YOU'VE HEARD A LOT ABOUT SWING STATES AND THE YOUTH VOTE. WELL, HAVE WE
GOT A STORY FOR YOU, STEVEN FABIAN CAUGHT UP WITH NBC NEWS REPORTER
LUKE RUSSERT WHO'S BEEN TRACKING THE YOUTH VOTE. CHECK IT OUT!

STEVEN: AT ONLY 22 YEARS OLD, LUKE RUSSERT IS ONE OF THE YOUNGEST
CORRESPONDENTS IN NETWORK NEWS.

STEVEN: HE’S THE SON OF THE LATE NBC NEWS JOURNALIST AND "MEET THE
PRESS" MODERATOR, TIM RUSSERT.

STEVEN: LUKE JOINED NBC NEWS TO COVER YOUTH ISSUES DURING THIS
PRESIDENTIAL ELECTION AND NOW, HE'S TRAVELING ALL OVER THE COUNTRY
TALKING WITH YOUNG PEOPLE ABOUT WHO THEY WANT FOR PRESIDENT.

STEVEN: HEY LUKE, THANKS SO MUCH FOR HANGING OUT WITH US TODAY. FIRST
QUESTION, IN THE PAST ELECTIONS THE YOUTH VOTE HAS SORT OF FLOPPED WHEN
IN COMES TO CRUNCH TIME. DO YOU THINK THE SAME THING WILL HAPPEN THIS
YEAR?

LUKE: YEAH I THINK IT WILL BE DIFFERENT. THERE IS A RISE IN YOUTH
VOTING IN 2004. THERE WAS A RISE IN THE MIDTERM ELECTIONS IN 2006, AND
THERE'S BEEN A RISE SO FAR IN 2008.

STEVEN: SO DO YOU THINK THE YOUTH VOTE COULD BE THE DECIDING FACTOR IN
THIS YEAR’S ELECTION?

LUKE: EVEN IF YOU DON’T THINK POLITICS CONCERNS YOU, EVEN IF YOU THINK
ONE VOTE, WHAT'S IT GONNA DO, LOOK AT FLORIDA IN 2000. BUSH WON BY 537
VOTES, IF 538 HIGH SCHOOL KIDS IN FLORIDA HAD DECIDED TO REGISTER AND
PERHAPS DECIDED TO VOTE FOR AL GORE, HE WOULD HAVE BEEN PRESIDENT. SO
YOUR VOTE DOES MATTER.

STEVEN: AND YOU RECENTLY VISITED THE CAMPUS OF UNIVERSITY OF VIRGINIA.
FIRST, TELL US ABOUT THAT AND THEN WHY DID YOU CHOOSE VIRGINIA?

LUKE: WELL VIRGINIA ITSELF RIGHT NOW, FIRST THE FIRST TIME IN A LONG
TIME IS CONSIDERED A SWING STATE, MEANING THAT SENATOR OBAMA AND
SENATOR MCCAIN ARE NECK TO NECK IN THE POLLS. WE WANTED TO GO TO UVA
WHICH IS CONSIDERED A CAMPUS THAT’S DECENTLY REFLECTIVE OF THE ENTIRE
STATE TO SORT OF SEE WHICH WAY COLLEGE KIDS WERE LEANING.

LUKE: IN HIS THIRD YEAR AT THE UNIVERSITY OF VIRGINIA EVAN MORRIS KNOWS
THE IMPORTANCE OF SHOWING UP FOR CLASS.

LUKE: AT SCHOOL IN A SWING STATE, THE OBAMA AND MCCAIN CAMPAIGNS ARE
WONDERING IF YOUNG PEOPLE LIKE EVAN WILL ALSO SHOW UP TO VOTE.

LUKE: HE SAYS HE'LL CAST A BALLOT IN NOVEMBER BUT IS STILL UNDECIDED
FOR WHOM.

(SOT: ) “The reason I'm still undecided is because I actually haven't
done enough research yet.”

LUKE: COLLEGE STUDENTS ACROSS VIRGINIA ARE TURNING OFF REALITY TV AND
HAVE TUNED IN TO THE REAL LIFE AMAZING RACE.

(SOT: ) “Dead heat, a new NBC poll showed the candidates essentially
tied.”

(SOT: ) “You've got who's for Obama and who's for Mr. McCain.”

