Error In Previous Drug Trend Graphs
   Previous drug trend graphs had a data error concerning arrests in Clackamas County. Intakes
   to prison are processed through Coffee Creek and were mistakenly classified as arrests. This
   lead to an incorrect arrest count for Clackamas County and for state totals. Previous versions of
   this website should not be used due to this error.

Drug Data Website Caveats
   1) Until 2006 all drug crimes and arrests in Oregon were reported under one ORS number. This is
   shown in our charts under the “General Drug” category. In 2006 the arrest statutes changed with each
   drug type having it’s own ORS for Possession, Manufacture and Delivery. As a result the reporting data
   throughout 2006 changed as law enforcement agencies began making arrests using the new ORS
   designations, shifting from the old “General Drug” ORS to the new ORS. This shift was completed by
   the end of 2006 and the data stabilized using the new ORS. Most counties appear to be reporting under
   the new ORS by June 2006, but some counties may have taken longer. For counties still using the old
   ORS, actual arrests for other categories will be higher than reported.

   2) Drug arrest data is reported monthly to the Criminal Justice Commission from the Oregon State
   Police Computerized Criminal History (CCH) files which are created and updated based on local law
   enforcement agencies reporting arrests to OSP. There is no way to make certain that all arrests are
   reported to OSP.
   3) The CCH files do not include “Cite and Release” data and therefore our data will show fewer arrests
   than individual agencies will.
   4) Note regarding manufacturing arrests: Manufacturing arrests do not necessarily mean that it was a
   lab that was found. Manufacturing a controlled substance includes packing and repackaging of the
   controlled substance.
   5) Data can easily be misinterpreted. An example would be where Methamphetamine Manufacturing
   increased from 1 arrest in one month to 2 arrests in the next month which would be a 100% increase
   and would show a large ‘spike’ on the chart but the change would actually be statistically insignificant.
   The chart and the raw data should always be looked at in combination to determine how large (or small)
   a problem may be.
   6) When comparing counties or county vs. state data it is very important to look at the base numbers
   and the relative similarity of the county population and demographics.
     7) The charts are useful in determining a trend but may be limited in usefulness for other purposes.
     8) Because of a delay in reporting there may be minor changes in the monthly totals. We will not post
     data until we are reasonably certain that the data is ‘stable’.
     9) The Commission will make every effort to update the data each month.
