1.      I/we have read and examined the notice inviting tender, schedule, specifications
       applicable, Drawings & Designs, General Rules and Directions, Conditions of Contract,
       clauses of contract, special conditions, Schedule of Rates and other documents and
       Rules referred to in the conditions of contract and all other contents in the tender
       document for the work.
2.     I/We hereby tender for the execution of the work specified for BSNL within the time
       specified, schedule of quantities and in accordance in all respects with the
       specifications , designs, drawings and instructions and other documents and Rules
       referred to in the conditions of contract and all other contents in the tender document for
       the work.
3.   I/We agree to keep the tender open for ninety (90) days from the due date of submission
       thereof and not to make any modifications in its terms and conditions.
4.    A sum of Rs. 23629/- is hereby forwarded in the form of Deposit at call Receipt /
       FDR//Bank guarantee of a Nationalised/Scheduled Bank as earnest money. If I/We, fail
       to commence the work specified I/We agree that the said BSNL shall without prejudice to
       any other right or remedy, be at liberty to forfeit the said earnest money absolutely and
       the same may at the option of the competent authority on behalf of BSNL be recovered
       without prejudice to any other right or remedy available in law out of the deposit in so far
       as the same may extend in terms of the said bond and in the event of deficiency out of
       any other money due to me/us under this contract or otherwise. S N L EW
5.   Should this tender be accepted, I/We agree to execute all the works referred to in the
       tender documents upon the terms and conditions contained or referred to therein and to
       carry out such deviations as may be ordered up to maximum of percentage mentioned in

     clause 12.3 of the tender form and those in excess of that limit at rates to be determined
    in accordance with provisions contained in clause 12.2.
6. I/we agree to furnish to BSNL Deposit at call receipt/FDR/ Bank guarantee of a
    Nationalised/ Scheduled Bank (except cooperative Bank)for an amount equal to 5% of
    the contract value in a standard format within two weeks from the date of issue of award
    letter. I/We agree to keep the performance bank guarantee valid for one year from the
    date of actual completion of work.
7. I/We hereby declare that I/We shall treat the tender documents drawings and other
    records connected with the work as secret/confidential documents and shall not
    communicate information/derived there from to any person other than to whom I/We
    am/are authorised to communicate the same or use the information in any manner
    prejudicial to the safety or interest of BSNL.

Bharat Sanchar Nigam Limited sealed item rate tenders for the following work from the eligible

         ELIGIBILITY CRITERIA:
1.       Firms satisfying the following conditions:
  (a) Financial Norms:
 The firm should have successfully completed at least three works of Ductable Split/A.C
package Unit in Government / Semi-Govt./ PSU / State Government and the work execution
turnover shall not be less than Rs. 50 Lakhs in the past three financial years.

  (b) Physical Norms:
1 The firm should have successfully completed at least three works of similar nature with
Equipment Modules of 4.25 TR and with Aggregate Capacity of works not less than 99 TR
during the last three years in Central Government / PSU reckoned from the date of NIT
                                          OR
The firm should be original AC unit manufacturer of approved make as per NIT.
                                          OR
 Authorized dealer of original AC unit manufacturer of approved make as per NIT to quote
against the particular tender. Authorization letter specific to concerned tender on printed letter
head of the company in this regard will have to be produced by the dealers
2.       The firm should have round the clock Local fixed / Mobile Telephone number(s).
3.       The firm should submit Charted Accountant Certificate instead of Income Tax
         Clearance Certificate & shall quote their permanent account number (PAN) along with
         a certified copy of PAN.
4.       Testimonials of satisfactory completion shall be obtained from an officer not below the
         rank of Executive Engineer & documentary proof of fulfilling the eligibility criterion
         should be attested by any BSNL executive.
5.       The contractor is required to furnish Performance Guarantee for an amount equal to
         5% of the contract value in the form of Bank Guarantee / CDR / FDR / DD (of a
         Nationalized / Scheduled Bank (except co-operative banks) in a standard format)
         within two weeks from the date of issue of award letter. The validity period of the
         performance security in the form of Performance Bank Guarantee shall be one year
         from the date of actual completion of work.
6        Security Deposit: In addition to performance guarantee stated above, a sum @ 10% of
         the pass amount of the bill shall be deducted from each running bill of the contractor till
         the sum along with the sum already deposited as earnest money will amount to
         security deposit of 5% of the tendered value of the work.

        Condition and tender form can be had from the office of EE(E), BSNL,ED-III, New Delhi
         on payment of Rs. 500/- + Sales Tax (non-refundable).
7.       Validity of tender shall be for 90 DAYS from the date of opening of the Tender.
8.       The tenderer shall submit the tenders in 2 sealed covers marked as 1st & 2nd with
         name of work. Both should be separate & they should not be enclosed in a common 3rd
         cover. The 1st cover should contain the earnest money deposited in the shape of
         Demand Draft / CDR / FDR / BG of a scheduled bank (except co-operative banks) or
         Nationalized bank / State bank guaranteed by Reserve bank of India drawn in favour of
         A.O. BSNL, Electrical Division-III, New Delhi is acceptable. The 2nd cover should
         contain the tender documents. If the 1st cover is not annexed or earnest money is not
         in proper form, the 2nd cover containing tenders will not be opened at all.
9.       The     tender    documents       can    also   be    downloaded      from    the   website
         http://www.electrical.bsnl.co.in/delhi. The cost of such bid document should be
         submitted in the form of demand draft payable to Accounts Officer, BSNL Electrical
         Division-III, while submitting the bid. All pages of such tender document must be
         signed with stamp by the bidder or authorized signatory before submitting the bid
         document downloaded from site.
10.      The tenderer shall submit the downloaded original computer printout of the document
         from website. The photocopy shall not be accepted. If during the process of tender
         finalization, it is detected that the tenderer has submitted tender documents after
         making any changes / additions / deletions in the tender documents downloaded from
         the website, the offer shall be summarily rejected and the EMD deposited by tenderer
         shall be forfeited in addition to any other action as per prevalent rules.
11.      Procedure for submission of tenders:
         (i)     The bids shall be submitted in two covers. The documents to be enclosed in
                 each cover are detailed below. Both the covers shall be sealed separately by
                 the seal of the bidder.
         (ii)    The vendor shall enclose all the following in sealed envelope ONE.
                 (a)      EMD
                 (b)      Cost of tender documents, documentary proof of fulfilling the eligibility
                          criterion as per NIT if the same is downloaded from the website.
                 (c)      Certificate regarding relative not working in BSNL unit (Format attached
                          in the bid document).
         (iii)   The bid of tenderer who do not comply with clause-(ii) above shall not be
                 opened.
         (iv)    The vendor shall enclose the following in sealed envelope TWO.
                 Price Bid along with complete set of documents issued by the BSNL, the rates
                 and amounts should be filled in the schedule of work attached thereto. Tenders
                 should not contain any condition including conditional rebate.

