If an agency registers as US FED GOV in SAM, is there a validation to guarantee that it is correct? Like, ALC In order to register as Federal Government, the office must exist on the D&B federal executive branch file. In addition to

Regarding the business type = 20 foreign owned & located, how will SAM handle foreign vendors with a TIN? If a Foreign Vendor enters a TIN/EIN it will be validated just like any other registrant.

The Split EDI, TPP ID, VAN, and VAN Phone data elements included in our MOA with CCR and are noted You are correct, these will not be supported in SAM.
there as CCR elements, but they are not included on the 'CCR AS-Is Extract Mapping tab' or anywhere that I
can find on the SAM Master Extract mapping worksheet. In speaking with Lori Pohl, a CCR developer, she
stated that CCR has always sent those fields as blank to CEFT. If SAM will no longer be sending these fields
at all to CEFT, I will adjust our interface accordingly. I just need confirmation. (Since I was unable to find the
data elements anywhere, I assume that SAM will not be sending them.)

it is my understanding (from speaking with Lori Pohl) that CCR used two different fields to store an EIN There are actually multiple types of TIN that will be possible in the TIN Type element: EIN, SSN, ITIN
(Employer Identification Number) or an SSN (Social Security Number). CEFT stores both these elements in
one field with a Fed Tax Type data element associated to the EIN/SSN to clarify if it is an EIN or SSN. When
CCR sends us this information as the "Tax Payer Id" number, they derive whether it is an EIN or an SSN
based on the field name it came from and send us that information as the Fed Tax Type. Can you explain
how SAM will be doing this? The SAM mapping spreadsheet that I have attached only has one field for Tax
Payer Id but I don't see any new fields that might differentiate between EIN and SSN. Will SAM be
differentiating between EIN and SSN using another field?

what will the “key/unique” field be in SAM to identify the vendors? i.e. would Gov Civilian Agencies be

CCR/Commercial vendors – are they ‘keyed’ by CAGE or DUNS?

According to the SAM Overview Dec 2011 slides, page 10, it indicates I don't believe they will log-in to SAM with their existing log-ins. They will be directed from the legacy site to SAM to
users will be able to log in to SAM with their existing log in and then create a SAM user id and password first. Once they have created that SAM user id and password they will be asked if
go through a process to create a new ID and password for SAM. It's they have any accounts they wish to migrate over from the legacy systems. At that point, what you wrote is true, as long

On an interfaces conference call, they mentioned the account request process will be the same as the Any interface user wishing interact with the SAM developers during the SAM testing cycle (starting in April) can reach out
existing process. However, we are adding CCRweb services to our contracting writing system. So we don't to us via the askSAM@gsa.gov email address.
have anexisting account. What is the process for requesting a new account touse during the test next
 34 month?
We need to validate assumptions on testing. NSF maintains the CCR data and processes only the delta file. There will be monthly full extracts and daily incremental extracts from the SAM entity management extracts.
Given this scenario, we must assume that the extract retrieved from the new process is the correct amount
35 of records. Is this a logical assumption?
Question: How/where is the EPLS information within the SAM extract?

In the legacy CCR extract, the EPLS data was sent in “External Certification String” along with the Delinquent
Federal Debt data. (And CCR XML has specific xml tags for EPLS and DFD.)

In the SAM-TO-BE_MAPPING tab in the latest version of the SAM extract mapping excel file (version 1.9), the
Delinquent Federal Debt Flag now has its own string. I do not see any separate element listed for the EPLS
36 information. The EPLS flag is now available in the "Exclusion Status String" element in the extract.
There is an element listed -- Exclusion Status String – as the SAM element for the equivalent legacy CCR
                    element, EXTERNAL CERTIFICATION STRING.

