          MEETING HELD ON 18TH MARCH 2010 AT 7.00PM
        AT THE OLD CORPORATION HALL, MALMESBURY

The Meeting commenced at 7.00pm. The Chairman welcomed our newly appointed
Councillor - Councillor Merriman to the Meeting and wished him well.

2856/10 - POLICE INPUT
The Council has been asked to report on how we feel local policing is in our Parish.
It was agreed by all that the Parish seems to be running quite smoothly. It was agreed
that the attendance of PC Maule at our Meetings was always appreciated.

2857/10 - CHAIRMAN’S ANNOUNCEMENTS
The Chairman was pleased to announce that our May 20th Meeting will be held at
Cedar House. The Parish Magazine “Signpost” would note our meetings under their
future dates list.

The Chairman watched the Motorcycle ‘Help for Heroes’ procession wearing the
Chain of Office - it was agreed it was an incredible and emotional tribute and the
attendance was magnificent.

The Parish Magazine will shortly give mention of our forthcoming Parish Council
Meetings.

The Chain of Office - The Chairman said he would like to have knowledge of the past
Parish Council Chairmen - as it would be very nice to have names engraved on the
Chain of Office. The Clerk will check the past Minute Books.

2858/10 - DECLARATIONS OF INTEREST - None


2859/10 - MINUTES OF THE LAST MEETING
Councillor Budgen mentioned that 2846/10 should read ‘informal inspection’.

Planning : White Lodge Farm this should read :- “ A letter will be sent that will detail
our preference for the original conditions of the approval to be complied with but
accepting that if this compromise position were to be accepted then the datum point
should be the highest point inside the front wall, also Condition 9 the area where cars
for sale could be displayed needed enforcement in any new permission as it had been
consistently breached up to this point. “

The Minutes were signed as a true and correct record.

2860/10 - MOTORWAY CLOSURE
Councillor Hatherell spoke to various people about the lack of information supplied to
the Council. It was suggested we ask Malmebury Town Council who supplied them
with the necessary information as we wish to know about any diversions that may
affect our Parish.


2861/10 - SUSTRANS - THE PRPOSED CYCLEWAY AT COWBRIDGE
Despite two letters there is still no response from Sustrans - The Clerk was
instructed to write to the Managing Director enclosing copies of ignored
correspondence sent to them., and insist on an update.

2862/10 - PLAYING FIELD INSPECTION
Councillor Gaye said he had been and viewed the Playing Field and that it appears
very tired and that the safety landing areas are very worn and the play equipment in
general needs to be upgraded.

 A Meeting at the Playing Field has been arranged for this coming Sunday at 3pm for
The Chairman, Councillor Gaye, Councillors Hatherell and Councillor Ingham.

2863/10 - CORSTON WAR MEMORIAL
Councillor Hatherell will inquire on grants that may be available to restore the War
Memorial.

2864/10 - THE SIGNPOST IN RODBOURNE
A reminder will be sent about the missing signpost at the T Junction of Grange Lane.

2865/10 -READING ROOM COMMITTEE
Councillor Hatherell said he has spoken to Rita Pike and Maureen Inwards and that a
Meeting will be arranged in due course.

2866/10 - NEW APPOINTMENT OF PARISH COUNCILLOR
Necessary Code of Conduct and Acceptance of Office forms will be requested from
Wiltshire Council for Councillor Merriman to complete.

                                CORRESPONDENCE


2867/10 - GRASS CUTTING QUOTATIONS
The Chairman handed round two quotations for the Grass Cutting Contract for
The Corston Playing Field. After much discussion it proposed by Councillor Ingham
and seconded by Councillor Budgen - we should accept the lower quotation from
A. W. Services - a local Company - subject to references. Sodexho will be informed
accordingly.

2868/10 - EMERGENCY EXERCISE
The Chairman explained that we have two dates to chose from either 14th October or
14th October for a mock emergency Planning Exercise - Councillors were asked to
consider this.

2869/10 - AGE NO BARRIER WEEK
Posters will be displayed to publicise this event. No one had any activities they
wished to publicise.

2870/10 - PLANNING ENFORCEMENT - WILTSHIRE COUNCIL
There is to be a Planning Enforcement Seminar in Sherston on 5th May At 5pm prior
to the Area Board Meeting - The Chairman that if anyone wished to attend to please
phone.

