                 Community Based Rehabilitation Project - Cambodia
                              Project Capitalization

Donors: Belgian Development Cooperation (2011-2013), Australian Red Cross (2011)
Project Implementer: Handicap International
Partner: MoSVY (Ministry of Social Affairs, Veterans and Youth Rehabilitation)
Competent Ministry: MoU signed with the MoSVY for the period 2011-2013
Target areas: Siem Reap province – Siem Reap, Srei Snam and Kralanh districts

I.     Background of the Project

The specific objective of the project is that persons with disabilities in the target areas realize
their potential as persons on equality-basis with their fellow citizens.

The Community Based Rehabilitation Project is working in a total of 11 communes and 60
villages since 2008, in Siem Reap province.

Within Handicap International’s Rights and Inclusion Program, the Community Based
Rehabilitation project contains two main components: the Good Governance and Social
Accountability (GGSA) project which has started in 2011 and supports district level federations
of persons with disabilities and the Community for All (CFA) project started in 2008, which
supports persons with disabilities in their families and their community lives.

The GGSA project aims at strengthening the capacity of local self help group federations
working on the behalf of persons with disabilities with the relevant actors at district, provincial
and national levels. In addition, they work to make information flow between the provincial and
national level and local level.

The CFA project aims at strengthening the capacity of the self help groups in the target areas and
to promote better inclusion of persons with disabilities in the local development plan and services
available in their communities.

II.    Context of the Consultancy

The project is currently nearing the completion of its fifth year of implementation. As such, the
project management team is in the process of developing a new five year strategy for the years
2013-2017. The new strategy will focus more directly on project handover to project partners
and the development of an expanded role in leading a national CBR working group to develop
CBR guidelines which are contextualized to the Cambodian context.

The capitalization tools developed during the consultancy will gather the good practices
developed by the project over the last years. The capitalization tools will be used to provide from
2014 on in depth trainings, coaching and follow up to local partners (other CBR actors, including
the Ministry of Social Affairs, Veterans and Youth Rehabilitation ) willing to support CBR
implementation within Cambodia.

III.   Objectives and Desired Results of the Consultancy

The overall objective of the capitalization project is that Handicap International Cambodia
project staffs have the appropriate tools and resources to provide training to local NGOs and
DPOs on Handicap International’s CBR project model.

Working closely with the project team, the consultant will be expected to achieve the following
expected results:

1. Key documentation from HI’s CBR project has been collected and organized.

2. Key HI project staffs have taken a deeper, more qualitative look at specific aspects within the
   project, in order to analyze and understand the more intangible or indirect ways in which
   positive change occurred.

3. Generalized recommendations from this lesson learning have been elaborated into a short
   Process Guide - a step-by-step tool (including lessons learned with key do’s and don’ts) for
   replicating HI’s CBR project model.

4. Handicap International staffs have the capacity to present the capitalization on the HI CBR
   model to targeted NGOs and DPOs in Cambodia in order to assess their interest in
   participating in future collaboration (i.e. receive further training on the HI CBR Model).


IV.    Key Activities per Result Area

RESULT ONE: Key documentation from HI’s CBR project has been collected and organized.

1.1.   Conduct a review of important project documents (original project proposals, project
       presentations, logical frameworks, implementation plans, practical tools and resources,
       evaluation documents).
1.2.   Select the most useful and important documents
1.3.   ‘Clean up’ the documents so they are appropriate for external audience. The consultant
       will be expected to review all identified project tools to ensure consistent use of font,
       coloring, spacing etc in order to ensure a quality presentation of the final project toolkit.
1.4.   Repackage or organize the documents into a project cycle order

RESULT TWO: Key HI project staffs have taken a deeper, more qualitative look at specific
aspects within the project, in order to analyze and understand the more intangible or indirect
ways in which positive change occurred.

2.1    Carry out lesson learning workshop or individual interviews with people who have a
       detailed knowledge about this CBR project experience / model. (i.e. HI staff and possible
       external partners if relevant)
2.2    Develop generalized recommendations from this lesson learning – about how this CBR
       project model could be replicated or scaled up in different contexts or by different actors.

RESULT THREE: Generalized recommendations from this lesson learning have been
elaborated into a short Process Guide - a step-by-step tool (including lessons learned with key
do’s and don’ts) for replicating HI’s CBR project model.

3.1    On the basis of the lessons learned and recommendations, draft a short process guide.
       This is a step-by-step guide, which follows the full project cycle: i.e. from
       stakeholder/situation analysis → project design/log frame → implementation → M&E –
       you explain how you can develop and manage this CBR project model. The guide
       explains the main DOs and DON’Ts
3.2    Using HI’s publication format “Retour d’experience” – produce a publication to: (a)
       briefly explain CBR in Cambodia context; (b) outline the main lessons learned from HI’s
       project; (c) explain different Cambodia DPO/NGO models for comparison; (d) present the
       process guide (d) include important project documents collected from Expected Result 1.

RESULT FOUR: Handicap International staffs have the capacity to present the capitalization
on the HI CBR model to targeted NGOs and DPOs in Cambodia in order to assess their interest
in participating in future collaboration (i.e. receive further training on the HI CBR Model).

4.1    Identify and formalize with core Handicap International staff the way to present the
       finalized publication to local NGO and DPO target groups in Cambodia.

SPECIAL NOTE: The capitalization process is seen as an excellent learning opportunity for
project managers within the programme. Interested candidates will be evaluated on their
willingness to share techniques and experiences with project managers and other programme
staff.


V.     Background of the evaluator

The ideal evaluator will have:
        Knowledge of Local Inclusive Development or Community Based Inclusive
           Development Approach to Disability and Development
        Knowledge of the Rights Based Approach to Development
        Knowledge of the needs/challenges of working with vulnerable populations, specific
           knowledge of the disability and development will be considered a plus
        Knowledge of South East Asia context, specific knowledge of Cambodia will be
           considered a plus
        Experience in developing training documents a plus

VI.    Consultancy Schedule

Depending on the contract start date (ideally 1st December), the capitalization mission should not
extend for more than 3 weeks.
VII.   Administrative Formalities

Handicap International will:
    Make available all relevant documents to the consultant including logical frameworks,
      budget documents, donor guidelines, project reports, internal and external evaluation
      report etc.
    Provide logistical support including arranging meetings as requested by the consultant and
      providing transport for use during the consultancy, and support of translator whenever
      needed during meetings and interviews;
    Provide working space, access to the internet, telephone usage and office services (copies,
      etc.)
    Cover the costs associated with interviews and other activities involving beneficiaries and
      authorities.

Applicants are expected to produce a working budget and submit along with CV and cover letter.
The procedure for consultants to apply is as follows:

       o   The application should include:
               curriculum vitae of the consultant
               a good description of the methodological approach
               a clear budget plan
               sample of documents/articles/reports written by the consultant

       o   Only short listed candidates will be notified. If outside of Cambodia, short listed
           candidates will be interviewed by phone.

       o   If outside of Cambodia, the successful candidate is expected to come to Cambodia as
           above mentioned evaluation schedule.

       o   The deadline for the submission of the application: 19th November 2012
