 SUBJECT:                  I-580 Interchange Improvements in Castro Valley (ACTIA 12) –
                           Approval of Consultant Shortlist for Interviews for Construction
                           Management Services

Recommendation
Staff recommends that the Board approve the list of firms to be invited for interview for a
contract to provide construction management services for the I-880/Castro Valley Interchange
Improvements Project.

This item was given concurrence at the Work Program Committee meeting on March 09, 2007.

Summary
On January 30, 2007, staff released the Request for Proposal (RFP) for consultant services for
Construction Management for the I-580 Interchange Improvements in Castro Valley. A pre-
proposal meeting was held at the Authority offices on February 7, 2007. The following seven
firms submitted proposals on February 22, 2007:

         CSG Consultants, Inc.
         Ghirardelli Associates
         Harris & Associates
         PB Americas, Inc.
         S&C Engineers, Inc.
         The Allen Group, LLC
         TRS Consultants, Inc.

A consultant selection panel comprised of representatives from the Authority’s Affirmative Action
Consultant (Mason Tillman Associates), Caltrans District 4, Alameda County, the Authority and
the Authority Project Controls Team, is evaluating the proposals. Staff is recommending that all
of the firms be interviewed.

Discussion
The project is sponsored by the County of Alameda. The Authority is, by agreement, taking the
lead in the development of the project. As the project is on the State and Federal highway
system, Caltrans and FHWA are the oversight and approval agencies. The California
Environmental Quality Act (CEQA) environmental clearance was received in mid-January 2007
and the National Environmental Protection Act (NEPA) environmental clearance will be received
in mid-March 2007. The Authority is also taking the lead in acquiring right-of-way and will
administer the project construction.

A Master Project Funding Agreement (ACTIA 2002-18) with the County of Alameda was
executed on July 9, 2002. A Project Specific Funding Agreement (ACTIA 2002-48) in the
amount of $655,000, dated October 1, 2002 was executed for the Scope Phase of the Project.
This work culminated in a Project Study Report. All work under that agreement is complete. A
Project Specific Funding Agreement for Preliminary Engineering/Environmental Phase (A04-
0041), in the amount of $455,000, was executed on April 22, 2004 and amended in June 2005
for additional $200,000. Work under that agreement is being completed. The Authority Board at
the January 25, 2007 meeting approved a Project Specific Funding Agreement (PSFA) that
authorized ACTIA to expend $10,215,039 for PS&E, right-of-way support, right-of-way
acquisition and construction management services for the project.

The total estimated cost of the project is currently $32.8 million. The project is being funded
with $11.5 million (in 2006 dollars) from 2000 Measure B funds, $15.0 million from 1986
Measure B funds (ACTA), $960,000 from SAFETEA-LU funds and $5.3 million of 2006 STIP
Augmentation funds that are currently being pursued to fully fund the project.

A consultant selection panel comprised of representatives from the Authority’s Affirmative Action
Consultant (Mason Tillman Associates), Caltrans District 4, Alameda County, the Authority and
the Authority Project Controls Team, is evaluating the proposals. Due to the higher number of
submitted proposal, the consultant selection panel will need additional time to diligently review
and evaluate these proposals. Therefore, staff is unable to provide a recommended short list of
firms to be invited for interview, at the time of the mailout of this Work Program Committee
packet. However, staff intends to bring forth directly to the Committee, on the date of the
meeting, the short-listed firms for approval.

Staff intends to hold interviews on March 26, 2007, in order to keep to the proposed consultant
selection schedule. Therefore, Staff is seeking the Committee’s approval of the firms shortlisted
for interviews. Staff will inform the Board of the Work Program Committee approval and will
address any concerns prior to holding interviews.

The schedule for the consultant selection process is as follows:

March 2007
    Work Program Committee approves the shortlist of firms to be interviewed – 3/9/07
    Staff informs Board of the shortlist of firms to be interviewed – 3/22/07
    Consultant interviews – 3/26/07

April 2007
    Work Program Committee recommends approval of top ranked firm and authorizes
       contract negotiation and execution – 4/13/07
    Board approves Work Program Committee recommendation – 4/26/07

May 2007
   Staff issues Notice to Proceed to consultant – Week of 5/7/07

Fiscal Impact
Approval of this shortlist does not have a direct fiscal impact. The 2006/07 Strategic Plan
includes adequate funding for the contract costs anticipated to result from the selection process.
The approval of the anticipated contract will be the subject of a separate action by the Authority.
