VALLEY COUNTY 4-H COUNCIL MINUTES
January 13, 2009
Valley County Courthouse
The Valley County 4-H Council meeting was called to order at 5:30 PM by President Mandy Bell.
Roll call was “what’s for supper at your house tonight?” The clubs in attendance were Four Leaf
Clover, Jackalopes, Lucky Clover, Northern Lights, Western Valley and Tampico Boys. County
Extension Agents Verlin Koenig and Roubie Younkin were also present. Gina Reyling led the
Pledge of Allegiance and Elodie Rauscher led the 4-H Pledge.
The minutes of the 11/11/2008 meeting were distributed via mail to all. The minutes were approved.
Balance sheet for 12/31/08 handed out and filed for audit.
Bills for Allowance:
Mandy Bell presented a $100 bill for lunch expenses for Winter Fun Day. This is within the
Food Booth Manager Fee: Gina Reyling moved and Amy Aune seconded to reopen the
motion tabled at the 10/02/08 meeting. The motion to reopen the tabled motion carried. The
motion from that meeting was to increase the food booth manager’s fee from $1,000 to
$1,400. This motion carried.
Budget for 2008-2009: Laura Barnes moved and Lori Westby seconded to approve the
budget as presented (see attached); motion carried.
Funding the Livestock Committee: There is not a current form of fundraising
available for the Livestock Committee. The Council asks that instead of always looking for
donations they could come to the Council first to see what might be available.
Committee assignments for 2008-2009: Forms were passed around for clubs to sign-up
for a county-wide event for this 4-H year, and for people to sign-up for standing committees.
After School Funding: Roubie reported on the “after school program”. She received a
grant for $1,000 from Health Rocks which is a national 4-H program. She has 17 new
Cloverbuds in the program. She asked if the $1,000 grant money and associated expenses
could run through the Council’s books. Jeff Sather moved and Gina Reyling seconded;
Life Skill’s Day: Western Valley has signed up for this event. The date is tentatively set
Summer Project Day: Lucky Clover has signed up for this new county event.
Tentative plans are to hold it at the fairgrounds and plan projects to be done outside such as
rocketry, showmanship, large and/or small animals, photography, etc. Anyone with ideas
please talk to Carla Tihista or Laura Barnes.
Tax Return for 2008: Amy Aunt moved and Jeff Sather seconded to have CHMS
complete the return; motion carried.
Fairbook Revisions: Please turn these in to the Extension office by 02/13/09.
Community Partner Cards: Verlin handed out a sheet explaining that everyone needs to
relink their Preferred Savings Card to Valley County 4-H Council in order for us to continue
earning funds. He has the information on how to do this.
Shooting Sports: Mark and Leanne Brandt are now involved in this program. We are
also the recipient of three moving targets donated to certified shooting sports programs from
IFYE/LEX/LABO: Host homes are needed for four weeks for these programs.
Cookbook Committee: Roubie reported. Deadline for submitting recipes is 01/30/09.
DC Policy Committee: Laura Barnes reported. The committee has the following
suggested changes to the trip requirements:
o Item 2 was previously changed to read as follows, but the requirement form has not
been updated to show the change: “4-H member must be fifteen (15) years old by
October 1 of the 4-H year of the trip.”
o Item 3 currently reads as follows: “4-H member must be a member in good standing
according to his/her organizational leader.” This committee recommends that 4-H
member must have attended 70% of their club meetings in order to be considered a
member in good standing.
o Item 5 currently reads as follows: “4-H member must be enrolled in Leadership
Project for at least two (2) years.” This committee recommends the following
addition to this requirement: “Teen Leadership Project Plan must be submitted to the

o Trip Application will include a line for “age as of 10/01/2009” which is the start of
the 4-H year of the trip to further clarify item 2 in the requirements.
Jeff Sather moved and Amy Aune seconded to approve the recommended changes; motion
Winter Fun Day: Mandy reported. Approximately 60 members attended, and 25 went
ice skating afterwards.
State Leader’s Forum (Fall 2009): Roubie reported. This will be held in Sidney 09/25 and
09/26/2009. Roubie would like a committee to help plan and attend. Teens can present
workshops, and may submit their ideas to the Extension office.
IFYE: Jeff Sather reported on his trip to Europe. He will give a talk at the courthouse the
end of February or early March. He is currently giving presentations to area schools, and
will then start travelling around the state to give his presentation.
The next meeting is set for February 17th at 5:30 PM in the Community Room of the Valley County
