motivate individuals, government, schools, utilities, businesses and communities to take
action to clean the air.

About the Southwestern Ontario Clean Air Council (SWO – CAC)
An airshed can be defined as a region with common air quality issues, including
geography, emissions sources and economic influences that result in discrete
atmospheric conditions. Pollution created in one locale may travel many kilometres,
affecting the air quality of other locale. As a result, air quality is best addressed on an
airshed basis. Several regional models for air quality improvement already exist in
Canada, including the Greater Vancouver Regional District (GVRD), the Greater Toronto
Area Clean Air Council (GTA-CAC), Clean Air Hamilton (CAH) and Alberta’s Clean Air
Strategic Alliance (CASA).

There are many benefits to an inter-governmental approach to addressing air quality
issues. Having multiple jurisdictions at the same table enhances networking and the
exchange of resources and information. It ensures that no one group is working in
isolation and that efforts are not unnecessarily duplicated. Inter-governmental
cooperation also provides an opportunity to leverage scarce resources for research,
outreach and other air quality improvement initiatives. Bringing together multiple staff
from different departments and municipalities across the airshed also helps break down
silos that may exist within and amongst municipalities, and increases cooperation on air
quality issues.

The Southwestern Ontario Clean Air Council promotes the reduction of air pollution
emissions and increased awareness of regional air quality issues in Southwestern
Ontario through the collective efforts of all levels of government. The Council identifies
and promotes the most effective initiatives to reduce the occurrence of smog and other
forms of air pollution in the GTA, and their associated health risks. The goals of the
SWO-CAC are:
    To enable solutions to air quality challenges through a dynamic network that
       expands knowledge and enthusiasm, and encourages practical and successful
       policies and actions.
    To promote a better understanding of air quality problems and their implications
       for public health among policy makers, and improve their ability to address these
       problems in an economically effective way.
    To explore opportunities for joint initiatives to reduce air pollution, and related
       health risks, in southwestern Ontario.
    To liaise with municipalities locally, across Canada and in the United States to
       share best practices for reducing smog, air pollution and addressing climate
       change.

Municipality of Brockton

      Walkerton Draft Official Plan

       on sustainability, which commits to view new developments through a
       sustainability lens as well as an economic one.

Town of Goderich
No website information about Clean Air / Climate Change plans found, but according to
their presentation at the SWO CAC meeting, Goderich has

City of Guelph
Corporate Plans and Actions:

In 2007, the City put into place a Community Energy Plan
(http://guelph.ca/uploads/ET_Group/admin/CEP_report_web.pdf, summary at
http://guelph.ca/uploads/ET_Group/admin/CEP-executive-summary.pdf), which sets out
the following goals:

      More stringent efficiency standards for all new development, incremental
       increases in efficiency up to 2031.
      By 2022, have the City’s energy requirements at least 25% fulfilled by renewable
       sources.
      By 2031, 30% of the City’s energy requirements will come from cogeneration.

In order to achieve these goals, the city has undertaken the following actions:
      The City is undertaking Energy audits at municipal facilities, and is retrofitting
       and automating municipal facilities.
      The City has recently enacted stringent new Green Fleet guidelines that include
       right sizing, staff training and an E3 (Energy, Environment, Excellence) review in

       News update provides little information regarding the exact requirements for fleet
       acquisitions.

Community Plans and Actions:

In accordance with the Community Energy Plan, the City has undertaken several
initiatives with the goal of reducing the City’s energy consumption and GHG emissions.
For example:

      The “Thousand Solar Roofs” project, which sets as its goal the installation of
       1000 solar roof projects in Guelph in order to reduce reliance on non-renewable
       energy sources.
      Project Porchlight: over 40,000 CFL bulbs distributed.
      Incentive programs in place through Guelph Hydro include the Great Refrigerator
       Round-Up (free pick up and disposal of old fridges), peaksaver (free installation
       of a programmable thermostat), Power Savings Blitz (program that provides
       between $300 – 1000 for energy efficient retrofits for small businesses) and ERIP
       - Electricity Retrofit Incentive Program – which provides funds to retrofit the
       electrical systems in a commercial or industrial building.