                   Such bids shall be rejected forthwith. However, tenders with unconditional
                   rebate will be considered.
12.      The firms are advised to visit the site after release of this web note & before quoting.
13.      The contractors are advised to submit their tenders carefully as any tenderer found to
         be with drawing the tender, within validity period, action as per relevant clause of
         PWD-6 of tender will be taken against him and further he will not be allowed to tender
         in Delhi Electrical Zone for a period of Two years.
14.      At any stage if the experience certificate / Registration certificate of the contractor are
         found to be false, his earnest money shall be forfeited and he will be debarred to
         tender in Delhi Electrical Zone.
15.      The tender documents shall not be issued through courier / post.
16.      The firm should have valid Sale Tax registration.
17       In case Holiday is declared on the opening day the tenders shall be opened on the
         next working day. Validity of tender shall be for 90 days from the date of opening of
         tender.

  02. (a) Printed forms of tenders consisting of the detailed plans, complete specifications, the schedule
       of quantities of the various classes of works to be done and the set of conditions of contract to be
       complied with by the persons whose tender may be accepted, can be purchased, at the Divisional
       office between the hours of 1100 hrs and 1600 hrs. every day except on Sundays and public
       Holidays, on payment of Rs. 500+S.Tax/-in cash.
  (b) The site for the work is available/ or the site for the works shall be made available in parts.
  (c) The tender forms can also be downloaded from the website.
  (d) Before tendering, the contractor shall inspect the site and fully acquaint himself about the condition
       with regard to accessibility of site and site nature and the extend of grounds, working condition,
       including stocking of materials, installation of T&P etc., and conditions affecting accommodation
       and movement of labour etc., required for the satisfactory execution of the contract. No claim
       whatsoever on such account shall be entertained by the BSNL in any circumstances.
  03. Tenders which should always be placed in sealed covers with the name of the work written on the
       envelope will be received by the Executive Engineer (Elect.), Electrical Division–III, New Delhi upto
       1500 hours on 21.04.2010 and will be opened by him in his office on the same day at 1530 hours.
  04. The time allowed for carrying out the work will be 3 months from the 10th day after the date of
       written order to commence the work.
  05. Issue of tender form will be stopped two days before the date 21.04.2010 fixed for opening of
       tenders. Tenders will be sold on working days, no tenders will be sold after 1600 hours.
  06. a) Earnest Money amounting to Rupees 23629/-in the form of demand draft/ FDR/ BG/ CDR of a
       nationalized/scheduled bank (except co-operative banks) guaranteed by the Reserve Bank of
       India, drawn in favour of Accounts Officer, BSNL Electrical Division –III, New Delhi must
       accompany each tender and each tender should be in two sealed covers, one cover containing the
       EMD in proper form and other cover containing tender , superscribed as “ Tender for the work of
      S.I.T.C. of Ductable Split AC units for ERP Centre G-Floor Technical Bldg.
      ALTTC, Ghaziabad. and addressed to Executive Engineer (Electrical) BSNL, Electrical
      Division-III, New Delhi. The Validity period of EMD is 120 days, from the date of opening of tender.
      In case of e-tendering, each tender should be in two sealed covers, first containing credentials
      for meeting the Eligibility conditions along with the cost of tenders and EMD in proper form, second
      cover containing tender documents. The credentials shall be self attested and certified by any
      BSNL Executive. If not certified by BSNL Executive then original documents shall be produced at
      the time of tender opening. After verification of the contents of this envelope then second envelope
      containing the bid document shall be opened.
  b) The EMD of all the unsuccessful tenderer(s) shall be released on issue of award letter to the
      successful tenderer. This shall be done within one week of award letter.

c) Exemption from payment of earnest money and security deposit by any other unit/ department shall
    not hold good for BSNL.
07. a) The contractor should submit and confirm Chartered Accountant Certificate in respect of turnover
    and other registration certificate [Enlistment in BSNL, Electrical License, Sales Tax] with attested
    copies (self attested and counter attested by any executive of BSNL/MTNL or Gazetted officer of
    GOI) as applicable along with the application on printed letter head for purchase of tender.
b) The contractor shall submit and confirm his permanent account number (PAN) issued by the Income
    Tax Department.

c) The tenderer should submit the valid WCT/ Sales Tax/ VAT registration certificate
08. i) Performance Guarantee: The contractor is required to furnish performance guarantee for an
      amount equal to 5% of the contract value in the form of bank guarantee / CDR/ FDR/DD (of a
      nationalized / Scheduled Bank (except cooperative Bank) in a standard format) within two weeks
      from the date of issue of award letter. This period can be further extended by the Engineer-in-
      charge upto a maximum period of 2 weeks on written request of Contractor. The validity period of
      the performance security in the form of performance bank guarantee shall be one year from the
      date of actual completion of work.
ii) Security deposit in addition to performance guarantee stated above, a sum @ 10% of the gross
      amount of the bill shall be deducted from each running bill of the contractor till the sum be deducted
      with the sum already deposited as earnest money, will amount to security deposit of 5% of the
      Tendered value of the work.
09. The acceptance of a tender will rest with the SE(Elect.), BSNL Electrical Circle, New Delhi who
      does not bind himself to accept the lowest tender or any other tender and reserves to himself the
      Authority to reject lowest or all the tenders received without assigning any reason. All tenders in
      whom any of the prescribed conditions are not fulfilled or incomplete in any respect are liable to be
      rejected. Tenders with any condition including that of conditional rebates shall be rejected forthwith
      summarily.
10. Canvassing, in connection with tender is strictly prohibited and the tenders submitted by the
      contractors who resort to canvassing will be liable for rejection.
11. The BSNL reserves itself the right of accepting the whole or any part of the tender and the tenderer
      shall be bound to perform the same at the rates quoted.
12. i) The tenderer should give a certificate that none of his/her relative is employed in BSNL units. In
      case of proprietorship firm, certificate will be given by the proprietor and for partnership firm
      certificate will be given by all the Directors of the company.
ii) Near relatives of all BSNL employees either directly recruited or on deputation are prohibited from
      participation in tenders and execution of works in the different units of BSNL. The near relatives for
      this purpose are defined as:
a) Members of a Hindu Undivided family.
b) They are husband and wife.
c) The one is related to the other in the manner as father, mother, son(s) & son's wife (daughter-in-
      law), Daughter(s) & daughter's husband(son-in-law), brother(s) & brother’s wife, sister(s) & sister's
      husband(brother -in-law).
iii) The company or firm or any other person is not permitted to tender for works in BSNL Unit in which
      his near relative(s) is(are) posted. The unit is defined as SSA/Circle/Chief
      Engineer/Chief Archt. /Corporate office for non executive employees and all SSA in a circle
      including circle office/Chief Eng./Chief Archt./ Corporate office for executive employees (including
      those called as Gazetted officers at present). The tenderer should give a certificate that none of
      his/her such near relative is working in the units as defined
      above where he is going to apply for tender/work, for proprietorship, partner ship firms and limited
      company certificate shall be given by the authorized signatory of the firm. Any breach of these
      conditions by the company or firm or any other person, the tender/work will be cancelled and
      earnest money/performance guarantee will be forfeited at any stage whenever it is so noticed.
      BSNL will not pay any damages to the company or firm or the concerned person. The company or
      firm or the person will also be debarred for further participation in the concerned unit.

