STAFF PARTICIPATION – BUSINESS PLANNING CYCLE 2007/08
1. I am writing to remind you of the important role that all Agency staff should be
playing in the Agency’s annual business planning cycle and to seek and encourage
your participation in the 2007/08 process.
2. Corporate Plan : 2007-2010
2.1 On the 14th December I wrote to Directors initiating the process of drafting and
agreeing an Agency Corporate Plan for the 2007-2010 period – a copy of that minute
is attached for your information. You will note that in my minute I have asked
Directors to ensure that arrangements are in place to facilitate staff involvement and
again I would encourage you to take an interest and provide input as requested
within your Directorates.
2.2 Our current Corporate Plan has an obvious operational focus and that will continue.
However it is my intention to introduce a number of staff related annual targets to the
2007/2010 Plan to reflect the Agency’s commitment to its most valuable asset. I am
also considering the establishment of a staff forum to provide a channel through
which staff can express their views on a range of issues affecting their work. I will
write further on this shortly.
2.3 It is important to remember that the priorities, objectives and targets agreed in our
Corporate Plan are setting the context of the work that each of us will be involved in
over the coming 3 year period. The Corporate Plan is therefore relevant to us all and
should not therefore be seen as merely a management document.
3. Operational Plans : 2007/08
3.1 Operational and Branch/Team Plans for the coming 2007/08 year will represent a
cascade downward of the Year 1 (07/08) objectives and targets contained in the
2007/10 Corporate Plan. I would assume that this process will be initiated within
Directorates in parallel with the Corporate Plan drafting exercise. Again I would
encourage you to participate fully in the process of agreeing your Operational &
4. Personal Performance Agreements (PPAs) : 2007/08
4.1 The flow of objectives and targets downwards from the Corporate Plan and through
Operational and Branch/Team Plans ultimately ends up with the objectives and
targets that you will each personally agree in your 2007/08 PPA. Those PPA
objectives and targets will then inform your development needs and these should be
reflected in your 2007/08 Personal Development Plan (PDP).
4.2 If we are to be sure that we are setting meaningful and appropriate objectives and
targets when it comes to completing our PPAs we must have engaged in the
business planning cycle at each of the previous stages, ie Corporate, Operational
and Branch/Team. It is only through such active participation and engagement that
we can fully appreciate the part we individually play in the work of our Agency and
the achievement of its objectives.
5.1 The target is to publish the 2007/10 Corporate Plan by early April 2007. By then
Operational and Branch Plans should also have been agreed so as to facilitate the
Performance Management Framework which requires PPAs and PDPs to be agreed
within the first month of the reporting year.