      Anti-idling bylaw in place
      The city has also launched an initiative to make Guelph a more cycling-friendly
       city, including 10 km of new bike infrastructure on Stone and Gordon Streets,
       bike racks on transit vehicles, and safety guidelines for cyclists and drivers.

City of Kitchener

Corporate Plans and Actions:

      City of Kitchener strategic plan for the environment
       (http://www.kitchener.ca/pdf/environment_strat_plan.pdf) – more of a guidance
       document, does not set specific targets or goals, but does affirm the City’s
       commitment to implement measures to reduce emissions in the Kitchener area.
       The plan also commits the City to using less energy, to seeking out alternative
       energy sources, and to introduce demand side management policies for the city’s
       gas and water utilities.

Air Quality Kitchener 2006 (http://www.kitchener.ca/pdf/air_quality_kitchener.pdf) is a
plan that was put forward by the Kitchener Environmental Committee, which includes
many initiative-based recommendations. For example, the document recommends:
      New fleet management policies in compliance with ISO 14001 standards.
      New efficiency measures for industry and commercial emissions sources (ie
       LEED standards)
      Establishing a bylaw against idling
      The promotion and development of alternative energy sources, alternative heating
       methods and more efficient building guidelines.
      Establishing a GHG reductions target and keeping the public informed about the
       progress towards the goal.

While the plan recommends action on these fronts, there is no indication on the City
Website regarding the implementation of the plan. According to the City’s presentation
at the SWO Clean Air Summit, the fleet has achieved ISO 14001 certification, and the
City is implementing LEED Gold standards for all new municipal buildings.

The City’s Growth Management Strategy identifies the preparation of a city
Transportation Master Plan, which is to include provisions for increased active
transportation, the drafting of a pedestrian charter and the creation of a cycling advisory

      Local Environmental Action Fund established in 2007 - $5 Million available for
       environmental projects to reduce GHG emissions, energy use and increasing
       public awareness.

Town of Lakeshore

       municipality as a priority, and mentions that LEED standards are being
       considered for a new municipal building, and that the Director of Development
       Services has been charged with the creation of green development policies.

      The city is currently in the process of public consultation and online discussions
       with residents called RETHINK Energy London. After the RETHINK Energy
       London consultation process has been completed in late 2010, City staff will then
       work on a new Sustainable Energy Plan for the City of London.

      City staff has proposed to use the E3 Fleet Rating, currently the City operates 9
       Ford Escape Hybrids, 5 Honda Civic Hybrids, 5 Toyota Prius Hybrids and 2

       ethanol content.
      Next steps for the fleet are to bring in ultra-efficient light-duty vehicles, diesel-
       electric hybrid heavy-duty vehicles, a phase out of two-stroke off-road equipment
       and increasing use of E85 Ethanol fuel and B20 Biodiesel.

     The plan identifies the creation of primary and secondary networks for
        community and recreational cycling in order to facilitate large volumes of cyclists
        as London continues to grow.
     In addition to their cycling plan, London is also moving ahead with a transit plan
        aimed to increase ridership.

       and surrounding region.”

       which will be addressed in the Master Plan.

Oxford County

      No official corporate or community plans are currently approved, but staff is
       considering alternative energy policies, and the County building is LEED Silver
       certified.

City of Sarnia

Corporate Plans and Actions:

      “Green Sarnia” Plan is identified as a priority on the Future Focus 2008-2010
       Strategic Plan, mentioning an energy efficiency program for City facilities, the
       development of a municipal innovations program (i.e. – alternative fuels and other
       pilot projects), but no “Green Sarnia” plan could be found on the City website.

      Stratford is currently in the process of developing a Transportation Master Plan,
       which will feature increased provisions for pedestrian and bike infrastructure and
       travel.

Town of Tillsonburg

      Town is focusing on greening their fleet, have purchased a hybrid bucket truck
       and 2 hybrid pick ups.

