Dear Mr. Conroy:
Enclosed please find two reports being submitted by the Massachusetts Department of
Environmental Protection for the Commonwealth’s Enhanced Safety and Emissions Program
The 2005 annual report for the IM Program, addressing items required by EPA in 40 CFR
51.366(a)-(d) for annual reports.
The 2004-2005 biennial report, also required by 40 CFR 51.366
As we have discussed, the 2005 report contains detailed documentation of the improvements to
the Massachusetts’ IM program since Amendment No. 4 was signed in June 2004. We continue
to ensure that the IM program functions well and meets our SIP commitments.
Please let us know if you have any comments or questions on the attached reports. We look
forward to continuing to work with you on the Commonwealth’s IM program.