However, there is no explanation of what is sent in the SAM “Exclusion Status String”. Is this new Confirmation, this is the correct element. This element set to D (Debarred) will indicate that the registrant has been
“Exclusion Status String” where the EPLS data will be sent? Can we get confirmation if this is the correct debarred, declared ineligible from receiving Federal contracts, as shown by records in the SAM Performance Information
37 element, and clarification of how the EPLS data will be sent? section. A non-entry will indicate that this registrant's DUNS number was not found showing debarment.
The current Master Extract Mapping (v. 1.9.1) shows Treasury Index (from FedReg) maps to Department
Codes. I would like to know whether these codes are provided from Treasury and are related to the new
component Treasury Account Symbol –Agency Identifier? If so, then will you be changing the length to 3 The Treasury Index codes are provided from Treasury but these are different than the TAS codes that are used for
38 characters instead of 2? financial account identification.

Is there a date set when the current CCR data, in the current flat file format, will be ended? Is there a date Consumers should contact SAM via askSAM@sam.gov when they are ready to test with the legacy CCR data web services

How we should plan on proceeding with the MPIN?
We currently use the XML to authenticate a vendor in our vendor portal by having them enter the MPIN and
then we compare it to the MPIN in the XML (Note: it is never stored). Any guidance on how to handle that
70 3/8/2012 going forward? Since the MPIN will still be available via the extract - authentiation can be performed as-is without a change.

Could you guide us regarding the individual MAX lengths of fields that are concatenated? For ex:- NAICS
Exception code, FOUO POC String etc are made up of individual columns that are concatenated into this
71 3/8/2012 string. Is there any specification to find the maximum lengths of these individual columns? A more comprehensive data dictionary will be released shortly that will document these specific lengths.

Several of the values for DUNS Numbers in the sample extract files are only 7 characters in length. The
DUNS Number should be 9 characters in length. It seems that leading zeros may have been removed in the
sample extract files. Will the production extract files remove the leading zeros when produced and will the

I'm trying to compare the Legacy As-is elements to the new Sam elements and I don't see in any of the Excel
spreadsheet mappings the order of the elements for the new Sam elements for the .csv file.

For example, I'm currently looking at the "CCR As-Is Extract Mapping". Column 1 is "#" which it appears is
the order number it comes in on the Legacy system. The first entry is "ABA ROUTING ID" which is the 210th
element of the Legacy .csv file. What I need to know, is this also going to be the 210th element on the SAM
.csv file? If this is the case, what about elements #'s such as 247 - 251 that will no longer be available - will
they still have the same order number but have blank data separated by commas?

It would be nice to have a view where it was in element order instead of alphabetical (especially for the new The new SAM extract order is posted to the website along with the CSV sample file. This order should give you better

In the daily .csv file could there be multiple update records for a unique vendor/DUNS as there was in CCR?
94 3/8/2012 Or will there only be 1 update record per DUNS per day? It will be similar to CCR in that multiple updates records could occur in a day and be sent in the daily file.
                   Could you please clarify:

SAM system file has columns “EXECUTIVE COMPENSATION QUAL RESPONSE 1”, “EXECUTIVE
COMPENSATION QUAL RESPONSE 2”, “EXECUTIVE COMPENSATION QUAL RESPONSE 3”. However these
95 3/8/2012 records do not exist in SAM extract mapping file. The "System-Only" extract details are not listed in the SAM Extract Mapping file.

SAM extract mapping file specifies that parent details & HQ detail columns shall be combined into DNB

We observed that naming convention in the SAM system file is not consistent with SAM extract mapping

In the “SAM Master Extract Mapping v2.0” document, there are elements that are noted as “separated”
strings, which may contain multiple values, such as in the Bus Type String (^^8W^^A7^^A8^^). In the SAM
ResponseXML, there are elements that reference “lists” – such as Business Types, NAICS Codes, NAICS
                     Exceptions, etc.
For these “list” elements, will the values be returned in the XMLResponse with multiple tags – one for each
data value returned – like they were in CCRXML (sample below)? OR, will it be a string of data (like in the
extract format) within a single XML tag?

