speaking and voting thereon.
563. Background Papers
The Chairman informed the Committee that in addition to any specific
background papers referred to, the relevant background papers for
written reports and agenda items comprise of replies to consultations,
objections and representations; relevant structure and Local Plans; and
the file of the Council's related policies, copies of which had been
available for inspection by Members prior to the meeting.

The Minutes of the meeting held on 19th February, 2002 were confirmed
and signed as a correct record.

The Committee did not accept the recommendation of the District
Planning Officer. Members considered the proposal was of poor
design, set a precedent and detracted from the character of the
area.
REFUSE
1. The proposed dormer, by reason of its size, design and its
projection from the side roof slope will adversely affect the
existing simple character of the property. In addition, the
alterations will form an unduly prominent feature in the street
scene, detrimental to its character and appearance. The
proposals are therefore contrary to Policy 6.303 (which may
be re-numbered) of the adopted East Dorset Local Plan
(2002).

1. The application site lies within the Green Belt. The land has
planning permission as a burial ground. Under the advice in
PPG2 – Green Belts and Policy 6.107 of the East Dorset Local
Plan, buildings providing essential facilities in relation to the
approved use may be permitted. The proposed buildings, by
reason of their extent and the uses proposed are considered to
go beyond providing essential facilities in relation to the
approved use of the land, particularly in respect of the
provision a large reception/meeting area and offices and the
extent of storage and garaging shown.
The proposals therefore represent inappropriate
development. The application has not demonstrated the very
special circumstances required to override Green Belt
polices. The application is therefore contrary to Policy 6.107
(as modified) of the East Dorset Local Plan (2002) Settlement
Policy E of the Bournemouth, Dorset and Poole Structure Plan
(2000) and the advice contained in PPG2 Green Belts.
2. The proposed buildings, by reason of their impact on a mature
hedgerow, size, overall prominence and design will be
harmful to the rural character of the area and the proposals are
therefore contrary to Policy 6.64 (as modified) of the East
Dorset Local Plan.
Notes:
1. The East Dorset Local Plan was adopted on 11th January, 2002.
As soon as it is practicable the Council will produce the final
printed copy of the plan, which will include the re-numbering
and re-naming of policies as applicable.
2. The District Planning Officer was authorised to instigate legal
proceedings to seek the removal of the Sales Office from the
site.

required.

works.
