                                Job Description
Job purpose:

Lead on the successful delivery of European funded projects in Wales, identifying
and implementing sustainable mechanisms for roll out across the Country.

Key accountabilities:

1   Lead on the successful delivery of the programme, with accountability for
    ensuring that the required outputs, outcomes and impacts are met

2   Manage and develop the Project Manager to ensure effective project
    management and control of the programme

3   Develop targeted strategies to engage with employers, learners and learning
    providers to raise awareness and interest in the programme

4   Build and maintain effective relationships with employers, learners and external
    partners to ensure engagement with and delivery of the programme

5   Establish and report to project steering groups and working groups, including
    facilitating steering group meetings, providing progress updates, and ensuring
    actions are completed

6   Work with the Marketing team to develop and facilitate employer engagement
    activities and promotional materials, including meetings, events, communications
    and use of social media

7   Secure committed employers and learners to participate in the programme, in line
    with agreed targets

8   Establish level of demand among employers and assess the commercial viability
    of a sustainable programme, to encourage learning providers to allocate
    resources on completion of the pilot

9   Establish collaborative working practices between employers and learning
    providers to ensure the development of sustainable learning delivery models

10 Provide information, advice and guidance to employers and learners through the
   project, including developing a mentoring scheme to support the pilot

11 Work with the Research team to ensure effective evaluation of the programme
   pilot and inform future programme development and implementation

12 Work with the Marketing and Communications team to identify and develop case
   studies and news stories to promote the programme

13 Maintain meaningful, accurate, up to date client information on the customer
   relationship management (CRM) system

14 Ensure that equality of opportunity and valuing diversity is integrated into all

Typical, knowledge, skills and experience:


1   Strong programme management and organisational skills with proven initiative
    and ability to deliver a diverse and demanding work programme to time, cost and

2   Experience of managing and successfully delivering high value and complex
    European Funded projects

3   Proven experience of leading and managing a team to deliver objectives

4   Strong consultancy skills and experience in determining client needs, priorities
    and required solutions

5   Excellent interpersonal skills to build and develop client relationships and
    supporting networks

6   Strong influencing and negotiation skills with the ability to gain agreement and
    commitment from others

7   Strong communication and presentation skills, with the ability to build a
    compelling business case

8   Strong commercial and financial awareness and understanding with previous
    responsibility for managing budgets and achieving targets

9   Competent IT user experienced in the use of Microsoft Office 2007 or above

10 Understanding and commitment to equality and valuing diversity

11 A flexible approach to tasks, travel, and hours of work


12 Knowledge and understanding of the Justice and community safety sectors

13 Understanding and experience of learning, development and skills issues and

14 The ability to communicate through the medium of Welsh

15 Awareness of the new Welsh Language Measure and the Standards that will
   replace existing Welsh Language Schemes