    The format of the certificate to be given is

13. No employee in BSNL/ Govt. of India is allowed to work as a contractor for a period of two years of
    his retirement from service without the prior permission. The contract is liable to be cancelled if
    either the contractor or any of his employees is found at any time to be such a person who had not
    obtained the permission as aforesaid before submission of tender and engagement in the
    contractor’s service.
14. The tender for the works shall not be witnessed by the contractor who himself/themselves has/ have
    tendered or who may and has/have tender for the same work. Failure to observe this condition
    would render tenders of the contractors tendering as witnessing the tender is/are liable for
    summarily rejection.
15. It will be obligatory on the part of the tenderer to sign each page of the Schedule of work and the
    tender documents for all the component parts and after the work is awarded he will have to enter
    into a separate agreement for each component with the officer concerned.
16. Any tender not submitted in proper manner or if it contains too many corrections, over writings of
    absurd rates, and absurd amount will be liable to be rejected and the BSNL will be at liberty to take
    such action as it may deem fit without any reference to the tenderer.
17. The tenders for the work shall remain open for acceptance for a period of 90 days from the date of
    opening of the tenders. If any tenderer withdraws his tender before the said period or makes any
    modification in the terms and conditions of the tender which is not acceptable to the BSNL shall,
    without prejudice to any other right of remedy be at liberty to forfeit 50% (fifty percent only) of the
    said earnest money absolutely.
20. Extension of validity: In case, where the letter of award of work cannot be placed within the validity
    period of the tender, the BSNL can request all tenderers to extend the validity of their respective
    tenders and the Earnest Money deposit by a reasonable period. In such cases, extension of validity
    of Earnest Money deposit by 30 days beyond the extended validity date of tender should also be
    asked for. While BSNL can make the request for extension, the tenderer is free to either extend the
    validity or refuse the request to extend the validity.
21. Unsealed tenders will be summarily rejected.
22. The contractor should read the tender documents carefully before submitting the tender.
23. Agreement shall be drawn with the successful tenderer on prescribed form. Tenderer shall quote his
    rates as per various terms and conditions of the said form, which will form part of the agreement
24. The tenderer shall furnish a declaration to this effect (in case downloaded tender) that no addition/
    deletion/ correction have been made in the tender document submitted and is identical to the tender
    document appearing on website. Every page of downloaded tender shall be signed by the tenderer
    with stamp (seal) of his firm /organization.
25. This Notice Inviting Tender shall form part of the Contract document. The successful
    tenderer/contractor on acceptance of his tender by the Accepting authority, shall, within 15 days
    from the stipulated date of start of the work, sign the contract consisting of:-
a) The Notice Inviting Tender, all the documents including additional conditions, specifications and
    drawings, if any forming the tender as issued at the time of invitation of tender and acceptance
    thereof together with any correspondence leading thereto.
b) Standard form.

                        SPECIAL AND ADDITIONAL CONDITIONS

        The contractor shall read carefully the following conditions and shall quote accordingly.

1.0 TAXES AND DUTIES:

1.1 The bidder shall be required to quote separate rates for “supply” portion and “ITC” portion.
        The lowest bidder shall be decided on the combined rates of supply and ITC items
        CENVAT CREDIT: IN order to avail CENVAT credit as per CENVAT Credit rules 2004,
        BSNL, who is a output service provider is entitled for duty credit. To avail this, the
        supplier/firm has to furnish the following:-
(a) An invoice favouring BSNL indicating the following at the time of delivery:-
  i.       Value of goods excluding the excised duty and education cess on ED/Service tax
  ii.      Excise Duty
 iii.      Education Cess on excise duty
 iv.       Name of the consignee with relevant service tax registration no. as intimated by
        Executive Engineer (E) concerned at the time of award of work.
  v.       Tariff Schedule Heading No.
 vi.       Invoice indicating the quantum of Service tax paid on ITC.
         If the firm fails to furnish necessary supporting documents i.e. Excise / Duties and taxes
        which are Cenvatable, the amount pertaining to such Duties / Taxes will be deducted from
        the payment due to the firm.
1.2           QUOTING OF RATES
The firm shall give the total composite price inclusive of all central and state’s levies and taxes
i.e Sales tax ,purchase tax, turnover tax, service tax, works contract tax etc or any other taxes
or duties .Octroi /Entry taxes will be paid extra ,as per actual wherever applicable on
production of proof of payment/relevant invoices/documents.
The total composite price shall comprise of unit price, and all other components of price need
to be individually indicated /quoted against the goods/ material service, it proposes to supply
under the contract in the following manner:-
1.3 The agency must get itself registered with service tax authority and shall furnish the
    registration number.
1.4 Tendered rates will be inclusive of taxes and levies payable under the respective statutes.
    However, pursuant to the Constitution (Forty six Amendment) Act, 1982, if any further tax
    or levy is imposed by state after the date of receipt of tenders and the contractor (s)
    thereupon necessarily and properly pays taxes or levies the contractor(s) will be
    reimbursed such amounts paid, provided such payment, if any, is not in opinion of SE
    (whose decision shall be final and binding) attributable to delay in execution of work.
      The contractor (s) shall keep necessary books of accounts and other documents for the
    purpose of this condition as may be necessary and shall allow inspection of the same by a
    duly authorized representative of BSNL and shall furnish such other
    information/documents as the Engineer-in-Charge may require.

     The contractor (s) shall within a period of 30 days of imposition of any further tax or levy
   pursuant to the Constitution (Forty Six Amendment) Act 1982 give a written notice thereof,
   to the Engineer-in-Charge that the same is given pursuant to this condition together with
   all necessary information relating thereto.
     No additional condition whatsoever will be accepted for turnover tax/sales tax on works
   contract. In case of additional conditions for the payment of such claims by the contractor,
   the tender may be liable to be summarily rejected by the accepting authority.