                     From a CCRXML Response:

I am assuming that the functionality and validations supported by ORCA currently will be supported by SAM
                     as well.

Example: Currently, ORCA allows us to retrieve either current or current + archived records for a particular

the code is ‘Current +Archived’. So, wanted to confirm that SAM will continue to support this functionality.

Looking at data on sample file – SAM_FOUO_MONTHLY, I notice that the first character of dates (which is
numeric date), does not have the leading zero for months 01 – 09. This leaves the 8th position as a space.
For example Registration Date on the first record is “8032006 “.

116 3/20/2012 My question – is this a “feature” or a “bug”? Bug. Leading zeros will be included in the production files.

DODAAC would be the key. If so, why isn’t DODAAC one of the first fields in the SAM file? Also, I didn’t see
any records in the sample files without a DUNS. Will you be providing examples of this scenario? Is this

It is sometimes the case that USDA agencies undertake simultaneously permanent USDA only debarment
proceedings under the statutory authority and regular government-wide debarment proceedings under
either the procurement or non-procurement suspension and debarment regulations. When this happens
the debarred entity is debarred government-wide for a period of time (typically three years) and is also
debarred USDA-wide permanently. In these instances, the entity would need to be listed initially in the
“ineligible (proceedings pending)” category and then later in both the “ineligible (proceedings complete)”
and “prohibition/restriction” categories. Is this type of double-category listing possible under the new SAM
system? The double listing is necessary because just listing under “ineligible (proceedings complete)” does
not properly convey to persons checking the EPLS the breadth of the USDA permanent debarment provision.

Why retain all-caps for company names, when this is never done in business? It seems like a carry-over
from punch card days. This would be an excellent time to enforce naming consistency, “, Inc.” with comma
and period, “ LLC” with no period or comma, and avoid truncation of names by having a federal-wide

  1 Date Posted Question Response
Previously when we interfaced PeopleSoft with CCR we only used the data to create vendors in our system
as all of the information in CCR was “seller” information. When we interfaced with FedReg there was a field
called Business Type that denoted whether the federal agency was a seller, buyer, or buyer and seller. Using
the Business Type field we were able to create both vendors (sellers) and customers (buyers) from the
FedReg data. Now that CCR and FedReg are being merged together I see that the Agency Business Purpose
The Agency Business Purpose field that is derived from Legacy FedReg is only being used for government entities that
field will denote whether an entity is a seller, buyer, or both. My question is…for the old CCR seller data is it
have Intragovernment Transactions as their Registration Purpose. So to answer your question, there will only be a value
possible for the entity to be both a buyer and seller or will this Agency Business Purpose only denote them
in the Agency Business Purpose field for "CCR entities" that were ALSO formerly in FedReg. The field will not denote
as a seller. Are you going back to collect this other data from the CCR data set?
132 3/20/2012 someone as a seller if they are just formerly in CCR, it will be left null.
Do sellers and buyers enter different data into SAM? For example, would you display Remit Address and say
banking information for an entity that is only a Seller and hide those fields from an entity that is a Buyer In the extract it is possible for these fields to be null but it depends on what the Registration Purpose of the entity is as to
133 3/20/2012 only? what they get to enter on the screen, etc.
Why isn’t System listed as an Extract Type on the SAM Master Extract Mapping.xls file? Is System a valid
134 3/20/2012 extract type? Are we to assume that ALL fields are visible in this extract type? System-Only is a valid extract but it was decided not to be shared in the Extract Mapping file.
It would be extremely helpful to have both the SAM Data Dictionary that was mentioned in the meeting
135 3/20/2012 notes as well as a SAM User Guide. When will these be available to us? The SAM data dictionary and user guides are being written and will be posted as soon as they are available.

