Right to Control - Leicester
Over 40 authorities or partnerships bid for RTC
There are a range of successful bidders from across the country
Process involved submitted a bid, from which short-listing was undertaken by
the ODI, then interviews by a panel prior to the awards.
Leicester was informed at the end of February, and attended a kick start event
for all 8 trailblazers.
Each of the trailblazers is required to include related projects, demonstrators,
initiatives in their RTC. This includes Personal Health Budgets, Jobs First,
Project Search and so on. Leicester is also a Jobs First demonstrator.
The Office of Disability Issues is leading the process, but has a high level of
cross governmental support and has made efforts to get cross party support.
The Funding Streams included are:
Access to Work
Independent Living Fund
Adult Social Care
Disabled Facilities Grant
Housing Related Support (Long term floating)
Leicester is also including the City Multi Access Centres.

by the ODI)
4. Customer Journey Development (July-November 2010)
5. Trailblazer Implementation (December 2010 onwards)
Leicester’s bid is a partnership between the City Council, Jobcentre Plus,
Leicestershire Centre for Independent Living and the Independent Living Fund.
The objective is to implement the Right to Control across the funding streams in
an efficient and cost effective way. The RTC statutory guidance is being
consulted upon currently, with a deadline of 19th May, and gives the trailblazers
powers to work in different ways. In almost all funding streams, eligibility will
continue to be assessed but personalised outcomes sought for individuals,
building upon the work undertaken through Adult Social Care Transformation.
It’s a challenging agenda with tight timescales. Requirements by the ODI are
given for Advice and Information and for all eligible people to go through the
RTC, as well as co-production.