1.5 BSNL shall deduct statutory taxes and duties like income tax, work contract tax, and
    labour Cess etc. from payments due to the firm as per rules of the central / State
    Government. The certificate for such deductions shall be issued to the firm by the
    Accounts Officer of the concerned Division.

1.6 The basic unit price ( ex-factory ) of goods / services/materials, Excise Duty ,Sales tax,
    freight ,forwarding ,packing, service tax, insurance and any other levies/charges already
    paid or payable by the firm / supplier shall be quoted separately.

   The liability to pay all taxes levies etc shall be of firm and BSNL will not entertain any claim
   what so ever in this respect.

1.7 No Concessional form shall be provided by BSNL.

1.8 The evaluation & comparison of responsive bids shall be done on the basis of Net cost to
   BSNL on the prices of goods offered inclusive of duties & taxes (but excluding CENVAT-
   able Duties & Taxes),Sales Tax, Packing ,Forwarding, Freight & Insurance charges etc. of
   the Bid document. Octroi / Entry tax are not to be included in the composite price and
   hence the same will not be considered for the purpose of evaluation & comparison of
   responsive bids.

2 . VARIATION IN EXCISE DUTY:

2.1 In case of statutory variation in excise duty in respect of Engine Alternator Sets only, within
    the stipulated date of completion of individual agreement, the same shall be paid or
    recovered as per the actual against documentary proof. However, beyond this period
    BSNL will take advantage of any duty reduction but will not pay extra on account of duty
    increase

                                        General Conditions
   1.      The work shall be carried out as per current Indian Electricity Rules & CPWD General
           Specifications for Electrical work.

   2.      The firm shall quote the rates inclusive of all taxes, duties and works contract tax, Labour
           Cess etc for the items other than CENVATABLE items.

   3.      Nothing extra shall be paid to the contractor on account of cartage or handling charges etc.

   4.      The tenders with any condition including conditional rebates shall be rejected forthwith. However,
           tenders with unconditional rebates will be acceptable.

   5.      The tenderer must obtain himself at his own expense all the information necessary for the purpose of
           tendering, inspect the site and acquaint himself with all the local conditions, means of access to work
           and nature of work etc. No claim shall be entertained on this account.

   6.      Any damage done to the building / equipment / installation(s) during execution of work shall have to
           be made good by the firm at its own risk and cost.

   7.      The contractor shall make his own arrangement for T&P for which nothing extra shall be paid by the
           department.

 8.    The contractor shall not sublet the work or part thereof. However, services of specialized agencies
       for specific work can be obtained.

 9.    GUARANTEE & DEFECTS LIABILITY PERIOD :-
           The guarantee shall be valid for a period of 12 months after provisional take over. The contractor
           shall guarantee that all equipments shall be free from any defect due to the defective materials and
           bad workmanship and that the equipment shall work satisfactorily and that the performance and
           efficiencies of the equipments shall be not less than the guaranteed values. Any parts found
           defective during the guarantee period shall be replaced by the contractor without any charge
           whatsoever. The services of the contractor's personnel, if requisition during this period for such
           work, shall be made available free of any cost to the dept.
           The contractor shall depute his representative to the site within 48 hours of notification of defects
           by the department.

 10.   The firm shall submit layout drawings of the complete installation for approval by the Engineer-in-
       charge before execution of work.

 11.   It will be the contractors’s responsibility to make suitable arrangements for testing of all equipments
       / systems as per Departmental standards in the presence of representative of Engineer-in-charge No
       extra claim shall be entertained on this account. The contractor shall provide all test equipments, the
       operating personnel, oil etc. required for testing.

 12.   No additional condition what so ever will be accepted for turnover tax / sales tax on work contract.
       In case of additional condition for payment of such claims by the contractor the tender may be liable
       to be summarily rejected by the accepting authority.

 13.   The department will not issue any forms for Concessional excise, custom duty, octroi, works
       contract tax etc. except form ‘C’ for sales tax on supply of two stage double skin Air washer units.

 14.   ESCALATION / CLAUSE 10CC: The rates during the entire period of the contract shall
       remain firm and final. No claim under clause 10CC shall be entertained.

 15.   All the material will be under the charge of contractor till it is completed and handed over. No
       materials will be removed from site without written permission of Engineer in charge.

 16.   E. M. D.: Firm should specially note that if they do not enclose E. M. D. with their offer as
       prescribed, their offer shall not be considered. Firm has option to deposit EMD in form of Bank
       Guarantee in department attached format (Annexure – I). The amount of earnest money to be
       deposited with each tender is 2% of the estimated cost put to the tender Subject to a maximum of
       Rs. 2 Crores.

 17.   VALIDITY PERIOD OF EMD: The validity period of the EMD shall be kept 30 days
       beyond the tender validity e.g. 90+30=120 days , if the tender validity period is 90 days.

 18.   EXTENSION OF VALIDITY: In case, if the letter of award of work cannot be placed
       within the validity period of the tender, the BSNL can request all tenderers to extend the validity of
       their respective tenders and the EMD deposit by a reasonable period. In such cases, extension of
       validity of EMD by 30 days beyond the extended validity date of tender should also be
       extended.

 19.   SECURITY DEPOSIT: The amount of security deposit is 10% of tendered value. The amount
       of performance bank guarantee deposited will be adjusted from the security deposit. The validity
       period of the security deposit shall be one year from the date of actual completion of work.

 20.   PERFORMANCE BANK GUARANTEE: The contractor is required to furnish bank
       guarantee for an amount equal to 5 % of the contract value on a Nationalised/Scheduled Bank
       (except cooperative Bank) in a standard format within two weeks from the date of issue of award
       letter. The validity period of the performance security in form of performance bank guarantee shall
       be one year from the date of actual completion of work.

 21.   COMPLETION OF WORK: The time allowed for carrying out the work as entered in the
       contract is reckoned from the 10th day after the date on which the orders to commence the work are
       given to the contractor. To ensure good progress of the work during the execution, the contractor is
       bound, in all cases, in which the time allowed for any work exceeds one month (except special jobs),
       to complete 1/8th of the whole of the work before 1/8th of the time allowed under the contract has
       elapsed, 3/8th of the work before ½ of the time has elapsed and 3/4th of the work before 3/4th of such
       time has elapsed. However, for special jobs, if a time schedule has been submitted by the contractor
       and the same has been accepted by the Engineer – in – charge, the contractor shall comply with such
       time schedule.

