Special Meeting of Council
June 29, 2005
President McFarland called the special meeting of Council to order at 7:00 p.m. at the
Municipal Center, 925 Old Clairton Road. Following the Pledge of Allegiance, Mayor Larcinese
and Council Members Becker, Cmar, Militzer, Serapiglia and McFarland answered to roll call.
Assistant Solicitor Gobel, Borough Manager Clark, and Public Service Coordinator McVicker
were also present. Council Member Kulish, Police Chief Maple, and Engineer Omer were absent.
Council Member Oskin arrived at 7:04 p.m.
Discussions were held on various capital project funds to possibly include in the bond
● Slide repair at Waterman West
● Slide repair at Bedell
● Guide Rail on Oak, Knight & Peters Creek
● Public Works Garage
● Salt Storage Area
● Improvements to Municipal Center
• Repair outside surface (brick)
• Replace pillars
• Emergency power to administration side and top floor
• Expansion to Public Safety side of building
• Expansion of building for archive storage
• Digitized HVAC controls
• Communications upgrade for Public Works
● Park Improvements
• Beedle Park
New soccer & baseball fields
• 885 Park
New electrical service
• Tepe Park
Reconstruction of park
● Storm Sewer Reconstruction
● Road Reconstruction
● Waterline for Waterman Road
● Demolition of 20 structures
For the record, Mr. McFarland advised no tax increase would be incurred due to this issue
as the current annual debt service payment would be maintained at approximately $213,000 per
year; however the date of maturity would be extended appropriately.
Following a lengthy discussion, Mr. Becker moved the bond agent be authorized to
borrow two million dollars ($2,000,000) to be included in the issue for new capital projects.
Motion seconded by Mr. Militzer and carried unanimously.
Mr. Oskin moved Attorney Robert McTiernan, of Tucker Arensberg be retained to
represent the Borough as labor negotiator with the Police Department. Motion was seconded by
Mr. Militzer and carried unanimously.
Mr. McFarland adjourned the meeting to an executive session to discuss personnel
matters at 8:50 p.m., on a motion by Mr. Becker, seconded by Mr. Militzer.
