INTRODUCTION

Yale College works closely with Local Education Authorities (LEAs) to provide transport to
eligible students. We have close links with the following LEAs:

           Wrexham             Flintshire           Powys             Denbighshire
           Cheshire            Shropshire           Gwynedd           Conwy

What are the Eligibility Criteria?

There are 3 eligibility criteria as follows;

   1. Full Time student
   2. Reside more than 3 miles from the College
   3. Under 19 on 1 September of the Academic year in which you are applying

How do I apply for Transport?

All students who wish to apply for transport MUST complete a Yale College ‘Application for
Transport’ form. (This does not apply to the Link and Shuttle buses).

Some LEAs also require completion of their own Transport Application form, in addition to the
Yale College form. The Transport Department will advise if this is necessary.

    Please note that the completion of the ‘Application for Transport’ form is an
 APPLICATION ONLY – it does not mean that transport will be automatically provided.

Individual Circumstances

Please note that each application is assessed for eligibility on its own merits and that individual
circumstances e.g. exact address and course of study, can affect eligibility.

What happens if I reach my 19th birthday whilst studying?

If you reach your 19th birthday whilst you are part way through studying in any Academic year,
your College bus transport will not be affected. However, if you also receive taxi or other
assistance from your LEA, these services may be affected. Please contact your LEA using the
contact numbers at the back of the booklet for further information.

What if I am not Eligible? (Amended January 2007)

If you do not qualify for transport assistance, please call the Transport Department on 01978
311794 who will advise on the best course of action.

If you are already 19 years of age before the 1st of September (in the academic year in which
you wish to apply), you can still apply for College Transport. You can be placed on a
Transport ‘waiting list’ and as soon as a place becomes available, a bus pass will be issued.
Please note that this only applies to seats on College Buses, and may depend on whether the
relevant LEA require a contribution towards transport costs.

Can I take my Child on the College Bus?

Children of students are not permitted to travel on College Transport due to insurance
regulations. If you have particular transport difficulties, please speak to the Transport
Department for further assistance.

Parking (Amended November 2007)

Please note that there is no student parking on the Grove Park Campus.

Motorbikes / Scooters

Students are permitted to park motorbikes, scooters and pushbikes on the Grove Park
Campus. A purpose built area in which to secure them is available behind block D. Please
note that this is on a first come first served basis.

Are there any Charges? (Amended November 2007)

Some College buses take fare paying passengers as well as College students, and the full fare
must be paid upon boarding if you cannot show a valid Student ID Card / Bus Pass.

You should check with the Transport Department at Yale College if your transport is free. You
should also check with your LEA if they will require a contribution towards any other forms of
transport i.e. taxis.

From time to time Local Education Authorities review their student transport policies, which
may include reviewing charges to students. We will provide relevant guidance at the time of
any enquiry, but as this is not under the control of the College we must advise that this advice
may be subject to change without prior notification. We will contact everyone affected if the
advice originally provided changes prior to commencement of College.

Lost Property

Bus operators contact details are provided beneath the relevant timetables later in this booklet.
However, if you require any assistance locating an item of lost property, please contact the
Transport Department. We will be happy to contact the operator for you and contact our
Security department to check lost property.

Bad Weather

Drivers and operators may use their discretion as to whether a road is passable or not. Drivers
may also abandon a morning journey and return all students to their pick-up point and into the
care of a responsible person. When this is not possible drivers must place students into the
care of a member of staff on eventual arrival at College.

In the event of the morning journey to college being cancelled by the operator on the grounds
of adverse weather, the operator and the College will not be responsible for conveying
students home in the afternoon.

In such circumstances, parents of students who normally travel on College transport are asked
not to bring students to College themselves. Should parents choose to ignore this advice and,
at their own risk, bring students to College, the parents then become responsible for conveying
them home again at the end of the College day, or earlier, if it becomes necessary to send all
students home and close the College due to worsening weather conditions.

What do I do if I miss my bus?    (Amended January 2007)

Unfortunately if you miss the College bus in the morning you will be required to make your
own way into College. Reimbursements cannot be made for morning journeys where a valid
Student ID card has already been issued.

If there are any issues with your morning journey, please telephone to College to check if there
is a problem (see Bad Weather section).

If you miss your bus home by arriving in the bus lanes too late, please inform a member
of staff in the area, as we may be able to stop the vehicle for you to board.