 22.   COMPENSATION FOR DELAY : If the contractor fails to maintain the required progress
       or complete the work and clear the site on or before the contract or extended date of completion, he
       has to pay the compensation for delay which is limited to 0.5% per week of the work order value for
       the first 10 weeks and 0.7% per week for the next 10 weeks and thereafter subject to a maximum of
       12 % of the order value for the location where the work is delayed and the firm is found responsible
       for the same. Flow chart of the procurement process / contract shall be supplied by the contractor
       and approved by Executive Engineer concerned.

 23.   Firm shall confirm to carry out the work as per NIT conditions.

 24.    TERMS OF PAYMENT:
        No advance payment will be made. The payment terms shall be governed as under.
        Stipulations like levy of interest if payment is not made in specified time is not acceptable
        to the department.
 a.     80% on receipt of equipment at site and after satisfactory physical inspection & verification
        of invoice.
 b.    10% after installation.
 c.     10% after successful completion of trial run / Testing.

 25.   INSPECTION AT CONTRACTOR'S PREMISES:

       The department's authorized representative shall have full powers to inspect drawings of any
       portion of the work or examine the materials and workmanship of the plant at the contractor's
       work or at any other place from where the material or equipment is obtained. Acceptance of
       any material or equipment shall in no way, relieve the contractor of his responsibility for
       meeting the requirement of the specifications but shall have to be replaced free of cost by the
       contractor in case the equipment of work is found defective or of inferior quality.

                               SPECIAL CONDITIONS OF CONTRACT
                                              (FOR A/C WORKS)
1.0     I.S STANDARDS
        The Air Conditioning equipment and installation shall conform to various standards
        amended up to date wherever applicable.

2.0     DRAWING TO BE SUBMITTED FOR APPROVAL
        The contractor shall get the following drawings approved before the start of the
         work:
        A dimensional drawing giving complete details of the erection of the equipment in
        plant room (including condensers, electrical panels and refrigerant piping & details of
        foundations). While deciding layout, future expansion, if any, has to be taken in to
        consideration.
        Electric wiring diagrams for all Electrical equipment including controls showing
        cable sizes and equipment capacities.

3.0     CO-ORDINATION
        Wherever air conditioning work is being carried out by more than one agency, it
        should be the aim of different agencies that on their account the work of other
        agency/agencies is not delayed. Full cooperation and full coordination is to be
        extended during progress of work and at the time of testing by all the agencies.

4.0      COMPLETION DRAWINGS
  (a)   The contractor on completion of the work shall submit three sets of following drawings.
  (b)   Plant installation drawing giving complete details of the entire equipment including foundations.
        Electrical drawings showing cable sizes, equipment capacity, control components and control outlet
        Schematic control drawing giving detailed sequence of operation and notes to explain the operation of
        the control circuit.
        Piping drawing showing all pipes size, valves and fittings.
        Three sets of service manuals of air conditioning plant including salient features of the plant.

5.0     COMPLETION OF WORK
        The work shall be deemed to have been completed after the fulfilment of the following:
  (a)     Physical completion of installation of A.C. system including balancing of air and water circuits
        (wherever applicable) and successful trial run of the A.C. system by the contractor for a period of 7
        days subject to a minimum of 120 hours of running during that period in the presence of representative
        of Engineer-in-Charge.

6.0     INSPECTION AT CONTRACTOR’S PREMISES
        The department’s authorized representative shall have full powers to inspect drawings of any portion of
        the work or examine the materials and workmanship of the plant at the contractor’s work or at any
        other place from where the material or equipment is obtained. Acceptance of any material or equipment
        shall in no way, relieve the contractor of his responsibility for meeting the requirement of the
        specification but shall have to be replaced free of cost by the contractor in case the equipment of work
        is found defective or of inferior quality.

7.0     TESTING
  (a)    Routine tests certificate for package unit as per IS 8148 shall be furnished along with supply of
        equipment.
  (b)   Department reserves the right to depute representative for inspection of material/ equipment and
        witness the test at contractor’s/supplier’s works and the firm shall be required to perform routine/type
        test for each unit.
        Type/model of package unit in the presence of department’s representative. At least one-week notice
        shall be given by the contractor to the department for coming up for inspection and factory test.
  (c)   For micro-vee filters and motors etc., only routine test certificate from manufacturers shall be furnished

  (d)      The contractor shall operate, test and adjust all air conditioning system units, fans, motors, all air
           handling appliances provided in connection with this installation and shall make all necessary
           adjustments of air regulating dampers for the purpose of equalization of the flow of air to each and
           every outlet and inlet.
  (e)      The contractor for approval of engineer-in-Charge shall furnish a carefully recorded detailed record of
           the results of these adjustments.
  (f)     Following tests at site shall be conducted after completion of the plant:
  (i)     TRIAL RUN
          After installation is complete physically and all adjustments as listed above are carried
          out, the plant shall be subjected to trial run. The trial run is to be conducted for a
          period of 7 days subject to minimum running of 120 hours in the presence of
          representative of the Department. During this test performance, all the equipment and
          control system shall be checked. Inside conditions shall also be recorded in this trial
          run. A record of this test shall be submitted to the Engineer-in-Charge who shall
          arrange for capacity testing thereafter.
  (ii)    FINAL PERFORMACE CUM CAPACITY TEST
           This test shall be conducted jointly by the representative of the Engineer-in-Charge
          and user as per standards of the department.
  (iii)    The Department shall have the right to operate all equipment in operating condition
          whether or not such equipment has been accepted as complete and satisfactory.
          Repairs and alteration shall be made at such time as directed by the Engineer-in-
          charge.
  (iv)     In special circumstances, the department may have to use the plant to air
          Condition some areas even before the completion of whole work. The firm shall
          cooperate fully under such circumstances
  (g)     Wherever relaxations are required, these should be obtained from Superintending
           Engineer (Electrical) well before the final performance-cum-capacity test.
           All test equipment, the operating personnel, oil and refrigerant required for testing
          shall be supplied by the contractor.
8.0        OPERATION
          The contractor will provide staff for operation for 120 Hrs Trial run No extra payment
          for this operation will be reimbursed to the firm by the Department except under
          exceptional circumstances. Staff will work under the supervision of the departmental
          officers for proper operation.
9.0       REJECTION OF DEFECTIVE PLANTS
  (a)        If the completed plant or any portion thereof, before it is taken over, be found defective or
           fails to fulfil the intent of the specifications, the contractor shall on receipt of a written notice
           from the Engineer-in –Charge, forthwith make good the defective plant.
  (b)         Should the contractor fail to rectify the defects and or make good the defective plant within
           a stipulated time mentioned in the written notice or replace the plant at no extra cost,
           department may make good, reject and or replace at the risk and expenses of the contractor,
           the whole or any portion of the plant which is defective or fails to fulfil the requirements of
           the contract.
  (c)        All equipment shall be tested as per tender specifications. Where test results indicate
           capacity less than specified in the equipment schedule, the contractor shall pay to the
           Department pro-rata compensation against each item. No compensation shall be payable, if
           the short fall is 3% or less.
10.0      PERFORMANCE GUARANTEE
  (a)      The contractor is required to furnish performance guarantee for an amount equal to 5% of the
           contract value in the form of bank guarantee (of a Nationalized / Scheduled Bank in a
           standard format)/ CDR/FDR/DD within two weeks from the date of issue of award letter. The
           validity period of the performance security in the form of performance bank guarantee shall
           be one year from the date of actual completion of work.

