   MINUTES OF THE PARISH COUNCIL MEETING HELD 8th
                     JULY 2010

Present: Councillors M Willis, Mrs A Frost, R Frost, J Bayley, Mrs J Parkin.
In attendance: Sgt. Jonathan Day, Cllr John Colley.

41/10         TO ACCEPT APOLOGIES FOR ABSENCE
              Cllrs D Jones and M Padgett

              Resolved that the apologies be accepted.

42/10         DECLARATIONS OF INTEREST IN ITEMS ON AGENDA
              There were no declarations of interest.

43/10         TO RECEIVE SUCH ITEMS THAT THE CHAIRMAN MAY WISH TO
              LAY BEFORE THE COUNCIL

              No items.

44/10         TO CONFIRM THE MINUTES OF THE MEETING HELD 10th June 2010

              Resolved that with the minutes of the 10th June be accepted as a correct record.

45/10         TO REPORT ON MATTERS ARISING NOT ON THE AGENDA FOR
              INFORMATION ONLY
              1) The updated Standing Orders had been copied and circulated to Councillors.
              2) AON had agreed to provide a quote for increasing the Indemnity aspect of the
                 insurance cover subject to a form being completed.

              Resolved that the necessary action be taken.

46/10         TO AGREE THAT MEMBERS OF THE PRESS AND PUBLIC BE
              ASKED TO LEAVE THE MEETING FOLLOWING AGENDA ITEM 16

              Resolved that members of the press and public be asked to leave the meeting
              following item 16.

47/10         TO RECEIVE THE POLICE REPORT
              Sgt. Day reported that 16.5 hours had been worked in the Parish during the month
              of June. There had been 1 theft from a vehicle at Woolley Services; 1 theft from
              property being built in Woolley Grange; 2 anti social behaviour calls; 2 drivers
              given fixed penalty speeding notices and a number warned; Officers had again
              completed high visibility patrols in and around the area and in relation to vehicle
              nuisance and fly-tipping. In total over the last year 21 fixed penalty tickets had
        been issued and 18 drivers warned. The Neighbourhood Policing Team is also
        giving the area additional cover during their normal duties.

        Resolved that Sgt Day be thanked for his report. He was handed the cheque for
        the next instalment of the SAFE scheme. Questions were raised about HGV’s
        speeding in the area.

48/10   TO DISCUSS PROGRESS ON WOOLLEY GRANGE NOTICE BOARD
        The Notice Board had now been delivered and Brian Wilson asked to fit it.

        Resolved that this item remain on the agenda until the Notice Board has been
        fitted and ready for use. Cllr Bayley was thanked for his assistance in taking
        delivery.

49/10   TO UPDATE ON GROUNDS MAINTENANCE AND HANGING
        BASKETS
        The hanging baskets were now in situ.
        Unfortunately, the silver birch had still not been pruned.

        Resolved that Earnshaws again be requested to prune that tree as soon as possible.

50/10   TO DISCUSS FINANCIAL MATTERS
        i)      Approval of payment of accounts.
        Clerk Salary and postage                            £ 88.40
        Clerk salary increase (back-pay)                    £ 15.84
        Cultrix – domain renewal                            £ 37.25
        HMRC – tax                                         £114.00
        Printforms – newsletter                            £173.00
        Police SAFE scheme                                £1,250.00

        Resolved that the above payments be approved.

        ii) Approval of Parish Council Quarter Balance Sheet

        Resolved members approved the balance sheet as a correct record of Parish
        Council finances and initialled the statement. The Notice to Electors who may
        wish to exercise the right to inspect the accounts had been posted on the Notice
        Boards following the last meeting.

