Region Q Adult/Dislocated Worker RFP

Question 1: As a part of the package, Adult and Dislocated Workers are assembled as
one with separate budgets. Do we need to complete and submit separate
RFPs for each program or can we submit as one?
Answer: Potential bidders can bid on either the Adult program or the Dislocated
Worker program separately or can combine a bid for both programs with
separate budgets and performance standards information.
Question 2: The existing budget for PY 2006- does it include rent, space?
Answer: Yes. The total budget for 2006 includes rent, space, staffing and all
training costs. Funding level is given for historical reference, for the Local
Area has not received funding allocations for PY 2007.
Question 3: Bidders are expected to approach local JobLinks. Are the current
providers in the JobLink?
Answer: Yes. For Pitt County, Pitt Community College is the host agency, JobLink
Operator, and current (WIA) program operator.
Question 4: Can we assume goals for 2004 and 2005 were met or were there any
problems. Can you provide this information?
Answer: We do not have that information at this meeting; however you may go to
www.nccommerce website to access these annual reports. The Local Area
will provide this information when we send out the questions and answers
from this bidders conference. (Shown below).

Overall Status of Local Performance
Question 5: In the RFP it states that there are five JobLink Centers and three
information sites. Is one of these information sites in Pitt County? Would
the (WIA Adult/Dislocated Worker) operator be responsible for services at
the information site?
Answer: In Pitt County, there is a chartered JobLink Center and ESC is the
information site. Region Q requires that WIA services be provided at the
JobLink Center. Services at the information site would be left up to local
Question 6: If there is a new operator, is there a period of time built in for transition
for performance standards?
Answer: No. We expect direct provision of services as of July 1, 2007. Files and
case loads will be transferred from the previous operator.