  (b)    Security Deposit In addition to performance guarantee stated above, a sum @ 10% of the
         gross amount of the bill shall be deducted from each running bill of the contractor till the sum
         along with the sum already deposited as earnest money, will amount to security deposit of 5%
         of the tendered value of the work.

NOTE:-WHEREVER DURING PRODUCT APPROVAL, GUARANTEE OF PRODUCT
         IS MENTIONED MORE THAN ONE YEAR, THEN THAT PERIOD WILL BE
         COUNTED FOR PERFORMANCE GUARANTEE AND SECURITY DEPOSIT.

11.0     CHANGES IN SPECIFICATIONS
  (a)    The department reserves the right to make changes in the specifications of the work if in its
         opinion the same is found necessary. However such alterations shall be made after mutual
         discussion and agreement between the department and the contractor. Any price implication
         in this regard shall be mutually discussed and agreed upon, in terms of clause 12 of PWD-8.
  (b)    The department as a matter of principle will not permit modification or alterations by the
         contractor in the design/specification of any equipment/material. However the same can be
         agreed by the department under the exceptional circumstances where:-
  (i)     The same is necessitated due to non-availability of material/component of certain
          specification or make
                OR
  (ii)   Such alterations constitute an improvement in the opinion of the contractor and department.
  (c)    Prior written approval of the department is necessary before undertaking any
         alteration/modification in the specifications of the equipment.

12.0     PACKING, FORWARDING & STORAGE AT SITE
         Before dispatch to site, the equipment/component/materials shall be properly packed so as to
         afford protection against transit damages and damages against storage in open areas either at
         transporter’s premises or at work site. Special care shall be taken in respect of sensitive item
         like heat transfer surface of cooling coils, air-cooled condenser etc. When storage in open
         area is inevitable proper waterproof covering shall be provided to protect damages on account
         of rainwater etc. However, damaged items shall be replaced as per the direction of Engineer-
         in-charge.

13.0     GUARANTEE & DEFECTS LIABILITY PERIOD
  (a)    The Guarantee shall be valid for a period of 12 months after capacity test. The Contractor
         shall guarantee that all equipment shall be free from any defect due to the defective materials
         and bad workmanship and that the equipment shall work satisfactorily and that the
         performance and efficiencies of the equipment shall be not less than the guaranteed values.
         Any parts found defective during the guarantee period shall be replaced by the contractor
         without any charge whatsoever. The services of the contractor’s personnel, if requisitioned
         during this period for such work, shall be made available free of any cost to the Department.
  (b)    The contractor shall depute his representative to the site within 72 hours of notification of
         defects by the department.
  (c)    A joint inspection report will be made by the department representative and representative
         of the firm regarding the nature of defects and remedial action required and time schedule for
         the rectification/ remedial action prepared.
  (d)    In case the contractor fails to depute his representative within 72 hours of notification of
         defects or fails to cause remedial action within a reasonable time as decided in the joint
         inspection, the department may proceed to do so at the contractor’s risk and expenses
         without prejudice to any other right.
  (e)    The following aspects are, however, not covered under the purview of guarantee:
  i)     Consequential losses and damages.
  ii)    Parts subject to normal wear and tear such as V-belts, air filters and electrical contacts.
  iii)   Deterioration or failure of equipment, controls and piping due to corrosive atmosphere.
  iv)    Supply of consumable items like refrigerant, oil etc. unless the loss of Refrigerant/oil is due to
         defective material/workmanship.

14.0     MAINTENANCE
   (a)   The contractor shall provide free maintenance for a period of 12 months after the installation
         is provisionally taken over by the department and attend to any defects that may arise in
         operation of the plant during this period.

15.0     TRAINING OF BSNL PERSONNEL
         The contractor shall arrange to impart the training to the BSNL personnel on the following
         aspects prior to provisional take over of the plant:-
  (a)    Operation of Plant.
  (b)    Gas charging and pumping down of the system.
  (c)    Adjustments of settings for microprocessor controls and protection devices.
  (d)    Preventive maintenance.

16.0     BYE-LAWS, INDEMNITY AGAINST LIABILITIES
  (a)    The contractor shall comply with all bye-laws and regulations of local and statutory
         authorities having jurisdiction over the works and shall be responsible for payment of all fee
         and other charges and giving/receiving all necessary notices and keep the Engineer-in-charge
         informed about the notices issued and received.
  (b)    The contractor shall indemnify the Department against all claim in respect of patent rights,
         Design, trade mark or name of other protected rights in respect of any plant, machine, work or
         materials used for or in connection with the works or temporary works and from and against
         all claims, demands, proceedings, costs, charges and expenses whatsoever in respect of or in
         relation thereon. The contractor shall defend all actions arising from such claims and shall
         himself pay all royalties.
  (c)    License fees, damages, cost and charges of all and every sort that may be legally incurred in
         respect thereof shall be borne by the contractor.
  (d)    All liabilities/penal recoveries on matters arising out of tax/excise/levies such as incorrect
         deductions, discrepancies in the filling up returns, revised assessments by the concerned
         authorities etc. shall be borne by the contractor.
  (e)    It is contractor’s liability to follow all safety procedures in accordance with relevant I.S.
         amended up to date during execution of work at site.

    Subject: - Option for Deposit of Earnest Money in the form of Bank
    Guarantee.
    1 In modification of the existing procedure of Deposit of Earnest Money with each Tender in
      the shape of Cash/Demand Draft/Pay Order, it has been decided by the BSNL to provide for
      an option to the Contractor(s) for depositing Bank Guarantee along with the Tenders
      wherever the amount of EMD is more than Rs.20, 000.
    2 The Bank Guarantee shall be from a Scheduled Bank or from a Nationalized Bank/State
      Bank guaranteed by Reserve Bank of India.
    3 The Bank Guarantee shall remain in force for one year after the period for which the tenders
      are valid.
    4 The value of the Bank Guarantee to be deposited along with each Tender shall be at the
      rates of Earnest Money prescribed by the BSNL from time to time. The Bank Guarantee
      Bond for EMD Deposit shall be as per the Model form at ‘Annexure-1’.

