                         CSBG – State Discretionary Funds

The State Community Services Office is accepting proposals for the use of
Community Services Block Grant – State Discretionary Funds. SCSO has interest
in funding competitive proposals which can accomplish all of the following
projects:

 Statewide Poverty Conference
 Provide Training & Technical Assistance to communities in assessing housing
and low income service needs.
 Support/Assist with 3-years Needs Assessment Plan

Applicants may submit proposals for a single project or both projects; however
applications must specify the expected costs, objectives, and outcomes for each
project proposed. At its discretion, SCSO may not fund every project listed above.

SCSO to the attention of Jayme Day, 140 East 300 South, 4th Floor, Salt Lake City,
UT 84111 by 5:00 p.m. Thursday September 27, 2012.

Below is additional guidance on what each project may entail. Applicants may include
other activities which will fulfill program objectives. Projects will be evaluated based
upon competitive value in terms of cost and objectives. Proposals should be specific
about the costs (including the types of costs), objectives, outcomes and outputs.
 Statewide Poverty Conference
 Capability to gather community stakeholders together to discuss poverty related
    issues throughout the State of Utah
 Provide Training & Technical Assistance to communities in assessing housing and
    low income service needs.
 Ability to work directly with SCSO in determining areas of greatest need
 Work with community stakeholders to identify current and potential resources,
    analyze needs assessments and work collaboratively with the community and
    particularly with Community Action Agencies to produce solutions to barriers or
    gaps identified.