LUKE: EMILY POE IS AN ASSOCIATE EDITOR AT UVA'S STUDENT NEWSPAPER.

(SOT: ) “Students are excited, they’re ready to vote and ready for
November.”

LUKE: YOUNG VOTERS HAVE PROVEN UNRELIABLE IN PAST ELECTIONS BUT COULD
BE A KEY TO VICTORY IN VIRGINIA.

LUKE: SINCE JANUARY THERE HAVE 283,000 NEW REGISTERED VOTERS HERE ON
THE BLOCKS IN VIRGINIA OF THAT 283, 62% ARE UNDER THE AGE OF 35.
EXPLAIN HOW THAT STATISTIC WILL HAVE AN IMPACT ON THE 2008 PRESIDENTIAL
ELECTION?”

(SOT: Larry Sabato) “The fact that so many of these new voters are
young is a very good sign for Obama and one reason why he can be
competitive in a state that’s been red since 1964.”

LUKE: THE UNIVERSITY OF VIRGINIA IS A SCHOOL FOUNDED ON THE IDEALS OF
JEFFERSONIAN DEMOCRACY.

(SOT: ) “With the economy being so bad, a lot of us are worried about
jobs.”

LUKE: THE POLITICAL DEBATE CAN BE SEEN ACROSS THE GROUNDS WHERE
STUDENTS ARE ENGAGED IN AN ELECTION LIKE NEVER BEFORE.

(SOT: Dan Keyserling) “I think the last four years have given students
a real sense of empowerment and that there vote can matter and who
becomes president can matter.”

(SOT: ) “Are you all registered to vote?”
LUKE: WHAT MANY SEE AS AN EARLY EDGE IN ENTHUSIASM, VIRGINIA VOTERS
UNDER TWENTY NINE CAST MORE THAN DOUBLE THE BALLOTS IN THE DEMOCRATIC
PRESIDENTIAL PRIMARY THAN THOSE TALLIED FOR THE REPUBLICAN CANDIDATES.

(SOT: Liz Emanuel) “Our campaign has always been about neighbors
talking to neighbors, friends talking to friends, people you trust
talking to people you trust, and I think that’s the best way to get the
message across and talk about the change that Senator Obama is going to
bring.”

LUKE: MCCAIN SUPPORTERS SAY VIRGINIA HASN'T BACKED A DEMOCRAT FOR
PRESIDENT SINCE 1964 AND THEY BELIEVE THEIR VICE PRESIDENTIAL PICK
SARAH PALIN WILL HELP COURT COLLEGE KIDS.

(SOT: Stuart Stump) “I think that the more they look at the issues. The
more that that happens. The more they are going to realize that they
want to vote for John McCain on November 4th.”

FOR EVERYONE. SO WHY DO SOME PEOPLE SAY WE NEED THIS?

(SOT: Ben Bernanke) “I believe if the credit markets are not
functioning, that jobs will be lost, the unemployment rate will rise,
more houses will be foreclosed upon.”

HANNAH: BOTH FEDERAL RESERVE CHAIRMAN BEN BERNANKE AND TREASURE
SECRETARY HENRY PAULSON BELIEVE THAT A BAILOUT OF THE CREDIT MARKETS,
THOSE INSTITUTIONS THAT LEND AND BORROW HUGE AMOUNTS OF MONEY EVERY
DAY, WILL WORK.

HANNAH: SO WHAT EXACTLY ARE THEY PROPOSING? WELL, BASICALLY TRY AND
THINK OF THE ECONOMY RIGHT NOW AS BEING TIED IN A BIG KNOT. AND ON ONE
HAND YOU’VE GOT BUSINESSES WHO NEED MONEY TO KEEP OPERATING. SO THEY
TRY AND BORROW MONEY. SO THEY’RE PULLING ON ONE SIDE OF THE STRING.

HANNAH: AND ON THE OTHER SIDE   YOU HAVE BANKS OR OTHER LENDERS WHO
AREN'T REALLY WILLING TO LEND   OUR MONEY RIGHT NOW BECAUSE PEOPLE
HAVEN’T BEEN PAYING THEM BACK   LATELY. SO YOU’VE GOT THESE TWO SIDES
PULLING ON THE STRING AND THE   WHOLE SYSTEM FREEZES UP.

