The New Hampshire Department of Safety, Division of Administration, is seeking to fill a full time Human
Resources Director, Administrator III position located in Concord.
SCOPE OF WORK: Under the direction of the Commissioner and the Director of Division of
Administration exercises complete responsibility for the Department of Safety’s overall human resource
functions and direct supervision of the Human Resources and Payroll sections.
Establishes and manages, in conjunction with the State Division of Personnel, a comprehensive
human resources development and management system for the Department of Safety providing
leadership to achieve high quality, cost effective results and best use of Safety’s resources.
Analyzes the Department’s human resources needs, including training, and recommends the
strategies and programs to meet these needs. Provides direction, oversight training and/or
communications to achieve program objectives.
Tracks and analyzes Safety vacancies, promotions, demotions, and terminations and provides
managerial reports on same when needed.
Oversees the Department’s internal and external human resources activities to assure compliance
with the state and national regulatory requirements.
Oversees both the manual and electronic processes of all human resources and payroll activities and
Participates in the disciplinary process in coordination with the Commissioner’s office and legal unit
by recommending courses of action and coordinating same with the other department personnel.
Serves as business partner in assisting and advising Senior Managers/Division Directors in the
preparation of personnel budgets, reclassification requests, reduction in force and position
establishment actions, undertaking disciplinary actions, identifying training needs and solutions and
addressing organizational effectiveness issues.
Assists in the development and implementation of department-wide policies and procedures as
directed by senior management.
Provides employee counseling on promotions, transfers, retirement, benefits selection and choices,
and other related issues on behalf of the Department.
Acts as human resources liaison with the Division of Personnel, Bureau of Risk Management, Labor
Department, Union Officials, Troopers Association, Personnel Appeals Board, and Public Employees
Labor Relations Board, and Employee Assistance Program among others.
Education: Master's degree from a recognized college or university with major study in Human Resources,
Public Administration, Business Management, Education or other related field.
Experience: Seven years' experience in Human Resources, Public Administration, Business Management,
or Education, four years of which must have been in a management level position involving administrative or
supervisory duties concerned with program administration, program planning and evaluation or related
Education: Bachelor's degree from a recognized college or university with major study in Human
Resources, Public Administration, Business Management, Education or other related field.
Experience: Eight years' experience in the field of Human Resources, Public Administration, Business
Management, or Education, four years of which must have been in a management level position involving
administrative or supervisory duties concerned with program administration, program planning and
evaluation or related management experience.
Preferred Qualifications: Senior Professional in Human Resources (SPHR) designation preferred.
Special Requirements: Selected candidate will undergo a stringent background investigation in order to
ensure suitability for exposure to confidential information.
