Minutes of November 17, 2011

A. Public Comments/ Announcements
Steven Jackson announced there will be an event hosted by SCOE on Wednesday, November 30,
4:00-6:00pm exploring what it means to be “college and career ready” in the 21st century. The
presentation will be followed by a panel discussion featuring local business and education leaders.
The free event will be held at Redwood Credit Union in Santa Rosa. Flyers about the event can be
found at www.scoe.org
Matt Martin announced that Social Advocated for Youth (SAY) will be hosting a barbeque at 1243
Ripley Street in Santa Rosa on December 8th at 7:00 pm to increase awareness of homeless youth
in Sonoma County. There are over 700 youth on the street every night and a meal in the cold is a
way to show how some youth live. Parkas and warm attire are suggested. The cover charge for
the event is a pair of new socks. The shelter will be open for tours during the barbeque and
everyone is welcome.

Deferred the minutes to the next Youth Council meeting due to lack of quorum.
II. Presentation by Youth Program Service Provider
A. Petaluma People Services – Barbara Welch
This item was rescheduled.
B. Summer Search – Ryan Cooney
Summer Search began in 1990 and now has seven sites. Their belief is that college is a great
option but there are other avenues available to youth. They provide mentoring, (long term),
accountability, scholarships to life changing programs (for self confidence), internships, and work
with kids on the college process. They work with youth in post secondary and high schools.
Alumni of the program were surveyed and each of them is in a leadership role in an agency where
they live. Funding for the program is 100% private and provided by individual donors,
foundations and corporate sponsors. It is run by local boards that cover the operating costs so the
money goes mostly straight to the kids. Most alumni have also donated to Summer Search to help
continue the program. Summer Search provides service in Marin, Sonoma and Napa counties and
helped 128 students in the North Bay last year.

III. Youth Council Chair and Chair-Elect Nominations
Karen Fies explained that Bill Nordskog has been the Youth Council Chair for two years and that his
term expired June 30th. At the next meeting where we have a quorum we would like to have a motion to
extend Bill’s position as Chair until June. Nominations for the next Chair-Elect were taken from the
floor. Dan Blake was nominated. As there were no further votes he is the only candidate for Chair-
Elect. We will look for a motion and vote on this in January.
IV. 2012-2013 Sonoma County Youth Ecology Corps
Bill Nordskog and Karen Fies provided an update on the Sonoma County Youth Ecology Corps. The
two youth programs (year round and summer) are merging and a new RFP is being developed for the
program. The RFP will be released December 8th, the Bidders Conference for this program will be held
on December 15th. The Bidders’ Conference is mandatory this year, and will be the last day questions
about the bidding process will be answered. The questions and answers from the Bidders Conference
will be posted on-line for public viewing. Notice of this process will be sent out to everyone on our
current RFP list and listed in the Press Democrat newspaper as a public announcement. There is an
informational item in the process about aligning activities with upstream that will allow for bonus
points. Marla will be at the Bidders’ Conference to explain what Upstream is as well. Bids will be due
January 19th. Funding recommendations will be made at the February 23rd Youth Council Executive
V. Staff Reports
Karen Fies announced that Dan Blake of Sonoma County Office of Educations was chosen by the WIB
to receive the Spirit of Sonoma County Award this year.
Scott Kincaid announced that the WIB will have a Strategic Planning Meeting on December 14th. The
meeting will include presentations and a discussion of ideas on developing a strategy for the WIB for the
future regarding workforce development. The WIB does not want to duplicate efforts being done by
other initiative or boards but wants to be the group that captures those initiatives that affect job
development for both youth and adults.
Bill Nordskog reported that he has been trying to recruit some Santa Rosa Chamber members to serve
on the WIB.
Karen Fies informed the group that the WIB website has been updated. Members were asked to review
their personal information from the roster and update it as appropriate.
Discussed meeting attendance as there needs to be a quorum at the meeting to approve items. Bill
Nordskog said he would call some of the members who are not attending on a regular basis and remind
them that we need their support.
