Brownfield Redevelopment Authority uses.
Prior to the start of the meeting Lynne Poteau from the County Clerk’s office administered the
oath of office to each board member.
A meeting of the Osceola County Brownfield Redevelopment Authority Board (Board) was
called to order at the County Courthouse on Wednesday, March 7, 2007 at 4:10 p.m.
The following Board members were present: Jim Belcher, Diane Bush, Terry Grabow, Jill
Halladay, Rich Jacobs, Ron Marek, Lori Mitchell, and Erwin Sengelaub.
The following additional individuals were present: Jim Linton, AKT Peerless Environmental
Services; Ken Wenzel, Lake County Commissioner & Brownfield Redevelopment Authority
Board Member; and Dan Massy, Osceola Economic Alliance.
The following materials were provided:
a. Board members were provided with an Osceola County Brownfield Redevelopment
b. Jim Linton provided material on AKT Peerless Environmental Services (copy on file
with record copy of minutes)
Additions or Deletions to the Agenda
None; however, approval of bylaws was moved to the end of New Business.
Approval of the Minutes of January 17, 2007
The minutes of the January 17, 2007 Brownfield Redevelopment Authority Board meeting were
accepted as written.
Progress and Experiences of Brownfield Redevelopment in Lake County
Ken Wenzel, Lake County Commissioner & Brownfield Redevelopment Authority Board
Member were introduced. In turn he introduced Jim Linton, Vice President of Brownfield
Operations for AKT Peerless Environmental Services. AKT Peerless Environmental Services is
the consultant that has assisted Lake County through all phases of its Brownfield Program.
Ken and Jim spoke about the grant process that Lake County went through, inventorying sites,
assessments that have done, and the project that is about to begin along US-10 near Idlewild.
They both stated the program is a long process, but well worth it! It was emphasized that if you
don’t receive a grant the first time you apply keep trying.
Board members had plenty of time to ask Ken and Jim questions about their Brownfield Program
and what we might expect here in Osceola County.
Review of Brownfield Redevelopment Authority Bylaws
At the last meeting the Bylaws of the County of Osceola Brownfield Redevelopment Authority
were approved pending several wording changes. These changes were made prior to the
meeting; however, they were again discussed at the meeting.
While updating the bylaws an oversight was noted. No dollar amount was inserted into Article
III Officers, Section VII Executive Committee. After discussion the Board agreed to start
conservative and authorize the Executive Committee to expend up to $250 without full board
(07-06) Motion by Terry Grabow, supported by Ron Marek, to amend Article III, Section
VII of the Bylaws of the County of Osceola Brownfield Redevelopment Authority,
authorizing the Executive Committee authority to spend up to $250. Motion carried

(07-07) Motion by Terry Grabow to adjourn at 5:25 p.m. Motion carried unanimously.
The next meeting of the Osceola County Brownfield Redevelopment Authority is scheduled for
April 18, 2007 at 4:00 p.m. in the Board Room of the County Courthouse.
