         A full-time and part-time employee, to include all supervisors (non-management), sworn and civilian personnel, and members of the
          Outstanding Service Council.
         Employees may not be on probationary status as a new hire, promotion, demotion, or transfer,
         Employees may not have received a disciplinary action within 12 months of nomination.
