The New Hampshire Department of Safety, Division of Emergency Services and Communications, is seeking to
fill a full time Technical Support Specialist V position located in Concord/Laconia facilities.

Scope of work: Designs, plans, and implements agency-wide telephony related technology solutions in
support of the agency’s core and ancillary functions under the direction of the agency Information Technology
Manager II to achieve the long-range agency objectives. Interfaces with vendors, internal and external
information technology (IT) resources to develop, plan, and implement system wide installations and upgrades.
Serves as a primary technical resource for junior support staff and conducts in-house training.

Accountabilities:

       Analyzes system, backup, archive, and restoration requirements. Formulates and tests disaster recovery
        plans and assesses vulnerabilities.

       Implements agency use and security policies and reviews for compliance.

       Performs troubleshooting to isolate, diagnose and resolve telephony system software and hardware
        problems as a second tiered technical resource. Directs subordinate staff to appropriate documentation
        and techniques to complete troubleshooting.

       Monitors system performance and manages memory usage of the servers, disk allocation, and printing
        and technical resources.

       Monitors network performance and manages bandwidth usage of the network, and routing.

       Monitors, projects and analyzes processing, memory, and disk space allocation for current and new
        applications.

       Responds to the needs and questions of system users concerning their access to resources on the
        system and the operation of various application programs.

       Plans, executes, and tests the migration of telephony related operating systems, applications, and
        network infrastructure as required.

       Coordinates with DoIT staff to troubleshoot, enable, or limit WAN/LAN connectivity to internal and
        external computing resources, as they relate to telephony, broadband and microwave associated with
        interoperable communications.

       Performs off hours support and migrations as required.

       Develops system documentation including operating procedures, maintenance procedures,
        resource allocations and system standards.
       Supervises subordinate technical staff to include disciplining employees, solving personnel problems
        and makes recommendations of hiring and firing of section employees. Prepares annual reviews and
        participates in staff development.

       Performs such other duties as may be assigned.

MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree from a recognized college or university with a major study in mathematics,
computer science, business administration, or a related degree field with at least fifteen (15) credit hours in the
field of computer science. Each additional year of approved formal education may be substituted for one year
of required work experience.

Experience: Six years’ experience in computer programming or design, three years of which shall have been
concerned with the development and maintenance of a complex operating system. Each additional year of
approved work experience may be substituted for one year of required formal education.

License/Certification: Valid New Hampshire driver’s license.

Special Requirements: Completion of all courses required to qualify to maintain the software and operating
systems of the agency within six months of date of hire.

ADDITIONAL SPECIAL REQUIREMENTS: Selected candidate will undergo a criminal background
check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
Thereafter, both checks will be conducted annually.

Recommended Work Traits: Knowledge of: software and hardware programming languages used in the
specific agency computer; current computer hardware and software developments; knowledge of
communication hardware and software developments; principles of effective supervision and administration.
Ability to: establish and maintain effective working relationships with subordinates, other agency personnel,
officials of electronic equipment manufacturers and professional organizations and must be willing to maintain
appearance appropriate to assigned duties and responsibilities as determined by the agency appointing
authority.
