       motor vehicles on the grass/yard area of any lot is prohibited.

  6.   AUTOMOBILE REPAIRS: No motor vehicles may be parked or stored on any Lot or any of the subdivision streets while on
       jacks or while being repaired.

  7.   SPEED LIMIT: Special attention should be exercised when driving within the community to insure the safety of all residents.

  8.   INSURANCE: The Homeowners Association does not provide insurance for the residential units. It is the responsibility of
       the owner to provide insurance coverage for the structure.

  9.   NOISE: Being thoughtful of one's neighbors is especially important in a community such as Taryn Meadows. Loud noises
       from televisions, stereo equipment, musical instruments, annoying pets (i.e., barking dogs), or any other disturbances should
       be avoided at all times, especially between the hours of 11pm and 8am. If a homeowner should be disturbed by a loud noise,
       they should first attempt to notify the disturbing party. If the disturbing party is uncooperative and the problem is severe or
       continues, then the local law enforcement agency should be contacted. The management office or a member of the Board of
       Directors should be contacted the next business day.

  10. RENTERS: All renters must comply with the rules, regulations, and by-laws of the Association and should be properly
      informed of these responsibilities by the owner of the unit. Owners of rental units will be fined for tenant violations.

  11. SIGNS: Only standard size "For Sale or "For Rent" signs are allowed on the property and only one sign per home is
      permitted. The public display of signs or banners representing “ones” political, or other supportive allegiance is also
      prohibited.

  12. PETS: Household pets are limited to 2 animals. (i.e., 2 dogs, or 2 cats, or 1 of each). Pitt Bulls and Rottweilers are
      respectfully not permitted. All pets must be kept under the direct control of its owner at all times by fence, leash, or harness.
      Pet owners are required to clean up after their pets in the Common Areas. No livestock or poultry (including rabbits) of any
      kind shall be kept on any Lot or any dwelling.

  13. DWELLINGS: Each home shall be used for residential purposes only. Curtains and blinds in windows are acceptable but
      SHEETS are NOT ALLOWED. Signs display your political or sporting allegiances are also prohibited from being displayed
      in windows.

  14. MAILBOXES: Federal Law prohibits any unauthorized entry of mailboxes. Any person in violation will be reported to the
      Federal Postal authorities. Cars and trash receptacles must not prohibit the successful delivery of mail from the USPS.

  15. HAZARDS: The discharge of firearms, fireworks, or any other noise making device is not permitted at any time within the
      boundaries of Taryn Meadows.

  16. COMMON AREAS: Every homeowner should protect his interest in the common areas. Please do not abuse these areas by
      way of littering or in any way restricting the enjoyment of these areas.

  17. YARDS AND LAWNS: Homeowners are required to keep their yards in a neat and orderly appearance - free of clutter,
      debris, trash, limbs, yard waste, grass clippings, trash, toys, tall weeds/grass, and rubbish, etc. This includes front and back
      yard and right of ways. Any homeowner not keeping their yard in an orderly manner and/or not keeping it to a height no
      higher than 8 inches will be subject to a fine. Any alteration of the front and/or side yards must be approved by the
      Architectural Control Committee. If you as a homeowner, discharge your grass clippings into the street area, it is your
      responsibility to clean it up, else be subject to fine.


  18. YARD ART: Disqualifying yard-art which is not permitted includes plastic flowers, cardboard/metal/plywood figures or
      sculptures. Examples of acceptable yard-art include but is not limited to gazing-balls, mailbox flags, small free-standing
      garden flags, and small garden sized figurines. Basketball goals and other play equipment/toys are not allowed in the front
      yards or on the street. They should be stored either 1) within the garaged area of the property, or 2) in the back yard.
      Clotheslines and hanging of clothes outside is never permitted. Decks/patios should be kept neat and clean and are not
      allowed to be used for storage. Permanent basketball goals must be approved by the Architectural Control Committee prior
      to installation.


  19. CHRISTMAS/Holiday Decorations may be displayed throughout the holiday season. They may not be put up any earlier
      than November 1, and must be taken-down by January 31.

  20. WINDOW COVERINGS: Window coverings must be neat and orderly. No partials or torn/broken window coverings are
      allowed. Sheets/towels are not allowed to be used as window coverings.

  21. SATELLITE DISHES: Dishes and/or antennae shall not be placed on the exterior front wall or on any sidewalls within (20)
      twenty feet from the front wall. The size of exterior dishes and receivers is controlled by the FCC and your local provider
      must adhere to those specifications and cannot be altered by the homeowner.

  22. LOITERING: The Taryn Meadows Homeowner’s Association does not permit loitering. (1.To stand idly about; linger
      aimlessly. 2. To proceed slowly or with many stops. 3. To delay or dawdle of any kind.) Loitering may consist of standing
      idle in homeowners’ yards, lingering aimlessly in the common area, or sitting on public utilities or personal property (i.e.,
      green boxes, air condition units, and vehicles).

  23. GARBAGE CONTAINERS: Garbage containers shall be stored in the garage area of the home, or at the rear of the home,
      out of sight from the street. All garbage for each home shall be placed in the garbage container and rolled to the curb on the
      day designated as garbage pickup day by the town of Zebulon. Once the garbage has been picked up, owners must return
      their garbage containers to their storage area by sunset of the day of which the garbage has been picked up. Failure of an
      owner to return their garbage receptacle to its storage area may result in a daily fine. Garbage containers may not be placed to
      the street before sunset of day prior to trash pick-up. Violators may also be subject to a fine.

      The correct placement for your trash receptacle is as follows:
         1. If your property is “fronted” with sidewalk and an area that is commonly referred to as a “devils strip”, then
            your trash receptacle should be placed in that area; i.e., on the grassy area between your sidewalk and the
            curb.

          2. If your property does not have a sidewalk, then the receptacle should be placed with wheels be towards your
              house aligned in the curb’s gutter.
  24. Yard waste is scheduled for pick-up by the town of Zebulon. There is a schedule published annually and is up to the resident
      to know when pickups are performed. This pick-up is typically, every other week, the day after our normal garbage
      collection day. As with trash containers, yard waste should not be put at the street any earlier, than sunset of the day prior to
      pickup.

      The correct placement for your yard waste is as follows:
         1. Yard waste must be placed on the owners’ side of the curb, i.e., not in the curb’ gutter, nor in the street.
         2. Yard waste must not be placed in any kind of bag…recyclable or not. The contract that the town of Zebulon
            carries, does not allow for “bagged” yard waste to be picked up.
         3. Failure to follow these rules could and will result in fines being levied to the homeowner by the town of
            Zebulon; not the HOA!

  25. VIOLATIONS: Violators of these Rules and Regulations and/or the Declaration of Covenants, Conditions, and Restrictions
      for Taryn Meadows will be subject to a fine.