HANNAH: SO HOW DO YOU GET THE KNOT UNTANGLED? SOME THINK THAT IF THE
GOVERNMENT AGREES TO BUY UP THE BAD LOANS THE BANKS GAVE OUT, THE BANKS
WILL THEN BE ABLE TO MAKE ADDITIONAL LOANS.
HANNAH: AND ONCE THE BANKS CAN LEND OUT MONEY AGAIN, BUSINESSES CAN
EXPAND AND EVEN ORDINARY PEOPLE CAN BORROW MONEY AND THE ECONOMY CAN
GROW.

HANNAH: BOTH PAULSON AND BERNANKE BELIEVE THAT IF WE DON’T DO ANYTHING,
BOTH SIDES WILL CONTINUE TO PULL ON THE KNOT, MAKING THE PROBLEM WORSE.

HANNAH: THIS COULD MEAN IT WILL BE HARDER TO GET A STUDENT LOAN, HARDER
TO GET A CREDIT CARD TO BUY A NEW PAIR OF JEANS AND IT ALSO MAKES IT
HARDER TO BORROW MONEY TO PAY FOR EVERYDAY EXPENSES.

HANNAH: AND WHEN PEOPLE AREN'T BUYING THINGS, THE ECONOMY SLOWS DOWN
AND SOME COULD LOSE THEIR JOBS.

HANNAH: AND THAT’S WHY BOTH MEN ARE ON CAPITOL HILL THIS WEEK, THEY’RE
TRYING TO CONVINCE CONGRESS THAT THIS IS A GOOD IDEA.

ALI: IT HASN’T BEEN GOING SO WELL, THEY’RE GETTING A LOT MORE THAN JUST
PUSHBACK FROM CONGRESSIONAL LEADERS.

(SOT: Sen. Jim Bunning) “I am frightful, to the point of almost panic,
that I don't see a solution in your plan.”

ALI: AND SOME OF THE BIGGEST WORRIES EXPRESSED SO FAR ARE FIRST, WILL
IT WORK? NO ONE REALLY KNOWS FOR SURE. THEN, WILL IT SAVE ALL THOSE WHO
HAVE MADE BIG BUCKS ON WALL STREET WHILE STIFFING THE TAXPAYERS AND
LEAVING THEM TO PAY THE BILL?

ALI: ALSO, WHO MAKES THE DECISIONS ON HOW TO SPEND THE 700 BILLION AND
WHO GETS TO OVERSEE THE WHOLE PROGRAM. CONGRESS ALSO WANTS TOUGHER
REGULATION OF THE CREDIT MARKETS.

ALI: ONE COMPROMISE THEY'VE REACHED PAY PACKAGES FOR THE BIG WALL
STREET EXECS WILL BE LIMITED SO THEY WON'T BE GETTING A "GOLDEN
PARACHUTE" OR BIG PAYDAY.

(SOT: Rep.Ted Poe) “The rich and famous Wall Street, New York City fat
cats expect Joe 6-pack to buck it up and pay for all this nonsense?
I don't think so! Putting a financial gun to the head of America is not
the answer!”

ALI: NOW EVEN THOUGH IT'S A NEAR PANIC SITUATION FOR SOME, CONGRESS
DOESN'T WANT TO BE RUSHED TO A VOTE.

JUSTIN: AND EVEN THOUGH CONGRESS MAY NOT WANT TO BE RUSHED ON THIS, THE
PRESIDENT WANTS A SOLUTION AND HE WANTS IT SOON. HE ADDRESSED THE
NATION ON THIS LAST NIGHT, AND HERE’S WHAT HE HAD TO SAY.

(SOT: President Bush) “Our entire economy is in danger, so I propose
that the Federal Government reduce the risk posed by these troubled
assets and supply urgently needed money so banks and other financial
institutions can avoid collapse and resume lending. In the long
American’s have good reason to be confident in our economic strength.
Despite corrections in the market place and instances of abuse,
Democratic capitalism is the best system ever devised.”
JUSTIN: AND OF COURSE WE ALL HAVE A WAYS TO GO BEFORE ALL THIS IS SAID
AND DONE. THIS IS ALL PRETTY COMPLICATED. THINK YOU'VE GOT A HANDLE ON
