Minutes of a meeting of the Planning Committee held on Monday 13 June 2011, at 7.30 pm, in the
Council Chamber, Redbourn Parish Centre, The Park, Redbourn, AL3 7LR.
PRESENT: Cllrs D Mitchell (Chair), Mrs N Davies, D Fenton, R Gray, Mrs M Maynard and C O’Donovan.

1. NOTIFICATION OF OTHER BUSINESS
The Chairman agreed that the following items could be discussed at the meeting:

2. DECLARATIONS OF INTEREST
2.1 Cllr Gray declared an interest as a District Councillor and will reconsider applications that come
before Plans North.
2.2 Cllrs Mitchell and Fenton had attended a training session at which “declarations of interest” had
been queried. It was said that members of Plans North should not participate in decisions at their
own Parish Planning Committees. Cllr Gray did not think this was correct. He was requested to
clarify the situation with the SADC solicitor, Mike Lovelady.
3. OPEN SESSION FOR THE PUBLIC (none present)
4. MINUTES OF THE PREVIOUS MEETINGS held Monday 1 June 2011 did not record the absence of
Cllr Mrs Maria Maynard due to a holiday. The minutes were amended by hand, and were then
approved as a correct record and duly signed by the Chairman.
5. PLANNING APPLICATIONS
The Clerk was requested in future to add information recorded in the Planning Log against
resubmitted planning applications.

5.1 5/2011/0977 - 20 Ben Austins, Redbourn, AL3 7DR: First floor side and rear extension and
pitched roof to existing porch and garage.
5.2 5/2011/1062 - 10 Crouch Hall Lane, Redbourn, AL3 7EQ: Single storey front and side extension,
insertion of side roof light and alterations to openings (resubmission following refusal of 5/2011/0039).
5.3 5/2011/079 - The Hame, Hemel Hempstead Road, Redbourn, AL3 7AL: Single storey side
extension (resubmission following refusal of 5/2010/2671).
Recommend refusal as the site is in the green belt and members considered it would be over-
developed and contravene Planning Policies 1 and 13.
5.4 5/2011/0819 - 16 East Common, Redbourn, AL3 7ND: Replacement window
No objections subject to Conservation Area consent.
5.5 5/2011/0994 - 34 Ver Road, Redbourn, AL3 7PE: Single storey rear extension (resubmission
following refusal of 5/2010/1963).
The following late application was also considered:
5.6 5/11/0999 – 12 Monks Close, Redbourn: Conversion of garage into habitable room and attached
garage to side (amendment to planning permission 5/2011/2256 dated 04/02/2011)
6.1 TP/ 203/11/CA - Junc Ben Austins/West Common, Redbourn, Herts: Fell damaged Cherry Tree
Members noted that the Commons Committee had asked the tree Officer to look at the Cherry Tree
to see if it was healthy enough to stay, and with this in mind they had no objection to the proposed
tree works subject to the advice of the Tree Officer
6.2 TP/ 208/11/TPO - 1 Heybrigge Close, Redbourn, Herts: Reduce crown of Conservation Area
protected Ash by 20%. Thin crown of Ash T1 by 20%. Cut back branches from Damson by 1m to
clear Holly in Area A1. All trees in rear garden.
No objection subject to the Tree Officer’s approval.
7. REPORTS FROM PLANS NORTH
Members requested the Clerk to
a) alter the title of this agenda item to “Reports from SADC Planning and Building Control” in future.
b) copy only the reports that do not agree with recommendations made by members.

Replacement windows. Recommendation by Redbourn Parish Council Planning Committee.