    5 The Bank Guarantee Deposit by the Contractors shall be entered in a register to be
      maintained by the Divisional Officer / Accounts Officer of the concerned Electrical Division
      and the register shall be reviewed periodically and appropriate action to be taken for
      extending/ encashing or release of these Bank Guarantee.

           2.        General
           These specifications set out the basis of design of self contained packaged
           Air Conditioner unit with air-cooled condenser to meet the environmental
           needs of ERP Centre Ground Floor Technical Bldg., ALTTC,GZB.

    SPECIFICATIONS OF AIR CONDITIONING DUCTABLE SPLIT UNIT

    1.0 CABINET

    1.1 The Cabinet should be constructed from best quality sheet steel of thickness as per
    manufacturer design for top, bottom and side panels suitably treated for weather protection,
    corrosion and should be powder coated.

    1.2 Coil and blower section should be insulated internally for both acoustics and thermal
    purpose as per manufacturer design

    1.3 Suitable arrangement shall be provided for lifting/easy handling of machines.

    2.0     COMPRESSOR (Scroll) for 5.5 TR
    2.1      5.5 TR unit having shall be provided with scroll type compressors having independent
    refrigerant circuit each rated.
    2.2      The compressor should be of REPUTED make hermetic sealed type.
    2.3     Compressor should be suitable for operation on R-22.
    2.4     Compressor Motor should be suitable for operation on 415V + 10% variations, 50Hz 3-
             phase AC supply.
    2.5     Compressors should be installed on spring mounted floating platform/rubber pads or
            manufacturer’s recommended approved mounting.
    2.6     Overload protection should be provided in compressor.
    2.7     Gauge Ports should be provided at appropriate location to measure suction and
            discharge pressures.


    3.0     EVAPORATOR SECTION
    3.1     Evaporator Coil.
    3.1.1   For 5.5 TR units Evaporator coil should be of 5.5 TR rating of AC unit.
    3.1.2 Evaporator coil should be constructed out of copper tubes as per manufacturer design
    expanded on to aluminium fins to give a good mechanical bond for maximum heat transfer.
    3.1.4 A condensate drip tray of stainless steel construction of suitable thickness along with a
    Special plastic pipe to drain out condensate water should be provided.
    3.2        Blower Section
    3.2.1 Total static pressure should be 25mm of WG. To confirm static pressure of blower 25
    mm of WG, it should be measured between inlet and outlet of blower i.e across the blower.
    Blower fans should be statically and dynamically balanced.
    3.2.2 Airflow should be constant under all operating modes so that uniform air distribution is
    maintained.
    3.2.3   Fan Motor Assembly
    a)     Fan should be driven by a weather proof electric motor suitable for operation on 415V
    + 10% variation 3 phase, 50 Hz AC supply. The motor housing should be of IP 55 grade.

    b) The fan should be directly coupled/belt driven having a maximum speed of
          1400 r.p.m. (cocked V belts are to be used for better efficiency & control)
    4.0      REFRIGERANT PIPING
    4.1    There should be self-contained independent refrigerant circuits in each 5.5 TR air
    conditioner. A totally independent piping hook up of compressor-evaporator and air-cooled
    condenser .

    4.2      Refrigerant circuit should be suitable for operation on R-22 and should include
    the following items:-
    a)Thermostatic Expansion Valve with external Pressure equalization.
    b)       Removable liquid line drier/filter with hand shut off valves.
    c)       Liquid Line Sight Glass with Moisture indicator.
    d)       Suitable charging valves.
    e)       Liquid Receiver with safety valve-purge valve and manufacturer calibrated.
    f)       Suction and discharge valves for isolation of each Compressor.

    4.3      The serviceable/removable components should have union connections for
             easy removal/assembly.
    4.4       All pipe work should be carried out with refrigerant quality copper tube and where
    bends are required these should be completed using either a proprietary bending tool or radius
    fittings. The minimum thickness of pipe should be as per manufacturer design.


    5.0      ELECTRICAL SYSTEM
    5.1      The Electrical power system should confirm to relevant I.S standard.
    5.2      Within the panel individual power loads should be distributed equally
             across the three phases.
    5.3      All individual wires should be of copper and colour coded or should be
             numbered at their point of termination to facilitate servicing.
    5.4      Low voltage control wiring and power wiring should be segregated from
             each other.
    5.5      The following should be incorporated.
    1.       Contactors for motors of suitable rating.
    2.        Electronic Overload Protection against Overload, Phase Loss & Reverse Phase
               Sequence and sensing negative sequence components for individual 3 phase motor.
    5.6      Microprocessor Panel
    The following should be incorporated in the microprocessor panel:-
    a)       Each compressor ON and OFF.
    b)       Evaporator fan ON and OFF.
    c)       Each condenser ON and OFF.
    d)       HP cut out for each compressor.
    e)       LP cut out for each compressor.
    f)       Reset Push button in case of alarm.
    g)       Protection of compressor motor from single phasing, over load and phase reversal.

    h)     The electronic temperature sensor ensures precise control of temperature.
    i)     The microprocessor controller displays trip conditions enabling quicker identification of
           faults and remedial action.
    5.7    Automatic restart of compressors.
    5.8    Measuring instruments:-
           Each compressor should have suction and discharge pressure gauges.


    6.0    AIR COOLED CONDENSER
    6.1    For Ductable air conditioner unit there should be air-cooled condenser units,
           having a matching heat rejection duty.
    6.2    Each condenser unit should incorporate the followings:-
    (a)    A heat rejecting coil block constructed from copper tubes expanded on to
           straight aluminium fins as per manufacturer design.
    (b)     Propeller fans should be provided for each condenser unit and should be
           selected for low speed quiet operation. The fan should be directly driven by a
           motor of speed as per manufacturer design and constructed from sheet and cast
           aluminium.( The speed should vary depending upon the ambient temperature
           and discharge pressure.)
    6.3    The condenser should be vertical mounting type with horizontal throw of air,
           having suck through arrangement ensuring even air flow over the coil block.
    6.4    All the foregoing items should be factory assembled with body made out of
           suitable thickness as per manufacturer design and Powder Coated.
    6.5    The entire assembly should be supported by a corrosion treated frame.

