 recent years witnessed unprecedented increase in
  demand for statistics in developing countries
     • new focus on managing for development results
       (MfDR) (nationally & internationally)
     • poverty reduction strategies (PRSs)
     • MDGs
     • other development programmes (sectoral)

 new and emerging policy issues – environment and
   climate change, gender, biofuels, etc.

 need “good statistics” – comprehensive, relevant,
  accurate, consistent & timely to illuminate above issues

 Institutional & organizational
      lack of clarity about difference between organization &
         institution
      tendency to over-emphasize organizational issues
      institutional issues are as important, “unless they allow
         and enable organizational improvements to happen,
         they won’t”

 Institutional issues about “wider environment”
      laws, policies, government commitments, norms and
         cultures, etc

 Organizational issues about “players”
     structure, people & processes
     organizations have discrete boundaries, a budget and

             5.    Conclusion
   Governance is essential to support technical
    components
   It is one of the weakest aspects of statistics in
    many African countries
   need to define governance arrangements at all
    levels (national, continental, international)
