SUBJECT: a. Approve the Plans and Special Provisions for the Hyland Drive/El Rancho
            Way Street and Storm Drain Improvement Project, community of Boronda;
            and
         b. Authorize the Clerk of the Board to advertise the “Notice to Bidders” in The
            Californian for ten consecutive days.

RECOMMENDATION:

It is recommended that the Board of Supervisors:
a. Approve the Plans and Special Provisions for the Hyland Drive/El Rancho Way Street and
     Storm Drain Improvement Project, community of Boronda; and
b. Authorize the Clerk of the Board to advertise the “Notice to Bidders” in The Californian for
     ten consecutive days.

SUMMARY/DISCUSSION:

Approval of the Plans and Special Provisions will authorize the Redevelopment and Housing
Office to proceed with advertising for bids to construct the Hyland Drive/El Rancho Way Street
and Storm Drain Improvement Project in the community of Boronda. The bid opening will be
set for March 17, 2011, at 3:00 p.m., in the Board of Supervisors’ Conference Room 1032,
Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901-
2437. Project construction is scheduled to begin in early May 2011.

In September 2000, the Board of Supervisors adopted a Negative Declaration and approved the
Boronda Redevelopment Area Storm Drain Master Plan to address drainage deficiencies in the
Boronda community. The Hyland Drive/El Rancho Way Street and Storm Drain Improvement
Project, identified in the Storm Drain Master Plan to mitigate inadequate surface drainage in the
area, includes installation of curb, gutter, sidewalk, storm drain lines, inlets and reconstruction of
the street pavement.

OTHER AGENCY INVOLVEMENT:

County Counsel and Risk Management have reviewed and approved the Special Provisions as to
form and insurance provisions, respectively.

FINANCING:

There is no financial impact to the General Fund or the Road Fund. Amendment No. 3 to the
Funding Agreement between the County and the Redevelopment Agency of the County of
Monterey was approved by the Board of Supervisors on January 11, 2011. This Amendment re-
affirmed the Agency’s full financing of the project, the County and Agency’s cooperation in
seeking to complete the Project in the most efficient and economical manner, including, but not
limited to, the use of each other’s efforts in the qualification or pre-qualification of contractors
and consultants, and their respective powers under law, and to revise the project budget to
$3,190,127.

Funds for implementation of the project are contained in the budget of the Boronda Redevelop-
ment Project Area (Fund 172, Unit 8209). The total estimated project cost, including project
management, engineering, and construction, is $3,190,127.
