					                                     TERMS OF REFERENCE

                            National Operations/Administrative Officer

Under the overall supervision of the FAO Representation Office in Georgia and the direct supervision
of the FAO Emergency Coordinator in Georgia, the National Operations/ Administrative Officer will
be responsible for the following activities:


      Assist the Emergency Coordinator in operations, administration, implementation, accounting
       and monitoring of the project activities and monitor daily commitments and expenditures under
       the projects,
       Assist EC in budget preparation, preparation of work plans, programme implementation,
       monitoring and reporting;
      Assist EC on human resources matters;
      maintain the budgetary reports to ensure effective financial control;
      Set up and maintain a database/monitoring system to enable keeping track of the projects cycle
       and facilitate projects execution;
      Assist with handling of day-to-day operational activities of the project;
      Provide guidance on procurement of supplies and equipment, provide inventory controls and
       be responsible for the reception, storage, safekeeping, proper use, and transportation of
       equipment and supplies procured;
      Liaise closely with UNDP, other UN partner agencies and the host government regarding
       operations, administration, logistics, procurement and any other financial operations;
      Maintain contacts and liaise with relevant international organizations present in the country, as
       needed;
      Identify and propose remedies in time for the projects implementation constraints:
      Respond to both normal and unpredictable operational needs, in accordance with FAO rules
       and procedures;
      Prepare short project reports (in English and Georgian) on regular basis and whenever
       requested;
      Perform other related duties as required.


Qualifications:       Advanced University degree in management/administration and/or finances;
                      excellent knowledge of English, Russian and Georgian; good administrative and
                      financial skills; computer literacy. Knowledge of FAO and UN policy,
                      procedures and systems and working experience in international organizations
                      engaged in agricultural sector will be an asset.