  1 Date Posted Question Response
On dates, where the format is mmddyyyy, it appears that you are leaving off the first digit for months 01 –
                     09. This leaves the 8th position as a space. For example Registration Date on the first record is “8032006 “.
My question – will this be corrected or do we need to supply the leading zeros for the month?
144 3/20/2012 Leading zeros will not be dropped, this was an error in the sample data. The date format is MMDDYYYY.
There are a couple instances where the String Sample Data is not in the same format as the documentation.
My question, is the format of the Sample Data more accurate than the String Documentation? Here is an
                   example of one conflict:
                   a. On the FOUO Monthly sample data, according to the documentation the SAM NAICS Code string,
should be in the following format:
“…^^237990^N^N^^54130^N^Y^^… Here is some actual data from the sample file:
145 3/20/2012 "541512YN^541611YN^541613YN^541614YN^541618YN^541690YN The sample file layout should be considered the standard to follow for the production files.
Response to Question 31 is in conflict with questions 59 and 62 in the GSA-Q&AMarch09 . Please confirm

going to come from (e.g., in the D&B linkage)? There is currently no position defined for this information in
                   the strings clarification tab
A31: The Global Parent, Domestic Parent, and HQ Parent are provided to SAM by D&B and will be made
available in the SAM Extract through the 'SAM DnB Linkage String'. The high level layout for this string is
detailed in the SAM To-Be String Clarification Tab, but you are correct, the 'NAME' element is missing in the
string layout provided. This was a mistake, but there should indeed be a name element in the string. The
exact positioning and make-up of the string, along with the entire extract is in the current sample files and
include this element. It is not broken up and is only one field. You can expect the layout to look similar to

                   separate fields?
A59: The layout in the sample file should be considered to be the final layout.

On line number three the data for the BUS_TYPE_STRING is: "I^J^K^L". According to the “SAM Bus Type

Business Types I, J , k, and L are not valid Business types according to documentation.

Question: Will the data within for the BUS_TYPE_STRING data be separated by one or two caret(^) symbols?

Questions for SAM on Mapping: ORCA

I was unable to even attempt mapping this section. The mapping document
only gives XML element from current service and maps to ORCA table name
and column name, which is useless for mapping to the schema and sample
data. The schema seems to only have ID and answerID fields for both FAR
and DFAR responses. If this is the final structure, then I would need
to know the exact text for each provision's "answer" field - i.e.
                     ParagraphC2ForeignEndProducts, DFARS2522257042, etc.
Sample data is of no assistance in this case since it does not contain
any representative data but only 'String' for all character fields.

It is our understanding that the SAM data feed will be available on both csv and xml format, please confirm.
172 4/25/2012 Is there any preferred data file format (csv /xml) for data consumption? Both formats will be available for data consumption.
We got the reference to csv and xml format in SAM website. Both files are missing the counter columns like
(NAICS , FSC and PSC), Other than that the csv file format doesn't have the FSC code string/Counter
                   columns.
We just want to be sure about the file format in order to begin development to consume the new
                   data file.

Below are the counter columns in CCR are not in the SAM csv format:

                                         a. NAICS code counter
                                         b. FSC Code string
                                         c. FSC Code counter
                                         d. PSC Code counter

Attached here are the file format we are referring to, it will be great if you can confirm it is the latest
173 4/25/2012 one. SAM will no longer be providing counters in the extracts.
During our System/Functional testing, we would like to connect with SAM testing server for round-trip Please send a request to askSAM@sam.gov with org / technical POC information, what kind of testing - what extracts,
testing. It will be great if you can provide us testing server information. Let us know if it requires an agency web services, etc. Once received, there are 2 forms you will have to fill and an MOA/ISA will have to be established for

ABA Routing Number - ABA Routing ID is listed as 50 characters. We are wondering if CCR currently has any
ABA Routing IDs that are more than 12 characters.?

State – We read in the Q&A that U.S. States will only be 2 characters. We are wondering why state is listed
as a 50 character field and whether we will ever be sent a 50 character value for this field? If so, can you
                     please send us examples?

