Sample Position Description Relocation Assistant (GS-102-05) Introduction: This position is located in (insert name of installation). Incumbent will serve as a Program Assistant for the Relocation Assistance Program (RAP), a part of Marine & Family Services. These services are available to Department of Defense (DoD) military, civilian and family members and are intended to provide assistance during permanent change of station moves. The program is designed to assist members in obtaining information about their new communities and employment upon departure and arrival to their new duty station. Major Duties and Responsibilities: 1. Assist the RAP Manager by providing a full range of Services to include the distribution of relocation related information to service members and their families. (15%) 2. Interview clients to assess, identify or otherwise determine their needs or goals and provide them with sufficient information or services to support their individual relocation plan. (30%) 3. Provide services, programs and workshops that address relocation needs of personnel and family members. Assist the RAP Manager in conducting needs assessment, program evaluations and information-based counseling. Perform program evaluation or performance management tasks as needed or as requested. (25%) 4. Assist in marketing RAP information to ensure that the target population is informed of all relocation policies, programs, services and procedures. (5%) 5. Update the automated RAP database with pertinent information about inbound relocation issues and community services available on installation, as approved by the RAP Manager (10%) 6. Maintain a current Relocation Resource Library, including hard copies of Welcome Aboard Packages from all services installation sites worldwide and other pertinent relocation information. Make information contained in the Attachment 3-2 Page 1 of 4 Relocation Resources Library available to RAP customers on request. (5%) 7. Assist the RAP Manager in the production and distribution of local installation Welcome Aboard Packages. Take bulk orders for Welcome Aboard Packages from local area command representatives. (10%) Factor 1. Knowledge Required by the Position 1. Basic knowledge to be acquired through education, practical or equivalent experience, or a combination of both education and experience. 2. Skill determine pertinent and other in interviewing clients to assess needs and services, and assist them in finding information to their housing, travel, employment, education relocation needs. 3. Knowledge of administrative techniques and program Guidelines to assist the RAP Manager in the production and presentation of a variety of workshops involving relocation issues. 4. Ability to clearly communicate orally at briefings, professional conferences and training workshops utilizing the specialized vocabulary of the RAP and the ability to explain or define such terminology as necessary. 5. Practical knowledge of the Marine Corps community, specifically as it impacts individual Marines and their family members. 6. Practical knowledge of information systems such as the Internet and Microsoft Office Suite software. Factor 2. Supervisory Controls The RAP Manager (supervisor) provides general objectives and individual tasks through assigning limitations, quality and quantity expected, prioritization of work product, and deadlines. The RAP Manager (supervisor) provides additional specific instruction for new difficult and unusual assignment including suggested work methods or advice on source materials available. Attachment 3-2 Page 2 of 4 Factor 3. Guidelines All applicable DoD and Marine Corps directives, orders, or policies as they relate to the Relocation Assistance Program. . Guidelines also consist of local Marine & Family Services Standard Operating Procedures, verbal and written guidelines by the Marine & Family Services Director for professional conduct and additional internal program guidelines established by the RAP Manager. The duties of this position will require occasional innovation in the application of program guidelines. An example may be the utilization of judgment in providing appropriate answers to participant questions when presenting standard RAP course materials or in obtaining alternative answer or resources in response to customer needs. The incumbent will seek answers to problems not addressed in established protocols by determining the Marine & Family Services staff resource within the immediate chain of command and making appropriate inquiries. Factor 4. Complexity The incumbent must continually respond to the direction and guidelines of the RAP Manager and be able to understand the basics of the RAP directives initiated by higher authority. The employee will also ascertain needs from clients and provide them access to appropriate programs, workshops and services. The incumbent must be able to incorporate and rapidly adapt to changing facets, priorities and procedures. Factor 5. Scope and Effect The purpose of the work is to provide accurate information and timely access to specific RAP services in conformance with DoD guidelines. The work assists service members and their families under PCS orders as they relocate inbound or outbound, or upon their separation or retirement. The successful provision of these services promotes retention and enhances the morale and future welfare of relocating Marine Corps members and their families. Factor 6. Personal Contacts Contacts are usually military/civilian employees of the Marine Corps,DoD, other service branches, and their family members for the purpose of providing access to RAP services. By direction of the RAP Manager or other supervisor, contacts may be made directly to other agencies or service providers by phone in person or by other means. Attachment 3-2 Page 3 of 4 Factor 7. Purpose of Personal Contacts The purpose of personal contacts is to maintain a continuous exchange of information relating to successful relocation procedures. Additionally, personal contacts will be utilized to reinforce a solid base of acceptance/support necessary to achieve program objectives. Factor 8. Physical Demands The work is mostly sedentary; however some walking and bending is necessary, as is the transporting of small household good items for check-out procedures. Travel or driving is required to attend conferences and training workshops, and to visit locations on and off base. Factor 9. Work Environment The work is usually performed in an office environment.
