Dave has 22 years of experience as a design engineer and nonproliferation project manager at
research and nuclear weapons manufacturing facilities in Oak Ridge. He currently serves as
ORNL’s lead technical representative/adviser to interagency working groups that deal with
commodity and technology transfers of nuclear proliferation concern. He frequently provides
technical reachback support to various US governmental agencies on export control
interdictions and investigations, and is one of NNSA’s lead WME-related trainers for customs
audiences. Previously Dave managed NNSA’s project to convert 50 metric tons of excess
weapon grade uranium to civilian nuclear fuel. In 2004 he served as a nuclear weapon
program “hunter” on the Iraq Survey Group, Baghdad, and recently worked three extended
consultancies for the International Atomic Energy Agency, Vienna, where he advised on nuclear
proliferation matters. Dave is a licensed Professional Engineer.
