Special Needs MOUs
Suki reported that a copy of the letter from Keith Allred was sent to Jim O’Brien at the
Office of Head Start and to the Office of Special Education Programs. OSEP will contact
Frankie McCabe to discuss the issues presented in the letter. Suki will continue to be our
contact on this issue.
Margot and Sherry are working together to encourage development of a statewide MOU
and will keep the group apprised of their progress.
Rebecca reported that she is attending a meeting with OSEP representatives in late July
and that this issue will be discussed during this meeting.
Jean presented a draft response letter to Keith Allred. Jean made a motion to send the
letter to Keith and to the local school districts on behalf of the NvHSA. Discussion
following the motion included the following:
- Concerns that the letter was premature and that we should wait to hear back from
the Office of Head Start before responding.
- Contacts have been made with several local school districts and these districts are
willing to proceed with the current MOU, so we do not need to respond to Keith
at this time.
- Can we implement a temporary MOU until this issue is resolved?
- We need to clarify the definition of a non-educational public agency. This
determination will be made by the Office of Head Start.
- States have the authority to determine if an agency is considered a non-
educational public agency. The State of Nevada has ruled in the past that Head
Start agencies do not fall under this category.
The motion was put to a vote and the result was 3 to 1 that NvHSA not proceed with
sending the draft letter as presented by Jean.
Brenna made a motion that the letter be revised to state that the Nevada Head Start
grantees are aware of the issue and are waiting for further clarification from the Office of
Head Start. Sherry will redraft the letter and distribute to the group for comments by the
end of the week. She will also copy Suki and Rebecca. The motion was put to a vote and
all members present voted in favor.
Rebecca stated that Head Start is not a Medicaid eligible provider and that federal law
states that local LEA’s are to cover the costs associated with IEPs. She will distribute the
laws that reinforce NvHSA’s position on this issue.
Child Plus Update
Domestic Violence Training
Jean and Janice provided the names of attendees from their respective agencies. Brenna
is in the process of hiring a mental health manager and plans to send this person to the
training. Sherry asked for recommendations of local CPS or substance abuse
treatment/prevention professionals that should be invited to participate in the training.
Eryn Branch will continue to work on the details. The training will take place in Reno.
Sherry will update the group as new information becomes available.

Updates from the State Collaboration Office
Margot will be in Elko this week to visit Head Start of Northeastern Nevada. She and
Brenna are meeting with representatives of Great Basin College to identify opportunities

Paula reported that the PI on transportation came out yesterday and that parent in-kind
can no longer be used. The regional office and the TA Network are planning an
upcoming leadership institute. An assignment to fill Suki’s role will not be made at this

Other Items of Business
Jean attended the regional meeting and reported that discussion centered on the
transportation issue and the definition of in-kind.
Jean asked if NvHSA members had paid their 2006/2007 regional dues. Jane stated that
all members had paid and these payments were reflected on the Profit & Loss report
presented at the June board meeting.
The meeting was adjourned at 11:45 a.m.