If you miss your bus and the bus has already left College, then please contact a member
of the Transport Department (room D-G-01, Grove Park), or call in at Reception. Transport
staff are on site until 5 p.m., and Reception is open until 9 p.m. (Mon – Thurs), and 5 p.m. on
Fridays.

We will be on hand to assist you in making alternative arrangements to travel home and can
contact parents/guardians, family or a friend to inform them of what is happening.

Service Bus Passes (Added November 2007)

A service bus pass may be issued by a Local Education Authority for areas where there is not
a College Bus service. These should be applied for in the same way as College transport.

Please note that service bus passes will not be issued for areas where a College Bus route is
in operation. Restrictions on the times these may be used are normally in place.

Students are expected to behave in a courteous manner towards fare paying passengers and
give up their seat to those who may need them more in line with health and safety regulations
on their particular route.

What Happens if I Lose my Student ID Card / Bus Pass? (Amended November 2007)

Replacements can be obtained by visiting the ID Cards / Timetables desk in Reception (Grove
Park), or Reception at our Bersham Road Campus. The cards are produced by the CIS
Department, and a nominal charge of £2 is payable. (The charge stated is correct at time of
going to print, and may be subject to change).

Second and Subsequent Pass £2 replacement charge payable to Yale College

Third and Subsequent Pass   Student must pay full yearly operator charge according to
                            current rate.

Other Local Education Authorities reserve the right to charge for lost passes according to their
current procedure applicable to students.

Financial Support For Students (Transport)

For students who are unable to use College Transport, or who require further transport
assistance, please contact Student Financial Support to see whether you are eligible to receive
funding from the Financial Contingency Fund.

Please note: The Financial Contingency Fund is allocated to eligible students on a first come
first served basis, so early application is advised.


COMPLAINTS PROCEDURE

If you wish to make a complaint concerning College Transport, please contact the Transport
Department, your Personal Tutor, or any other member of staff. All complaints are treated in
the strictest confidence.

You can find us in room D-G-01 (just down the corridor from Reception, Grove Park).

How can I make a complaint?

Complaints can be made:

Confidentiality

It is helpful if you can provide your name and contact details so that we can keep in touch and
let you know how the investigation into your complaint is progressing.

However, we will not pass on your details to any other parties without your prior consent (LEA
or coach company), although the nature of the complaint may mean that you are identifiable to
other parties.

EXPECTED BEHAVIOUR (Amended November 2007)


Students are expected to maintain an acceptable level of behaviour at all times whilst using
College Transport. The following should be adhered to at all times:
*The listing below is not exhaustive


      To adhere to all College policies and procedures, for example, Attitude and Attendance
       procedures, College Rules and Regulations and Anti-Harrassment and Anti-Bullying
       Policy.
      Not to smoke aboard ANY vehicles under any circumstances;
      Not to consume alcohol nor take illegal substances aboard College vehicles. Operators
       have the right to refuse to transport students who appear to be under the influence of
       alcohol or illegal substances;
      Not to board the bus until the vehicle is opened by the driver;
      To behave in a safe manner;
      To adhere to all requests from the Admin Officer, Driver, Coach Operator, and
       representatives of the Local Education Authority;
      Not to distract the driver;
      To leave vehicle in a clean condition;
      To wear seat belts at all times (if fitted);
      Not to throw missiles from the vehicle;
      Not to place arms / heads out of the windows;
      Not to tamper with or damage any items on the vehicle, including those which are fitted
       in the interest of Health & Safety.
      Students are expected to behave in a courteous manner towards fare paying
       passengers and give up their seat to those who may need them more in line with health
       and safety regulations on their particular route.


Students who do not maintain a suitable level of behaviour may be disciplined according to the
current Disciplinary Procedures for students. Each case will be dealt with individually by the
College.

However, the coach operator and / or Local Education Authority may wish to take action
independently of the College, dependent on the nature of the incident. This may result in a
temporary suspension from travel or refusal to carry students involved.

Please note that many operators have CCTV fitted to their vehicles in the interest of safety.

Yale College Transport Department will liaise with all parties concerned in the event of an
incident and will endeavour to resolve the situation to a satisfactory conclusion for all
concerned.

CHESHIRE APPLICATIONS

Applications are welcomed from students from the Cheshire area.

