KINGS HILL PLANNING AND TRANSPORTATION COMMITTEE

PL12/118 To receive Apologies for Absence and reasons for approval
Apologies were received from Cllrs Morris with reasons for his absence. It
was RESOLVED that the apologies be accepted.
PL12/119 To receive Declarations of Interest Declarations of interest were received
from Cllr Woodcock for Items PL12/141 & 142 – Waitrose.
PL12/120 To receive Declarations of Lobbying
Declarations of lobbying were received from Cllr Woodcock and Cllr Waller for
Item PL12/139- Kings Hill Master Plan – Phase 3.
PL12/121 Minutes – it was RESOLVED that the minutes of the meeting held on the 8th
August 2012 be approved for signature and were duly signed.
PL12/122 Chairman's Announcements - to receive announcements.
Cllr Woodcock stated that she had seen the scoping report for Kings Hill
Master Plan - Phase 3. Cllr Woodcock had been advised to bring to the
attention of the Parish Council certain aspects of the scoping report.
Crime Prevention Design Advisor
PL12/123 To discuss and review information presented on Crime Prevention Design.
The Crime Prevention Design Advisor (CPDA) explained his background and
knowledge of Tonbridge & Malling. The CPDA could help with Phase 3 and
The Kings Hill Sports Facility.
PL12/124 Officer’s Report
PL12/99 - Anti Speeding Campaign
Maps will be produced for the next Full Council meeting to agree locations
and timings to help the Police with the anti speeding campaign.

An article will be produced for the December edition of The View From The

Planning Applications – consider and agree responses
PL12/126 KCC/TM/0296/2012 – Blaise Farm Quarry, Kings Hill – Temporary
development of an Anaerobic Digestion Plant together with associated
infrastructure, reconfiguration of the consented Advance Thermal Conversion
Plant, together with associated infrastructure, the realignment of part of the
existing access road, the relocation of the existing office and welfare
accommodation and the relocation of the existing weighbridge.
It was RESOLVED that there were no objections for this application and that Parish
the Parish Council make comment to Kent County Council that New Earth Office
Solutions have been sensitive to the Parish Councils needs.
PL12/127 TM/12/02339/RM – Area 51 Kings Hill – Reserved matters (siting,
design, external appearance, landscaping) for 8 dwellings with associated

PL12/139 To note extraordinary Full Council meeting to discuss Planning Application -
TM/12/02469/EASP Environmental Impact Assessment Scoping Report for
Phase 3 of Kings Hill and response. It was agreed that this application would Full

It was RESOLVED that the Parish Office would place a small article in The Parish
View From The Hill concerning the logging of highway issues by residents. Office
Salt Bins and Bags
PL12/144 To discuss and agree actions for next phase of salt bin installation.
It was agreed that the Parish Office would compile a programme for the next Parish
phase of salt bin installations once all sites have been agreed. It was Office

Anti Speeding Campaign
PL12/145 To receive update on progress with Kent Police.
An update was given on the progress of the anti speeding campaign for Kings
Hill. It was RESOLVED that the committee would work closely with the P&T
Police to ensure a successful operation.
PL12/146 To receive update on progress of Crossing Patrol Signals.
The Crossing Patrol Signals for Kings Hill School are now with the Kent
County Council’s Street Lighting team to install. Noted
PL12/147 To receive update on progress of Speed Indicator Device.
The Speed Indicator Device (SID) is being deployed in the urban areas of
Kings Hill. Information received from the device will be sent to the Parish
Council. Noted
Anti Social Parking on Kings Hill
PL12/148 To discuss and agree actions.
It was RESOLVED that the committee would work closely with Police, PCSO P&T
and Liberty Property Trust on Anti Social Parking issues. It was RESOLVED Parish

that the Parish Office would update committee members on adopted and
unadopted roads on Kings Hill.

It was agreed that the Parish Office would update the objectives and send Parish

Budgets
PL12/151 To discuss and agree draft budget to present to Finance & HR Committee.
The budget template was circulated and a number of items discussed. It was
agreed that approval from Full Council would be sought for the £1000 for Parish
the Bus Shelter Contingency Fund be put into the reserve account for future Office
funding and for an increase in the funding of salt bin refills. It was agreed
that the Parish Office would attach costs to the draft budget template.

Transportation Committee (P&TC) since the last P&TC meeting.
