The city of Sulukta is remote from the republican center of Bishkek on 890 km distance. Height is 1360 kms above sea level. The most serious problem of the city is water supply of the population. Cause of the geographical position the city has no natural water resources. The population of the city use water from the water pipe which was constructed in 1949 and it is the unique waterway of the city, and that system is in an emergency condition. The population living along Bakybek st. is 573 persons or 73 families, and most of them have many children, it is about 75%. All of them suffered during many years from impossibility to decide their essential problem of supplying with potable water. Cause of warning out of a water pipe system, inhabitants of the street have to deliver it independently in different capacity and buckets from significant distance during long years, and using various types of transport, including animals. Of course, it is not convenient and burdensomly for families as it was told above the most of them are many children and consequently they need the potable water rather high. Local authorities not having financial resource were not able to find some solution for this question for simple absence of funds. This town with population of 16000 inhabitants used to be a town of coal miners in former Soviet Union times, but right now, coal mining does not make any sense as transportation costs make coal very expensive. On the other hand, local people did not leave their town and try to survive, because they hope that coal mining will be competitive in the nearest future for rise in electricity prices and its continual shortage. Mayoralty of city of Sulukta has addressed with the petition to the program LIFE, to support the project on the given question. Confirming that the Bakybek street is located in 3-4 kilometers from city centre and do not have planting network of a water line, they assured, the new water line Tegerek-Bakybek will be connected to the central line without any problems and without the conflict with population of city. And at the same time the mayoralty ready to support the project with the possible help in techniques and

labor, because this project helped to avoid an opportunity of flash of infectious diseases among children and adults in the town. "Karchigabek" Public Found took charge to help local people to decide their sore problem.

Programme Sustainability On the project level, the programme sustainability is provided through elements of income generating activities without grant support foreseen in project proposals, through provision of employment opportunities for urban poor in projects under implementation, through provision to urban poor with acquisition and possession of new skills and knowledge. After complete the works of the project, all acquired values will come public funds balance over. The “Karchigabek” PF has taken charge of providing a new water line in proper condition after the ending of all works. For example: 1)to control for using and supporting the population with clean water; 2)every year to conclude contracts with special all enterprise "Sulukta-Waternetwork" about delivery of potable water; 3)to carry payments out in time and according to the submitted bill by this organization; 4)to reconsider quotations on payment for water, from the population; 5)to spend potable water economically, according to norms of consumption; 6)to control the dues of money for the using potable water from the population; 7)to eliminate all outflow on loss of water in time;8)to use, the duesed money, from the population effectively. The project has prospects to be supported and continued not only inhabitants of Sulukta, but also other public organizations. The results of questionnaire among the population testify about it. It shows, people have believed in their own forces, in an opportunity to gather and to achieve improvement their life without expectations help from authorities which are frequently passive or have no sufficient financial resource for carrying out of their direct duties. Such results speak that LIFE program support to develop social and economic institutionalism in Kyrgyzstan. The narrative report of the project "Karchigabek" Public Fund has begun to realize the project "New water line Tegerek-Bakybek on September, 17, 2002 after signing the Memorandum with UNDP\LIFE. "Karchigabek" PF has secured with support of town administration before giving application on grant competition. The local authorities promised to help in realization of the project, in issuance of all related documentation from appropriate bodies. On the meeting of inhabitants Bakybek st., and after 5
active discussion was solved to support the long-awaited project. And it is confirmed by answers on questionnaire "The estimation of necessity, to realize the project by population". On that question almost all respondents have answered, the project will change life of all inhabitants of street. Such activity of people is explained by their estimation the condition of environment.

For more than 30 years local people, especially women and children, used to make daily 8 kilometers marches to carry water for household needs. The idea of public construction involved all people, as everyone understood that they have to survive on their own initiative. People recognized that they could improve their life conditions themselves. In the beginning every household engaged themselves to dig 110 meters of pipeline trenches and cook a meal for diggers by daily turns (women took part in the project by the organizing the preparation of dinners for workers). On September 17, 2002 people started to dig trenches by hands and within one month all pipeline trenches were ready. There are 573 people live in 73 families (75 % of families have many children structure) on Bakybeka street. All of them tried to do what one could do to help. 30 % of people participated in trenches digging was children and 20 %- women. The first step was gathering own means of inhabitants Bakybek street at a rate 11000 som on a primary stage of the project (purchase fuel for a tractor, payments to operators and drivers, foodstuff to cook meal for workers). The following step was analysis of dangerous sites of a water line in common with representatives of "Karchigabek" Public Fund and architecture, as a result of this analysis was found dangerous site out, which subsequently was leveled. Next steps: estimate budget was made, and detailed plan of the project was developed. For heading people in Ashar were determined responsible persons Abdullaev Iraly. He was the former deputy local Kenesh, had wide experience of work with authorities and the population, and had public trust and respect. The project was purchased 2173 meters of plastic pipes on money resources of the first trenches. Then it was purchased 4125 meters of plastic pipes on money resources of the second trenches. The rest of plastic pipes (1752 meters) was purchased on own means of "Karchigabek" PF. Moreover, water pipes and their valves installation in a trench were made by experts and local inhabitants according to all standards and requirements of the appropriate state bodies. . Later on, within 10 days all trenches were closed and water pipeline was put in official commission to be operated by “Karchygabek” public foundation on December 1, 2002. Problems or difficulties during realization of the project and the way of solving them 1. The Basic problem was that all works were made round the clock by hands, in adverse weather (last days were very cold). People have to hollow asphalt covering of road, it slowed down rate of work.

The purchase of plastic pipes was connected with payment difficulty for transport services. There was a necessity of crossing the border with Tadjikistan. The custom charges will raise the price of plastic pipes. Then it was solved to get an available material (3000 meters) from private businessman Ruzbaev Musabek, who has obligated to deliver necessary quantity of plastic pipes for completing project in the shortest terms. The estimation of achievements of the project. Disastrous situation of environment can damage human health. A few measures, some of which are often taken for granted in the developed world can go a long way towards improving the health of billions in the developing world. This includes providing greater access to safe drinking water, expanding basic sanitation and waste disposal technologies, and improving air quality in urban areas. So with potable water the life of inhabitants Bakybek st. were improved The women are released from routine work, and may give more time not only in bringing up her children, but also it increases her potential in public, economic and political life of local community. New economic relations have appeared between urban population, public organizations and local authorities. So on question of the questionnaire:"Istimation by inhabitants participation of local authorities in project realization", 70 % interrogated have answered, that local authorities supported the project as far as possible. Though we should take into account 20% considering, that authorities do not support the project. But at the same time we should remember, it was first experience of local residents in joint decision the problems with the local organizations, and authority in an atmosphere of partnership and cooperation.

Estimation of influence of the project on program LIFE in Kyrgyzstan The main programme objective is to develop life conditions of urban poor through encouragement of activities in three spheres: political (local self governance based on principles of participation, capacity building and empowerment of urban poor) economical (income generating activities, purchase of property, new market relations among urban poor, public organizations, municipalities) ecological (urban environment, sanitary and hygiene) The project "New water line Tegerek-Bukybek" consistently solves all tasks, which were described above, during his realization in life. The problem of water supply in Kyrgyzstan is widespread enough, the experience acquired by representatives of program LIFE is impossible to overestimate, for his further distribution.
