Overview of the New Rebates

Lighting Efficiency
New Rebates Include:
• Premium efficiency electronic ballast
• Delamping
– T12 T8
– T8 T8
– Includes delamping to Super T8
• 400w HID 5- and 6- lamp T5HO • 1000w HID multi-lamp T8 or T5HO
Premium Efficiency Electronic Ballast
• $1.50 per ballast • Replace magnetic or standard electronic ballasts to qualify • Rebate is in addition to the amounts the customer receives for retrofitting T12 or T8 systems • Can be any ballast factor • Only one rebate per fixture will be paid • Same ballast requirements as Super T8 systems

Delamping
• $8 per fixture • Available for T12, T12HO and T8 retrofits only (2-, 3- and 4-lamp systems may qualify) • Rebates are based on the permanent removal of the equivalent of at least one 4' lamp from an 8', 4' or 2' fixture as a result of a retrofit

• Permanent removal of existing ballast(s) and sockets is required • T12 or T8 T5 systems not covered
Delamping
• Systems in which more than 50% of the lamps have been removed are not eligible
• Customer must sign delamping statement on the new application in order to receive rebate (statement confirms permanent removal of lamps) • Rebate for reflectors no longer available
• Verification
400w HID to 5 & 6-lamp High-bay T5HO
• $75 per fixture for 4- and 5-lamp systems • $40 per fixture for 6-lamp • Similar requirements as the current 4-lamp highbay T5HO rebate • Performance criteria requirements have been changed for both high-bay T8 and T5HO rebates
– 6-lamp: Total fluorescent fixture wattage is <360w – All others: Total fluorescent fixture wattage changed from <240w to <300w – Fixtures must have reflectors to qualify
1000w HID to Various High-bay T8/T5HO Combinations
• $125 per equivalent fixture • Qualifying fixture sizes include:
– 4 ft., 8- to 14-lamp high-bay T5HO systems – 4 ft., 12- to 18-lamp high-bay T8 systems
• New total fixture wattage must be less than the existing fixture wattage • Performance criteria requirements include
– Total fluorescent fixture wattage <850w – Initial Lumens >=40,000 – Fixtures must have reflectors to qualify

Recommissioning Changes
• kWh rebate rate has increased from $0.0175/kWh to $0.525/kWh • Determined that rebates were not equitable on kW vs. kWh basis • Several projects that had kWh savings but not significant demand savings would not get full reimbursement of study
EMS Program
• Offers rebates for installing equipment that controls and reduces a building’s energy usage. • Two part program • Provides incentives for on-peak and offpeak energy conservation • On-peak rebated at up to $400/kW • Off-peak rebated at up to $0.525/kWh
EMS Program
• On-peak savings
– 2-6pm, Monday-Friday, June-September
• Off-Peak
– All other times, including Saturday and Sunday
EMS Program
• What is covered
– New EMS system where none existed before – Replacing a non-functioning EMS – Adding functionality
• What is not covered
– Replacing an obsolete, but functioning system – Duplicating existing system functionality
• Note: Must demonstrate how new system saves over existing system
EMS Program
• Pre-approval required for all projects
• Must pass TRC
– Benefits/Costs>1.0
• Payback between 1 and 7 years
• Confident about persistence
– Pre and post verification – Annual verification to monitor program performance
Cooling Program
• Addition of Air Cooled Chillers to program • Baseline: 10 EER when rated at ARI conditions • Rebates: $8/ton and $2/ton per incremental 0.1EER above baseline • Retroactive to 5/1/07 • Working on revising the centrifugal chiller rebate so efficiency is calculated at Colorado ‘design conditions’ instead of ARI.