51/10   TO RECEIVE ITEMS OF CORRESPONDENCE
        i) Cllr David Jones had conducted a site visit in relation to the siting of the
        memorial bench and recommended it be sited at 90 degrees to the existing bench
        and up against the trees so as not to encroach on the playing area. RESOLVED to
        write to those concerned with this proposal and requesting the bench is properly
        sited, safely fixed down and maintained by the family in the future.
        ii) WYLCA – letters re election of Parish representative on WMDC Standards
        Committee; Notice of Joint Annual Meeting; Training Conference in September.
        iii) WMDC re 2011 Census Councillor Handbook
        iv) Pontefract Town Centre Partnership – invite to event on 28th July
        v) WMDC Street Design Guide – Cllr A Frost to read the document and respond
        if appropriate.
        vi) VOX – asking to attend a meeting to update Councillors on their work –
        suggested September meeting for 10-15 minutes.
        vii) Leukaemia Research asking to use Village Green as watering point for their
        bikathon on October 3rd - Agreed

        Resolved that the correspondence be received and actions noted.

52/10   TO DISCUSS NEXT EDITION OF THE NEWSLETTER

        The Newsletter was now printed and handed to the Chairman for delivery.

        Resolved to include a contact number for the Neighbourhood Police Team in the
        next edition.


53/10   TO DISCUSS PLANNING APPLICATIONS
        Circulated. The property on Seckar Lane where trees were being removed had
        been taken up by the Clerk and Councillor Colley. Further information awaited
        but it seems the trees are not protected.

        Resolved that planning applications are noted.

54/10   TO DISCUSS PARISH MATTERS

        a) Woolley Grange
        An issue raised about noise from the Post Office pub carrying across the area.
        Barnsley Council to be contacted by those affected. The Residents meeting on
        15th June was well attended and the Parish Council Chairman was present. Cllr
        Bayley reported there had been a meeting of the Spoil Tip Liaison group.
        Complaints about HGV’s speeding, every lorry has to be booked in so the group
        are to be provided with a monthly list of numbers. The estate looks well and is
        ahead of completion date for last phase. Christmas Tree provision discussed.

        b) Haigh
        It was reported that the potholes had been attended to.

        c) Woolley Village
        Issues already covered in Cllr Colley’s report.

55/10   TO AGREE ITEMS FOR THE WEB SITE
        Resolved that the June minutes, the Police report and Neighbour Police Team
        contact number are put on the web site together with the Newsletter.


56/10   TO AGREE DATE AND TIME OF NEXT MEETING
             The next meeting will be held on Thursday 9th September at 7.30pm in The
             Village Hall, The Green, Woolley.

                      NOTES OF PUBLIC SESSION HELD
                               8th July 2010

There were 6 members of the public present.

A resident again raised the issue of the access road to the rear of Haigh Lane and
provided a copy plan.

RESOLVED that the plan be sent to YLCA for further advice. However, the resident
would need to seek his own legal advice as the YLCA were acting for the Council.

Cllr Colley asked to address the meeting and reported on gritting, grass verge cutting,
Christmas trees, location of play area at Woolley Grange - Police had objected to
Bovis’s first suggested location on safety grounds, a second location was rejected by
Planning and a third by the residents. It is understood the planning permission may now
be rescinded.

A resident raised an issue of a retaining wall on Water Lane and tree growing out of the
gulley. Cllr Colley agreed to raise.

Cllr Colley was thanked for his report.
                       WOOLLEY PARISH COUNCIL
          NOTES OF ACTION TAKEN UNDER CHAIRMAN’S ACTIONS
             BETWEEN MEETINGS FOLLOWING THE MEETING
                            8th July 2010


Cllr Colley produced a copy of a Planning Application for a Wind Turbine at Beacon Hill
Farm which had not previously been before the Council. As there was no meeting until
September and objections had to be made by 23rd July it was

RESOLVED that

    i)        Councillors would submit objections in a personal capacity.
    ii)       The Clerk would contact WMDC to find out whether a late objection could be
              submitted and she would report back to Councillors by email.

Following contact with WMDC it was discovered a decision would be made on 6th
August. The Chair then agreed to an email correspondence with Councillors and should
the majority wish the Parish Council to object the Clerk would submit a letter of
objection on behalf of the Council. All Councillors agreed and Cllr Robert Frost and the
Clerk drafted a letter of objection which was approved by all Councillors by email. This
was submitted on 19th July.