       Management Strategy, and a Green Fleet strategy, both of which to be written for
       Fall 2009, and a GHG reduction target and a Community Energy Plan to be
       written in 2010.

      Region has established an interim goal of a 1% reduction in corporate GHG
       emissions per year below 2004 baselines until a more substantial target can be
       researched and developed.
      Regional Cycling Master Plan

       place since 2004, makes provisions for an interconnected network of “trunks” to
       be constructed by 2014, at which time the major cycling network will be
       completed and the peripheral network can be focused on until 2024, by which
       time the plan will have been achieved. This plan is very extensive, and features a
       number of excellent provisions, such as end-of-trip facilities, education for
       motorists and cyclists and the construction of a network of cycling facilities that
       would allow for easy transit throughout the region. It would be great to see an
       update or a progress tracker on the Regional website, though.

      2007 minutes make mention of a Green Legacy Energy Task Force examining
       what energy conservation steps the city had taken, and what their future plans
       were, yet there is nothing on the website to indicate if this report was ever
       completed or what the results were.

      The website shows major gaps in time between minutes for the Green Legacy
       meetings (there are minutes for January and March, 2007, then for January,
       March and April 2009), and the most recent meetings (January-April 2009) do not
       discuss energy conservation at all, instead focusing solely on the tree planting
       program.
City of Windsor

     Environmental Master Plan (EMP) in place since 2006

     Corporate Energy Management Plan being implemented with the goal of reducing

      developed yet.
     Green Fleet Plan being implemented, according to the EMP, but no updates are
      available on the web site. Any fleet replacements aim to be lower emitting
      vehicles.

     City has purchased 18 hybrid-diesel buses and one hybrid vehicle for parking

      implementation of the EMP, yet I was unable to find those updates on their
      website.
     Bicycle Use Master Plan (BUMP) (http://www.citywindsor.ca/002931.asp) makes
      provisions for an extensive bike network to be constructed. As of 2007, Windsor
      has 47 km of bike lanes, 37 km of signed bike routes, and 64 km of multi-use
      trails in addition to 35 km of walking trails. The website does not mention how
      this compares to BUMP goals.
     The City is developing Green Development standards, including LEED
      certification for some municipal projects, and are also developing a Site Plan
      Review Standards Manual, which includes provisions for solar orientation of
      buildings and increased accessibility for pedestrians and cyclists.

City of Woodstock

     Trails Master Plan in place,

     From the SWO – CAC Summit in May 2009:

      where fleet staff receive driver training to reduce fuel consumption.

       bring their Official Plans into compliance with the Gas Tax Funds ICSP

      Under the Gas Tax Fund (GTF), municipalities are required to complete an ICSP
       by March 31, 2010. In Ontario however, municipal official plans are sufficient
       enough to meet this requirement. In other words, as along as a municipality has an
       official plan, they do not need to do any further work. This recognizes that
       Ontario already has a planning framework through existing legislation which
       mandates municipalities to plan for sustainability (i.e. through the Planning Act
       and the Provincial Policy Statement). This decision was made by the Ontario Gas
       Tax Oversight committee which consists of representatives from the federal and
       provincial governments, AMO and the City of Toronto
      However, work has been done to encourage municipalities to do more and to raise
       the bar. AMO has developed an ICSP toolkit which sets out practical methods and
       ideas that municipalities can implement. The toolkit also contains a number of

   Have issued a letter of intent to introduce vehicle tailpipe emissions regulations
    under the Canadian Environmental Protection Act in 2011 which would reduce
    average fuel consumption in new vehicles by 20% below 2007 levels by 2016
   In August 2009, Canada was a signatory on the North American Leaders’
    Declaration on Climate Change and Clean Energy, which is a guiding set of
    collaborative principles aimed towards reducing Canada and the United States’
    GHG emissions by 80% below 1990 or more recent years by 2050
   Canada – US Green Energy Dialogue – an ongoing discussion between the two
    countries on how to better promote and utilize green energy technologies