    7.0    CONTROLS
    Following controls should be provided: -
    1.     High pressure trip-Auto- reset ( for each compressor)
    2.     Low pressure trip-Auto-reset (for each compressor)
    3.     The thermostat to control the operation of the unit.
    The unit shall trip if operated on HP or LP trip for more than three times.

    8.0     SAFETY INTERLOCKS
    8.1    Interlock between condenser fan motor and compressor motor to prevent
           starting of compressor without condenser fan in operation.
    8.2    Condenser fan should stop along with compressor.
    8.3    Provision should also be made to operate the evaporator fan without the
           operation of condenser and compressor.
    8.4    TIME DELAY of minimum three minutes should be there for restart of
           compressor.

                                              SECTION – III
                                        ELECTRICAL WORK
    ELECTRICAL WORK

    4.0      Scope
    This section sets out the basic requirement for switchboards, electrical power wiring to
    individual motors and other equipment, control circuit wiring and earthing etc.

    4.1     General
    4.1.2    Unless otherwise specified particularly the entire equipment should be suitable for
    operation on 415 volts/240 volts, 50Hz earthed neutral, 3/single-phase alternating current
    system as may be required.

    4.1.3 All components, accessories, raw material and finished parts used in manufacture and
    assembly of switch boards, power and control circuit wiring and earthing system should comply
    with the relevant Indian Standards amended up to date. Where Indian Standards do not exist
    British Standards should apply.

    4.1.3 The entire work should comply with Indian Electricity rules and C.P.W.D. general
    specifications for electrical work. Particular care should be taken to ensure compliance to I, E
    rules 41, 45, 51 and 61.

    4.2      Switch Board
    4.2.1 The switchboard should be floor mounted, front operated, free standing, totally
    enclosed. Compartmentalized cubicle type, rigid construction with not less than 1.6-mm thick
    (16-gauge) M.S. sheet or as specified in tenders with angle iron framework. All bolts, washers,
    nuts and screws should be adequately galvanized. The design should include all provisions for
    safety of operating and maintenance personnel.

      4.2.2 Bus Bars should be of high conductivity Aluminum with adequate cross sectional areas
    (refer table below). The cross section of neutral busbar should be not less than the half the cross
    section of the phase busbar. Bus bar should be sleeved suitably. Bus bars should be adequately
    supported on insulators to withstand the maximum short circuit stresses likely be encountered.
    The insulating material should be resin cost non-carbonizing type and should be impervious to
    moisture.

    Note: -

    4.2.3 Clearance for air insulated bus bars and bus bar connections should be not less than 32
    mm for phase to phase and 26 mm for phase to earth.
    4.2.4 For tap off connections P.V.C. insulated wires may be used for current ratings upto 100
    amps. For higher current ratings solid conductors/strip suitably insulated with P.V.C.
    sleeve/tape should be used.
    4.2.5 The moulded case air circuit breakers should be conforming to relevant I.S.
    4.2.6 Circuit breaker should be provided with handle and be complete with over load and no
    volt coil. The panel which houses air circuit breaker should be provided with indicating lamps
    for indicating ON AND OFF position of circuit breaker and voltmeter and ammeter of
    approximately 100mm x 100mm size with selector switches and control fuses for potential
    circuits and current transformers for    ammeter. An arrangement should also be provided for
    termination of cables on to this circuit breaker panel. Doors should not open during ON
    position of switches/breakers.
    4.2.7 In the case of cubicle type switchboards, cable chambers of adequate dimensions
    should be provided for entry of cables from different circuits. Connections from the individual
    components should be extended to the cable chamber so as to facilitate connecting up outgoing
    circuit to terminations from different components. The arrangement should be so provided that
    it would not be necessary to shut down any healthy circuit in the event of a maintenance work
    becoming necessary on a defective component/circuit. Such cubicle chambers should be of
    adequate dimensions to permit cables to be suitably clamped with adequate clearances. The
    physical layout of cable chambers should be decided mutually.
    4.2.8 Flush mounting type voltmeter and ammeter with current transformers and selector
    switches should be provided in the main incoming feeders.
    4.2.9 The voltmeter and ammeter should conform to I.S.1248 direct acting Electrical
    Indicating Instruments with higher than 1.5 class index.
    4.2.10 Provision should be made for earthing of the switchboard frame by 2 independent
    earthing plugs.
    4.2.11 Adequate lifting facilities should be provided for each shipping section to facilitate
    handling and transport.

    4.3     Power Wiring
    4.3.1 Power cables should be laid in racks or trays suspended with hangers as required. No
    trenches should be made in floors for this purpose. Where two or more cables are laid together,
    the cables should be properly de-rated.
    4.3.2 When cables pass through pipes, wooden bushes should be provided at both the ends.
    When cables are required to pass through floors or walls, pipe inserts should be provided and
    openings sealed in approved manner.
    4.3.3 The power cables should terminate at either end in squeezed gland with cable sockets. The
    cable conductors should be crimped in to the cable sockets.

    4.4     Control Wiring
    4.4.1 Control circuit wiring should be carried out with 250 volts grade PVC insulated armored
    multi core copper conductor cables.
    4.4.2.1 Control cables should be of adequate cross sections to restrict the voltage drop but each
    conductor should be not less than 1.5 sq. mm.
    4.4.2.2 Runs of control wires within the switchboard should be neatly bunched and suitably
    supported/clamped. Means should be provided for easy identification of the control wires by
    means of labeled ferrules.
    The control wiring should correspond to the circuit/ sequence of operations and inter locks as
    required for satisfactory performance of the plant.

    4.5      Earthing
    4.5.1 In accordance with Rule 61 of IE Rules, metallic frame of all medium voltage
    equipment/supporting frames should in all cases be connected to 2 separate and distinct earth.
    The size of such earth wires should be not less than 4-mm G.I. wire.
    4.5.2 The main double earthing will be extended by the department in the main incoming
    panel along with main incoming feeder and further looping of entire installation from main

    panel with G.I. strip/G.I. wire is to be done by the firm as per the instructions of the English-in-
    Charge.

    4.6      Testing
    4.6.1   Before commissioning, the installation should be subjected to the following tests.
    4.6.2   An insulation resistance test with a 500 volts megger.
    4.6.3   Earth resistance continuity test.
    4.6.4   Cables continuity test.
    4.6.5   All results of such tests should be furnished to the English-in-Charge.
    4.7      Painting
            Entire steel work should undergone process of degreasing, pickling in acid, cold rinsing,
            phosphatising, passivating, spread with a high corrosion resistant primer and than finally
            finished with two coats of approved colour and quality of synthetic enamel paint.
