Job Title: Youth Worker (Participation)
Reports To: Senior Youth Worker (Participation)
1. Main Purposes of Job
1.1 To work with individuals and groups of young people in the priority 11-19 age
range in a way which reflects an Integrated Youth Services approach. To
carry out this work in a way which involves young people in the development
and delivery of services which meet their identified needs.
1.2 To work as a member of the Integrated Youth Services Team and to
contribute to and support the delivery of area and countywide opportunities
for young people.
2 Main Responsibilities and Duties
2.1 To deliver youth work opportunities with young people in the 11- 19 age range
in order to meet agreed priorities and targets within the context of the
Integrated Youth Services (IYS) plan. Youth work methodologies e.g. centre
based, project, group or detached or one-to-one work are to be used as
appropriate. It is anticipated that at least 60% of time will be devoted to direct
work with young people.
2.2 To be responsible for the planning, delivery and evaluation of youth work
programmes and the identification of a curriculum designed to meet the need
and interests of young people.
2.3 To manage, under the strategic direction of the line manager, the design and
delivery of county-wide programmes, including the UK Youth Parliament
election process and Advisory Group, the annual Activ8ors programme, arts
and health work.
2.4 To ensure young people’s achievements and development are recognised
and celebrated in appropriate ways through accreditation, certification and

2.7 To initiate and work with colleagues in the Children and Young People’s
Directorate, partner agencies and local communities as required in order to
maximise the opportunities available for young people - reporting to them as
2.8 To ensure that in all aspects of service delivery and support the relevant
County Council policies are adhered to. These include Safeguarding,
Recruitment and Selection, Health & Safety, Equality and Diversity, Finance,
Participation and Workforce Development. It is the responsibility of the post
holder to draw these to the attention of adults and young people worked with
and ensure they are complied with.
2.9 To ensure all management information data collection requirements are met,
required records of work maintained and administrative and financial reports
are made and submitted within the required timescales. Also to verify and
authorise those records supplied by staff line managed if required.
2.10 To have responsibility for the efficient and effective deployment of identified
resources as agreed with line manager.
2.11 To be an effective member of the Integrated Youth Services Team and make
a contribution to county developments and delivery as necessary. To
establish supportive and effective working relationships with colleagues as

2.13 The post holder may be required to undertake additional duties
commensurate with the level of this post.
3. Personal Development
3.1 All Children and Young People's Directorate post holders are expected to
have a commitment to their ongoing personal development for current and
future organisational requirements and also to better assist the determination
of the needs of the young people and their communities. This includes
regular supervision meetings, an annual Performance Review and
Development (PRAD) and in-service and other training opportunities.
4. Problem Solving and Decision Making
4.1 The post holder provides advisory and practical support to Community
and Youth Support Worker Range staff and volunteers. He/she
exercises discretion and judgement in the interpretation of policies and
procedures. The post holder needs to interpret policies and
procedures in a way which is understandable to staff, volunteers and
young people. The post holder has delegated powers in this regard
and in relation to operational aspects of youth work delivery and also
the identification of programmes and an appropriate curriculum in
response to young people’s needs.
4.2 The post requires a creative approach to the development and delivery
of youth work opportunities and positive activities in a way which
involves young people themselves. The post holder determines the
appropriate mechanism or procedure that will enable the successful
delivery of these services in a way that will engage young people.
5. Contacts and Relationships
A wide range of contacts and relationships need to be engaged in, in order to
respond to young people’s needs. Also to identify and support additional
services that could benefit young people.

6. Additional Information
The post holder is required to work evenings and weekends and participate in
residential activities. Needs to be able to travel across the county where
public transport may not be easily available, particularly out of core business
hours. Will be required to work at a range of delivery points across the
county in order to meet operational requirements.
7 Terms and Conditions
1. The post will be paid on Professional Range points 19 to 22 (£25,993 -
£28,283) with JNC (Youth & Community Worker) conditions of service.
2. The post is subject to satisfactory medical clearance and requires an
enhanced criminal background check and satisfactory completion of a six-
month probationary period.
3. The work will involve evening and weekend commitments and the post holder
is required to work 37 hours a week – a maximum 8 evening sessions a
fortnight can be required.
4. The annual leave entitlement is 30 days (35 days after 5 years continuous
Local Authority employment) plus Bank Holidays and two statutory days to be
taken at times agreed with the line manager.
5. The appointment will be terminable on either side by giving 3 months notice