Postal – From the Q&A you said that CCR has 35 character postal codes. We would like to actually see these
codes and know what country they are from. In CCR there are some records that have ABA Routing IDs that are more than 12 characters that SAM will have to migrate

Email To – We are wondering if you actually have any e-mail addresses that are 254 characters. We would

Our site initiates its web service communication with CCR by calling
“https://www.bpn.gov/CCRXML/xml.asmx/GetCCRData” and passing a XMLRequest as a String parameter.
In return, a Response string is returned with the information that was requested. Will this simple protocol
181 4/25/2012 work with SAM or will a more elaborate web service interaction be required for communication? Please see the WSDLs zip file on sam.gov for the WSDL and schema.
182 4/25/2012 Does SAM provide a RESTful web service interface? No it does not.

It is stated that the current CCRExtract process will be supported by SAM for 9 months. Please confirm this
means that if I have made NO changes to my process by June 1st (assuming May 29th SAM go-live date),
our service will still work as is or will it need certain changes to continue to support the legacy CCR extract,
for example: File names, endpoints, etc. Will there be any other significant changes to the Legacy system
which will cause our system to not function as today? If so what are they? As they seem critical to our Filenames are being kept the same where possible, but the location of the ftp server will change. So there will be changes
183 4/25/2012 system for continued support until our SAM interface is functional. that you will have to keep track of.

Please confirm if the following bullets are going to be the case for the production data:
                   1. The CCR/SAM’s FOUO data will always have all nine POC types (AP, SL, AR, EA, PC, PR, PA, SP, and EP)?

Will you be able to provide (or point me to where it is documented) the list of Registration Status Code
values, and their meaning? I also want to confirm that the same values will apply to both registrations that
came from legacy CCR and FedReg, since in the legacy stems I believe that the values were A and E Registration Status in SAM will be populated as 'A' - Active, 'I' - Inactive, 'W' - Work in Progress, 'S' - Submitted, 'E' -

For the new SAM CCR Interface what is the order of processing regarding request origination vs.

NAICS CODE STRING when record includes NAICS Exceptions
If there are values in the Exception string, then CCR included an 'E' in the Small Business indicator position of
the NAICS Code String. For example: '115310EN.541330EY' with Exception string of
'115310YYY.541330NYNN' (You can see samples in the CCR extracts from the CCR site noted in #1 above.)

In these new Legacy Extract Sample Files posted on the SAM site, the vendor record that includes NAICS
Code Exceptions did not include the 'E' in the NAICS Code String, which indicates there are NAICS
exceptions. See Sensitive-Daily Extract sample file for vendor with DUNS=289673746. (Data in file as: NAICS

Are the values in the NAICS Code String and NAICS Exception String mutually exclusive per vendor (If a
vendor has a NAICS exception value, then that NAICS code will not be present in the NAICS Code String)?
Assumption: The PRIMARY NAICS Code can be present in either NAICS Code String or the NAICS Exception
                   String.
In the description of the NAICS Exception String, the “Breakdown of the string” mentions “NAICS Exception The values are not mutually exclusive and the NAICS code may be populated in each string field.

208 4/25/2012 can only have a Y in position 2 or 3 or 4 or 5, not in position 2 & 3, or 2 & 5, etc.)? An entity could have a Y in any of the exception positions in the NAICS Exception sting.
Will it be safe to assume that all legacy FedReg records converted into SAM will have a Physical (SAM)
address (e.g., will at least have 1 address line, postal or zip code, and country code at a minimum)? If not,
209 4/25/2012 is there any address in SAM that is always required? Any entity with a DUNS Number will have a Physical Address.

In the SAM test extract file, the Registration Status is “A” for all records. In legacy FedReg, Registration Registration Status in SAM will be populated as 'A' - Active, 'I' - Inactive, 'W' - Work in Progress, 'S' - Submitted, 'E' -
210 4/25/2012 Status values were “1”, “0”, and “2”. Is the test file incorrect? Expired. Legacy values will be the same as the current legacy systems.
