562.                                        Declarations of Interest
                                            Councillor D. J. Wallace declared an indirect non-pecuniary interest in
                                            Minute No. 566 (Schedule of Planning Applications) planning
                                            application 3/02/0007 (20 Park Lane, Wimborne) and refrained from
                                            speaking and voting thereon.

563.                                        Background Papers
                                            The Chairman informed the Committee that in addition to any specific
                                            background papers referred to, the relevant background papers for
                                            written reports and agenda items comprise of replies to consultations,
                                            objections and representations; relevant structure and Local Plans; and
                                            the file of the Council's related policies, copies of which had been
                                            available for inspection by Members prior to the meeting.

                                            The Minutes of the meeting held on 19th February, 2002 were confirmed
                                            and signed as a correct record.

                                            occasion.

      The Committee did not accept the recommendation of the District
      Planning Officer. Members considered that the revised drawings
      were acceptable.

      3. The swimming pool, building and associated changing rooms
         shall only be used between the months of February to
         December (inclusive) and shall not at any time be used
         during the month of January.
      4. The facilities hereby permitted shall be used only in
         connection with the permitted use of the site as a touring
         caravan park and for no other purpose whatsoever.

      3. The number of cats housed in the building hereby approved
         shall not exceed six at any one time.
      4. Adequate provision shall be made at all times for the interim
         storage and regular removal of waste from the site.
      5. Within 28 days of the date of this decision, full details shall be
         supplied of a proposed roof covering for the building hereby
         approved to replace the existing tarpaulin.            Following
         agreement in writing from the District Council of these
         details, they shall be implemented in full within 28 days of the
         date of their agreement.

      Proposed Dormer Roof Extension To Provide Additional Bedroom
      at First Floor Level, As Amended By Plans Received
      18th December, 2001, 69 Rectory Avenue, Corfe Mullen
      The Committee did not accept the recommendation of the District
      Planning Officer. Members considered the proposal was of poor
      design, set a precedent and detracted from the character of the
      area.
      REFUSE
      1. The proposed dormer, by reason of its size, design and its
         projection from the side roof slope will adversely affect the
         existing simple character of the property. In addition, the
         alterations will form an unduly prominent feature in the street
         scene, detrimental to its character and appearance. The
         proposals are therefore contrary to Policy 6.303 (which may
         be re-numbered) of the adopted East Dorset Local Plan
         (2002).

      REFUSE

              PLANNING, LICENSING AND ENFORCEMENT COMMITTEE
                                               12th March, 2002

      1. The application site lies within the Green Belt. The land has
         planning permission as a burial ground. Under the advice in
         PPG2 – Green Belts and Policy 6.107 of the East Dorset Local
         Plan, buildings providing essential facilities in relation to the
         approved use may be permitted. The proposed buildings, by
         reason of their extent and the uses proposed are considered to
         go beyond providing essential facilities in relation to the
         approved use of the land, particularly in respect of the
         provision a large reception/meeting area and offices and the
         extent of storage and garaging shown.
         The     proposals      therefore     represent     inappropriate
         development. The application has not demonstrated the very
         special circumstances required to override Green Belt
         polices. The application is therefore contrary to Policy 6.107
         (as modified) of the East Dorset Local Plan (2002) Settlement
         Policy E of the Bournemouth, Dorset and Poole Structure Plan
         (2000) and the advice contained in PPG2 Green Belts.
      2. The proposed buildings, by reason of their impact on a mature
         hedgerow, size, overall prominence and design will be
         harmful to the rural character of the area and the proposals are
         therefore contrary to Policy 6.64 (as modified) of the East
         Dorset Local Plan.
      Notes:
      1. The East Dorset Local Plan was adopted on 11th January, 2002.
         As soon as it is practicable the Council will produce the final
         printed copy of the plan, which will include the re-numbering
         and re-naming of policies as applicable.
      2. The District Planning Officer was authorised to instigate legal
         proceedings to seek the removal of the Sales Office from the
         site.

       been circulated to each Member and a copy of which appears as
       Appendix 'B' to these Minutes in the Minute Book.
       The Committee was asked to determine whether the Council's approval
       for the siting and design of a 15m monopole, cabinet compound and
       associated works at Manor Farm, Little Canford, Ferndown was
       required.
       RESOLVED that the application be approved.

        commence at 9.30 a.m.

569.    Tree Matters - Delegated
        The District Planning Officer submitted a report for information, a copy
        of which had been circulated to each Member and a copy of which
        appears as Appendix 'C' to these Minutes in the Minute Book.
        The Committee was advised of the decisions reached by the District
        Planning Officer under delegated powers on applications for tree
        works.

570.    Applications Determined by the District Planning Officer Under
        Delegated Powers
        The District Planning Officer submitted a report for information, a copy
        of which had been circulated to each Member and a copy of which
        appears as Appendix 'D' to these Minutes in the Minute Book.
        The Committee was informed of the delegated planning decisions made
        on and after 8th February, 2002 and before 1st March, 2002.

571.    Planning Applications with No Decision Reached After 8 Weeks
        The District Planning Officer submitted a report for information, a copy
        of which had been circulated to each Member and a copy of which
        appears as Appendix 'E' to these Minutes in the Minute Book.
        The Committee was advised of items with no decision reached after 8
        weeks.

572.    Outcome of Appeals and New Appeals Lodged
        The District Planning Officer submitted a report for information, a copy
        of which had been circulated to each Member and a copy of which
        appears as Appendix 'F' to these Minutes in the Minute Book.
        The Committee was informed of notified appeals and appeal decisions.
