                                    PILOT TIME REVISIONS

                                 (Presented by Airways New Zealand)

                                             SUMMARY
              This information is presented as an update to the issues raised at ISPACG
              19 that relate to the occurrence rate and magnitude of pilot non revisions
              at compulsory waypoints.

1.     INTRODUCTION

1.1    Shortly after the removal of the intermediate waypoints, particularly in the Tasman area, AA
       OCA experienced an increase in the number of incorrect time estimates in pilot position reports.
       Until recently this has been a significant operational issue that has increased our investigation
       unit’s workload and has been a contributing factor in time taken introducing the “rule of 11”
       separation standard outside of radar cover.


2.     DISCUSSION

2.1    Figures were presented at ISPACG/19 detailing the occurrence rate per month and the magnitude
       of the reported pilot deviations from the time revision criteria of plus and minus 3 minutes. Only
       those deviations of greater than 4 minutes are reported in the charts attached. In 2004 there were
       48 reported occurrences of pilots failing to revise times. In the vast majority of these cases had
       the pilot used the elapsed times or EET as supplied by the flight plan the aircraft would have
       been within 2 minutes of the actual time it crossed the waypoint in question.

2.2    Of the 48 reported events in 2004 one airline contributed almost 30% and another 16% to the
       total.

2.3    Airways New Zealand along with the major airlines assistance set out to actively reduce this
       figure by feeding back to the aircrew in a timely manner these issues as they arose. With this
       cooperation the 2005 occurrence rate has decreased overall by nearly 60% to a reported 29
       events during the year. The most promising factor was that the 2 main contributory airlines in
       2004 have reduced their error rate by 100% and 800% respectively.
3.                        RECOMMENDATION

3.1                       Airways New Zealand would like the meeting to acknowledge those airlines that have assisted in
                          reducing these errors while being mindful that there is still more that can be accomplished in this
                          area.