Yale College works closely with Cheshire County Council’s Transport Co-Ordination
Department and since September 2004 have been able to offer transport assistance to many
students.

Applications for Transport Assistance

Applications should be made to the Transport Department at Yale College
   Students will be required to complete Application Forms
          o Yale College Transport Application Form
          o Cheshire County Council Application Form
   Yale College will then forward applications to Cheshire County Council for eligibility
      assessment. Please note that time taken for assessment can vary depending on the
      time of year. Cheshire County Council work to provide passes to eligible students
      within 2 weeks of receipt of the application. Please note, during August and September
      the office is extremely busy. A late application may result in the late arrival of a pass.

Eligibility Criteria

Students who satisfy the following criteria can apply for transport assistance

       Full time students
       Reside more than 3 miles from the College
       Under age of 19 on 1 September
       The course of study is not available at a closer college to the student’s home address

Outcomes following Application

If the application is approved by Cheshire County Council:

       Cheshire County Council will advise the student in writing that the travel pass has been
        approved
       Passes will be available from Reception, Grove Park Campus, Yale College and will be
        issued on a termly basis. Students do not need to re-apply each term


If the application is not approved by Cheshire County Council:

       Cheshire County Council will advise the student in writing that the application has not
        been successful.
       The application will then be assessed by Yale College, with no involvement from
        Cheshire County Council.
           o Students will then be expected to purchase their own travel tickets (bus / train).
              Please note that students are not permitted to use taxi travel. The costs will be
              reimbursed on a monthly basis to the student by Yale College.

Please note that tickets cannot be purchased by Yale College on behalf of students.

Connecting Bus Routes

Bus passes from outlying areas of Chester e.g. Saughall, Blacon to connect with the above
bus service are available to eligible students following application and assessment against
Eligibility Criteria.

REIMBURSEMENT PROCEDURE (Amended November 2007)

1. Whilst awaiting a bus pass

Where an application has been made to use Service Bus transport (i.e. No 1 Service from
Chester, 40 from Treuddyn etc), but the pass is not yet available for collection. Students are
expected to pay for their bus tickets until their pass is available and claim their reimbursement
using the following procedure.

2. If Yale will be providing assistance with transport costs e.g. Cheshire students who
   are deemed ineligible by the LEA


           Please refer to the Reimbursement Procedure on the following page.

REIMBURSEMENT PROCEDURE (Amended November 2007) (Cont.)

Students should present their receipts for reimbursement to the Transport Department (room
D-G-01, Grove Park) following the procedure.

Who Can Claim?

Full time students who are under 19 and reside in an area that the College has agreed to
provide reimbursements from, for example, Cheshire or Whitchurch.

What Can Be Claimed

Students can only claim for service bus or train travel. Reimbursement claims for any other
types of travel cannot be made.

In line with many local authorities, we will continue to provide re-imbursements to students
during the current academic year in which they turn 19. We cannot provide reimbursements to
students who are already over the age of 19 at the start of the academic year.

Claiming

Receipts must be claimed by completing a Student Reimbursement Claim Form which is
totalled and signed by the student. Please note that the claim will be checked against
attendance and payment will only be made to correspond with attendance (please see
Attendance and Calculation section).

Only complete weekday tickets showing valid times of travel around the College day, a valid
fare, time and date of travel are permitted and will be processed. Only tickets for valid College
Term Dates can be claimed. Tickets for late night returns will not be accepted.

Tickets MUST be submitted for reimbursement within one month of the date of travel (which
must be shown on the ticket). Tickets submitted after this date will not be processed.

Attendance & Calculation

Student attendance for the period of the claim will be checked prior to the reimbursement
being processed. Students MUST attend all lessons as laid out on their timetable to be
eligible to claim a reimbursement for that days travel.

‘Present’ and ‘Absent Authorised’ marks on registers will be used to calculate attendance,
which must total 100%. ANY ‘Absent Unauthorised’ marks for that day will mean
reimbursement is not payable for that day, even if tickets are submitted.

If weekly tickets are submitted then attendance on each day will be checked. Reimbursement
will be calculated as follows;

   Payment = weekly ticket price / no of timetabled days in week x no of days full attendance

Payment

Reimbursements are normally made by cheque. Please state clearly who the cheque should
be made payable to.

Students will be asked to sign to confirm that they have collected their reimbursement.
