BOARD OF SUPERVISORS
May 22, 2012
CALL TO ORDER
The Newberry Township Board of Supervisors held their regular meeting at the
Township Municipal Building, 1915 Old Trail Road, Etters, PA. The meeting was called
to order by Chairman Carl Hughes at 6:00 P.M. Chairman Hughes proceeded with the
pledge to the flag and the Lord’s Prayer. Present at the meeting were Vice-Chairman
Ernest Helmick, Supervisor Robert Conley, Supervisor Brandt Cook and Supervisor
Maxine Kauffman. Also present, Manager Don Keener, Road Foreman Randy
Eichelberger, Chief John Snyder, Engineer Ryan Rhoades and Solicitor Margaret
Jane Deamer, Northeastern Senior Center Ms. Deamer thanked the Board for the
donations made to the Center in the past. Discussion ensued with regards to the Center
and the Red Land Senior Center working together.
Sherilyn Kanyuck, 925 Pleasant Drive Ms. Kanyuck commented on her desire to offer
horseback riding lessons for special needs children and the elderly.
Denise Cuthbertson, 95 Sam Snead Circle Ms. Cuthbertson stated that her daughter
had been in an accident on the curve of Sam Snead Circle and that a delivery truck had to
back down the road because it could not get through after making a delivery at her home.
Supervisor Hughes directed Don to add the “No Parking” item to the Agenda for next
Motion made by Vice-Chairman Helmick, seconded by Supervisor Cook, to approve the
Minutes from the April 25, 2012 Board of Supervisors’ Meeting. Vote on the Motion. 5
Ayes. Motion carried.
Road Foreman: Randy provided a written report.
Chief of Police’s Report: The Chief provided a written report. Chairman Hughes
commented to the Chief that he would like him to attend next year’s Public Officials’
Night at West Shore School District as the students really appreciate the Officers’
presence in the schools.
Solicitor: Ms. Driscoll provided a written report and requested an Executive Session.
Engineer’s Report: Ryan provided a written report. The Board directed Ryan to get
pricing to fix the rotted pipe on Sam Snead to coincide with the NTMA pump project.
Manager: Don provided a written report.
Fire Commissioner’s Report: No Report
EMS: A written report was submitted.
West Shore Recreation: No Report.
Supervisors’ Report: Supervisor Conley reminded the public that the Memorial Day
Parade starts at 10:00 a.m. on May 28th.
Discussion of Agriculture Security Area Review Board Chairman Hughes directed
Don to send a letter to those owning property in the Agriculture Security Area to solicit
their interest in serving on the Board.
Discussion of West Shore Recreation Supervisor Conley directed Don to compose a
letter to send to West Shore Recreation stating the Board’s intent to consider
discontinuing support to them.
Approve Shelley Park Payments Motion made by Supervisor Conley, seconded by
Supervisor Kauffman, to approve the Payments. Vote on Motion. 5 Ayes. Motion
Discussion of NTMA Pay Scale Motion made by Supervisor Conley, seconded by
Supervisor Cook, to approve the Pay Scale, as presented, for the Newberry Township
Municipal Authority. Vote on Motion. 5 Ayes. Motion carried.
Well Isolation Waiver Request (340 Pleasant View Drive) Motion made by Vice-
Chairman Helmick, seconded by Supervisor Conley, to approve the Well Isolation
Waiver Request. Vote on Motion. 5 Ayes. Motion carried.
Authorize Execution of CDBG Contract (Conewago Heights III) Motion made by
Vice-Chairman Helmick, seconded by Supervisor Cook, to authorize the Execution of
CDBG Contract. Vote on Motion. 5 Ayes. Motion carried.
SUBDIVISION AND LAND DEVELOPMENT
PAYMENT OF BILLS
Motion made by Vice-Chairman Helmick, seconded by Supervisor Cook, to approve
check numbers 52972 – 53001, 15709 & 15710, 14257 & 14258, 11993 & 11994, 2539
& 53041 & 53042. Vote on Motion. 5 Ayes. Motion carried.
The Board recessed to Executive Session at 7:08 P.M. to discuss litigation and personnel.
The Board reconvened from Executive Session at 9:16 P.M.
Motion made by Supervisor Cook seconded by Supervisor Conley, to adjourn the May
22, 2012 Board of Supervisors Meeting. Vote on Motion. 5 Ayes. Motion carried.
The Meeting was adjourned at 9:17 P.M.