2871/10 - WOMENS RUNNING NETWORK
Poster for publicising this event will be displayed on the Notices Boards.

2872/10 - TREASURERS REPORT - COUNCILLOR INGHAM
Councillor Ingham gave details of balances on both our Business Premium Account
And Business Current Account.
A query was raised about the Precept Percentage - after much discussion it was
agreed that the percentage increase was confusing - but that the figures we had
budgeted and precepted for were correctly calculated and duly received.

2873/10 - HIGHWAYS - COUNCILLOR HATHERELL
Councillor Hatherell reported that Highways are now back on track after the hard
winter. Many of the items raised have been dealt with.
Further items reported requiring attention were :- By Gauzebrook Bungalow - the
drain is again blocked. There are potholes leading towards Cleeve House, Rodbourne.
It was suggested that a Grit Bin would be useful in the entrance into the Primary Care
Centre.

A letter has been sent by Mr. E. Palmer of the Residents Association with a
photograph about the poor state of the by-way near Halcombe House. Councillor
Pym offered to inquire about this as it should be the responsibility of Highways.

2874/10 - PARISH BOUNDARY SIGNS
Councillor Lee suggested that signs be installed indicating the boundaries in our
Parish - The Chairman said he felt this was a good idea, but not a practical one.

2875/10 - ILLEGAL SIGN BOARDS
Councillor Hatherell expressed his concern over the unsightly signs by the Café’ near
the Motorway and also near Hollybush by the Hullavington Hangars and also at the
edge of Grange Lane. These matters will be reported.

The Chairman extended grateful thanks to Councillor Hatherell for Highway matters.

2876/10 - AREA BOARD
The Chairman said that grant application forms are now available on the Website.

2877/10 - AREA BOARD - COUNCILLOR LEE
Councillor Lee said he recently attended the Area Board Meeting and that it was well
attended by about 60 people. There were Reports from the Police and Fire Rescue.
Malmesbury is considered to be a safe place to live.
A questionnaire has been sent to all Parishes to identify flooding blackspots.
The Chairman extended thanks to Councillor Lee.
The date of the next Meeting is on 12th May at Sherston.

2878/10 - PATIENTS PARTICIPATION GROUP - COUNCILLOR VINCENT
Councillor Vincent recently attended a Group Meeting that was not well attended
because of the bad weather. Councillor Vincent reported that the old Hospital signs
had now been removed and new signs will be sited soon. The car parking issue
relating to the new Dentist is now not an issue - but that people were using the area
as a public car park to avoid parking costs in the Town.
The Chairman thanked Councillor Vincent for this Report.

2879/10 - MALMESBURY BURIAL COMMITTEE
Councillor Ingham mentioned the need for three representatives of our Council on the
Burial Committee. Councillor Ingham also mentioned that there is an ongoing issue
between the Burial Committee and the European Court of Human Rights.

2880/10 - PARISH VILLAGE OPEN MEETING
The Annual Parish Village Open Meeting will be held at the All Saints Church in
Corston on 15th April at 7.30pm. The Chairman said he would be sending out Council
Report for Councillor approval/comments. The Meeting will be open to all members
of the Parish and letters will be sent to : Malmesbury Abbey, Buckley Barracks,
Reading Room Committee, Neighbourhood Watch, Malmesbury Police, John
Thomson, Friends of Malmesbury Hospital ,The Order of St. John.
 Ms. Ann Skinner and Debroah Clogg our Pparish Tree Warden.

2881/10 - CORSTON AND MILBOURNE NOTICE BOARDS
We now have very new smart notices boards in Corston and in Milbourne. The
redundant notice board will be sited by the Burton Hill Bus Stop on the wall.
Councillor Ingham will speak to Mr. T.Inwards about siting this.

2882/10 - TREE WARDEN
The Chairman said he has lent the Parish Flooding Identification Map to
Deborah Clogg to help her gather an indication of our extensive Parish Boundaries.

2883/10 - CHEQUES

The date of our next Meeting is on 15th April 2010 at Corston Church 7.30pm.
The date of our next Council Meeting is on 15th May.