7.1.2 5/2011/0603 - 21 Crouch Hall Lane, Redbourn, AL3 7EQ: Single storey rear and first floor rear
extensions. Redbourn Parish Council Planning Committee had no objections to this planning
7.1.3 5/11/0641 – 37 Ver Road, Redbourn: Two storey side extension with integral garage, single storey
rear extension and front canopy. Redbourn Parish Council Planning Committee had no objections to
this planning application.
The following additional approvals were also noted by members:
7.1.4 5/11/0514 – Glamis, Waterend Lane, Redbourn: Extension to existing garage to create double
garage, garden wall, alterations to boundary wall, additional hardstanding and widening of vehicle
crossover. Redbourn Parish Council Planning Committee had no objections
7.1.5 5/11/0265 – Greenacres, 100 Dunstable Road, Redbourn: Replacement three bedroom detached
bungalow (retrospective amendment to planning permission 5/2009/0815 dated 26/09/09).
7.1.6 5/11/0668 – St Lawrence Place, 7 Meadow View, Dunstable Road, Redbourn: Single storey rear
conservatory. Redbourn Parish Council Planning Committee had no objections.
7.1.7 5/11/0322 – 42 Crouch Hall lane, Redbourn: Front porch and single storey rear extension.
Redbourn Parish Council Planning Committee had no objections
7.1.8 5/11/0517 – The Red House, High Street, Redbourn: Listed Building consent – Alterations to first
floor landing openings. Redbourn Parish Council Planning Committee had no objections
7.2 Applications Refused
7.2.1 5/2011/0539 – 30 Nicholls Close, Redbourn, AL3 7HZ: Two storey rear extension. Redbourn
Parish Council Planning Committee did not make a planning recommendation.
7.3 Certificate of Lawfulness
7.3.1 5/2011/0016 - 7 Mansdale Road, Redbourn, AL3 7DL; Certificate of Lawfulness (existing) - Hip
to half-hip loft conversion with rear dormer window and front rooflights, and single storey rear
7.4 Discharge of Conditions
7.4.1 5/2011/0871 - The Red House, High Street, Redbourn, AL3 7LE: Discharge of Conditions 2
(details of gates and panels) and 3 (refuse storage) of planning permission 5/2010/1364 dated
3/08/2010 for Change of use from Class B1a (office) to mixed use Class B1a (office) and Class C3
(residential) and new gates.
8. ATTENDANCE AT PLANS NORTH MEETING: The next meeting will take place on Monday 20
June 2011, 7.30 pm, at St Albans District Council Offices.
9. PLANNING LOG
The log had been updated and circulated to members.
Members asked the Planning Clerk to
(a) bring the log to all future meetings
(b) forward the 2010 Log to members.
10.1 A letter from House of Commons re Travellers and Planning was noted.

10.2 Members approved the draft letter written in response to the consultation of Planning Rules for
Change of Use from Commercial to Residential. The Chairman asked the Planning Clerk to
complete the questionnaire so that it reflected the views expressed in the letter.
10.3 Cllr Fenton gave a report on the public meeting held to discuss Kane Haulage. This had been
attended by Rob Egan (Hertfordshire County Council, Environment Principal Planning Officer –
Enforcement), Chris Nash (St Albans District Council, Senior Environmental Health Officer), Deidre
Illingworth (St Albans District Council, Senior Environmental Health Officer), Cllr Maxine Crawley,
Cllr Tony Swendell, Cllrs David Mitchell, Vivienne Windle, and Colin O’Donovan, plus 50 local
residents. The officers present gave an update of the situation, and questions from the residents
The purpose of the meeting was to
i) give an opportunity to share information and be made familiar with the current situation
ii) agree future lines of communication
iii) agree next steps.
The meeting outcomes were
1. Hertfordshire County Council will serve Enforcement Notices to stop the stone crushing at the
site, hopefully w/c 13 June 2010. There is a 28 day opportunity for appeal and during the
time work can continue.
2. Residents are asked to keep a further “Noise Diary” for 2 weeks and names of residents
wishing to take part should be given to Chris Nash.
3. Names of residents willing to testify should there be an appeal against the Enforcement Notice
should be given to Rob Egan.
4. Cllr Maxine Crawley should be the focal point for residents and will work with both Rob Egan
and Chris Nash.
5. All residents agreed to give contact details for ongoing communications on this issue.
Redbourn Parish Council will ensure that residents are kept appraised of progress.
10.4 Appeal for Tullochside: The Planning Clerk was asked to send a letter supporting fully the objections
given by St Albans District Council. It was noted that the letter had to be submitted by 15 July 2011
and 3 copies had to be sent.
11. ANY OTHER BUSINESS (by agreement of the Chairman)
11.1 Members noted that the next PPAP Meeting will take place on Tuesday 14 June 2011. Cllrs Fenton
and Mitchell will attend as the agenda included an item on the Core Strategy Consultation.
11.2 A reporter had contacted Cllr Mitchell regarding the St Albans District Council proposed plan
to build three houses on the site of garages at Stephens Way, Redbourn. These would
replace the 24 garages currently there, with an additional 30 car parking spaces. The
Parish Council should be involved in a consultation process about this plan.
