168/08 TO ACCEPT APOLOGIES FOR ABSENCE

169/08 DECLARATIONS OF INTEREST
There were two declarations of interest received from Councillor R Frost and Councillor Mrs
A Frost on agenda item 16 (c), the necessary forms were completed.
170/08 TO RECEIVE SUCH ITEMS THAT THE CHAIRMAN MAY WISH TO LAY BEFORE THE
The Chairman had two items,
1. Hanging Basket Licence (this item will be taken at 7a)
2. A contact to the Chairman from the Yorkshire Post Newspaper regarding 2
properties along Secker Lane who have installed septic tanks on Green Belt land.
The Trustees of the land Wakefield & Barnsley Council have sold the land to the
owners with a covenant that no building will take place on the land. This was done
because it would have been too difficult to have taken the septic tanks out and install

Resolved that the minutes of the meeting held 12th February 2009 were a correct record.
172/08 TO REPORT MATTERS ARISING FROM THOSE MINUTES NOT ON THE AGENDA FOR
The Clerk updated members on:
157/08 Letter sent to Highways Agency regarding signage Junction 39 South slip
road warning of Low Bridge.
163/08 The application to Village Ventures has been sent entering the Haigh
Memorial Garden project.
173/08 TO AGREE THAT MEMBERS OF THE PRESS AND PUBLIC BE ASKED TO LEAVE THE
MEETING FOLLOWING AGENDA ITEM 18

174/08 TO RECEIVE THE POLICE REPORT
P C Laybourne presented a written report and informed members that 31 hours had been
spent in the Parish with 12 of those dealing with the off road biking complaints at Woolley
Grange. One male had been arrested on Woolley Edge Lane for failing a breath test. 12
endorsable fixed penalty tickets had been issued for speeding on Haigh Lane and Woolley
Edge Lane, 3 further vehicles had been stopped and checked. There had been 2 successful
executions of search warrants under the Misuse of Drugs acton on the Woolley Grange
development where 400 cannabis plants had been ceased.
Resolved members accepted the written report and asked P C Laybourne to pay some
attention to the speeding issue along New Road, Woolley Village.
175/08 TO DISCUSS SIGNING OF HANGING BASKET LICENCE
The Clerk had received a letter from Wakefield Metropolitan District Council indicating that
the 4 lamp columns in Woolley Grange and the 4 lamp columns in Woolley Village were
suitable for hanging baskets however the 4 along Haigh Lane had been refused. The
Licence approval indicated that the Parish Council should have £2ml Public Liability Cover
before locating the hanging baskets. The Clerk assured the Parish Council that they had
Public Liability Cover of £5ml which was more than adequate.
Resolved: that a) the Clerk contacts Wakefield Metropolitan District Council to see why they
had refused permission for hanging baskets along Haigh Lane and b) That the Chairman
signs the Licence on behalf of the Parish Council. c) that the Clerk now orders from T&D
the baskets and brackets for the agreed locations.
176/08 TO DISCUSS DOG FOULING SIGNS WOOLLEY RECREATION GROUND.
Resolved: it was agreed that the Clerk obtains pictures and prices for 4 No Dogs Allowed
177/08 TO DISCUSS ARRANGEMENTS FOR THE ANNUAL PARISH MEETING
Resolved that the Annual Parish Meeting is held at 7pm on Thursday 9th April 2009
immediately before the Parish Council general meeting.
178/08 TO DISCUSS UPDATING PARISH PLAN
Members agreed that the Parish Plan required updating in the light of the Woolley Grange
development. It was felt that a questionnaire is distributed around Woolley Grange with the
same or similar questions from the original questionnaire issued in 2006.
Resolved: that the Clerk obtains the questionnaire from Councillor M Willis and the item is
placed on the April 2009 Parish Council agenda.
179/08 TO DISCUSS FINANCIAL MATERS
A) TO AGREE PAYMENT OF ACCOUNTS

Resolved that the payments are approved.
180/08 TO DISCUSS THE PARISH COUNCIL NEWSLETTER
The Clerk had collected the Newsletter from the printers.
Resolved that the Chairman gives the Newsletters to the Vicar for delivery along with the
Parish Magazine as agreed.
181/08 TO DISCUSS ASSET REGISTER
The Asset Register has been updated to show the recent valuation for the land at Haigh.
Resolved a) that the updated Asset Register is signed by the Chairman on behalf of the
Parish Council b) that the Parish Council resolves not the sell any of its assets.
182/08 TO RECEIVE ITEMS OF CORRESPONDENCE
Correspondence was noted.
183/08 TO DISCUSS PLANNING APPLICATIONS
The planning applications are noted.
184/08 TO DISCUSS PARISH MATTERS
a) WOOLLEY GRANGE
A further residents meeting has taken place
A meeting has also taken place with Bovis to discuss the adoption of the road into
Woolley Grange, only two residents attended the meeting.
Resolved: that Councillor Bayley had not been aware of either meeting and expressed
concern that if the Parish Council is to support the residents they need to be kept informed
about emerging issues.
The notice board has still not arrived.
There had been a complaint by residents about the disabled bay recently
installed in the lay by outside The Chapel on Haigh Lane.
Resolved: a) the Clerk chases the supplier of the notice board to obtain a delivery date. b)
the disabled bay is only advisory and the District Council intends to paint it out following the
approach from the resident.
c) WOOLLEY VILLAGE
Woolley Feast Committee had handed a letter to the Chairman asking for
financial support for this year’s event.
Resolved that this item needs to be an agenda item before it can be discussed, the Clerk
will place the item on the April agenda and write to the committee explaining the delay.
8.50pm Councillor Mrs Anne Frost and Councillor Robert Frost left the meeting.
The Clerk had circulated previously an email from Wakefield Metropolitan District Council
with regard to actions that may be taken against the developer. A second email had been
received indicating that Wakefield Metropolitan District Council had not paid for any repairs
these had been paid by the developer.
Resolved: Members to wait and see what the outcome of Wakefield Metropolitan District
Councils investigations and actions were.
8.55pm Councillor Mrs A Frost and Councillor Mr R Frost returned to the meeting.
185/08 TO AGREE ITEMS FOR THE WEB SITE
Resolved that the minutes of the meeting held in February 2009, and the Police report
should all be put onto the web site.
186/08 To confirm that the next meeting of the Parish Council will be held Thursday 12th March
2009 in The Village Hall, The Green, Woolley commencing at 7.30pm immediately following
the Annual Parish Meeting.

NOTES OF PUBLIC SESSION HELD
12th March 2009
There were 9 members of the public present issues raised included:
1. A thank you for advice regarding a fence issue on Haigh Lane, the resident showed
pictures of the area which now looks much better.
2. Speeding through the village
3. Concerns about the blocking of a public footpath with stones
4. A request for No Dog Fouling signs and bins on Haigh play area
5. Issues around the newly installed bollards on The Green, and concern was raised about
how the area would be maintained.
6. Brambles and bushes overhanging along Haigh Lane
With regard to 3) the Clerk will contact Rob Fyfe to find out what is happening about the bollards
and if or if not the area identified is a public footpath
With regard to 6) The Chairman will contact Philip Horsefield to ask if he will cut back the brambles
