PURPOSE
     The purpose of this Request for Proposal is to identify a qualified individual to supply
     consultative help on an “as needed” basis for the Village for a contract term to be negotiated
     with the proponent.

          The mandate of the successful individual is to provide services to the staff and subsequently
          to the Council of the Village of Zeballos. The broad goals are:
           to explore and investigate possible economic development endeavours suitable to the
               Village
           to supply research and administrative services in the area of grant writing and funding
               requests with an expected outcome of shelf ready projects
           to explore ways to maximize economic benefits to the community in a way that will
               expand the Village tax base on a sustainable basis.

SERVICES AND REQUIREMENTS
      The individual will provide, in confidence, a proposal outlining their particular experience and
      training that they feel will help them to do a good job for the Village of Zeballos. The proposal
      should also show how their engagement will contribute to the well-being of the Village.

          In addition to providing services to the administrative staff as proposed in this Request for
          Proposal, the individual may be expected to:
           Attend brainstorming sessions with Council to identify economic development possibilities
           Explore and report on the viability of various suggestions for increasing the tax base.

EVALUATION CRITERIA
     Applicants should provide evidence of a minimum of five years experience in a local
     government environment, describing their experience with other applications and customers
     relative to the scope of this Request for Proposal.

          The evaluation of each application received will be weighted as follows:

                  Qualifications/Education in Economic Development                   20%
                  Previous experience in Economic Development                        20%
                  Previous experience in Grant Writing                               20%
                  Ability to work with a diverse group of people                     15%
                  Pricing                                                            15%
                  References                                                         5%
                  Quality of Submission                                              5%

          Information obtained from any other source is not official and should not be relied upon.
          Enquiries and responses will be recorded and may be distributed by e-mail to all Proponents
          at the Village of Zeballos’ option.

CLOSING DATE
      Proposals must be received by 4:00 PM, Pacific Time, on November 1, 2012. Proposals may
      be submitted by e-mail to:
      zeballos@recn.ca Electronically submitted proposals must be Microsoft Office compatible or
      a PDF. Proposals may be sent by fax to: (250) 761-4331.

          Proposals and their envelopes should be clearly marked with the name and address of the
          Proponent, the Request for Proposal number, and the project or program title.

LATE PROPOSALS
      Late proposals will not be accepted and will be returned to the Proponent.

ELIGIBILITY
       Proposals will not be evaluated if the Proponent’s current or past corporate or other interests
       may, in the opinion of the Village of Zeballos, give rise to a perception of a conflict of interest
       in connection with this project.

PROPONENTS’ EXPENSES
     The Proponent shall not, without prior written consent of the Village, incur any expense for
     which the municipality shall be required to reimburse the Proponent, or for which the Village
     in any other way shall become liable to any person

          Proponents are solely responsible for their own expenses in preparing a proposal and for
          subsequent negotiations with the Village of Zeballos, if any. If the Village of Zeballos elects to
          reject all proposals, the Village of Zeballos will not be liable to any Proponent for any claims,
          whether for costs or damages incurred by the Proponent in preparing the proposal, loss of
          anticipated profit in connection with any final Contract, or any other matter whatsoever.

ACCEPTANCE OF PROPOSALS
      a) The Village reserves the right to reject or accept any proposal, whether or not it is
         completed properly, and whether or not it contains all required information. Without

             prejudice to this right, the Village may request clarification where any proponent’s intent
             is unclear and may waive or request an amendment where, in the opinion of the Village,
             there is a minor irregularity or omission in the proposal.
          b) The Village reserves the right to not proceed with the selection of a Contractor or Lessee
             and the negotiation and award of a Contract or Lease if for any reason, it considers this to
             be in its best interest, and, without limitation, the Village may elect to withdraw this
             Request for Proposals on the basis for further information received by the Village
             including information received as a result of this RFP.

MODIFICATION OF TERMS
     The Village of Zeballos reserves the right to modify the terms of the Request for Proposal at
     any time at its sole discretion with notification to all registered proponents.

USE OF REQUEST FOR PROPOSAL
      This document, or any portion thereof, may not be used for any purpose other than the
      submission of proposals.

CONFIDENTIALITY OF INFORMATION
      Information pertaining to the Village of Zeballos obtained by the Proponent as a result of
      participation in this project is privileged and confidential and must not be disclosed without
      written authorization from the Village of Zeballos.

INDEMNITY
     The Contractor/Lessee will indemnify and save harmless the Village of Zeballos, its employees
     and agents from and against all claims, demands, losses, damages, costs and expenses made
     against or incurred, suffered or sustained by the Village of Zeballos at any time or times
     (either before or after the expiration or sooner termination of this Contract or Lease) where
     the same or any of them are based upon or arise out of or from anything done or omitted to
     be done by the Contractor/Lessee or by any servant, employee, officer, director or sub-
     Contractor of the Contractor/Lessee pursuant to the Contract or Lease excepting always
     liability arising out of the independent acts of the Village of Zeballos.

CONTRACT ADMINISTRATOR
     The Chief Finance Officer or appointee will be assigned by the Village of Zeballos to oversee
     the Contract or Lease awarded to the successful Proponent.

PROPOSAL FORMAT
     Evaluation of proposals is made easier when Proponents respond in a consistent manner. The
     following format and sequence should be followed in order to provide consistency in
     Proponent response and ensure each proposal receives full consideration. All pages should
     be consecutively numbered.

          a) Title Page, showing Request for Proposal number, Proponent’s name and address,
             Proponent’s telephone number, and a contact person.
          b) One page letter of introduction signed by the person or persons authorized to sign on
             behalf of, and bind the Proponent to, statements made in the proposal.

          c) A short (one or two page) summary of the key qualifications of the proponent.
          d) The body of the proposal, including pricing, i.e. the “Proponent Response”.
          e) Any additional information.

The Village of Zeballos is authorized to utilize any of the above information for the purpose of
carrying out any credit check or credit rating enquiries relating to this Request for Proposal
