County Councillor’s Report to Bodicote Parish Council
18 July 2012 to 19 September 2012
1 I am unlikely to be able to attend on Wednesday. Lynda and I are sharing a car these days and
she is likely to be in Bath on family business so I will not have a car to drive to and from
Bodicote. Please record my apologies.
2 I have noted the planning issues and consultation responses in the minutes of the Planning
Committee and from the last Parish Council minutes. Lynda and I will be reflecting these in
our own submissions to Cherwell on the Bodicote/Bankside site and the Cherwell Local Plan.
3 I have nothing else to raise on the agenda.
Area Stewardship Fund
4 I am afraid our Area Steward, Maurice Sheehan has had a spell in hospital which is why issues
relating to the Area Stewardship Fund have not been progressing. I did have some support
from Keith Stenning, the South Oxfordshire Area Steward, while Maurice was in hospital and
he kindly covered for Maurice. Maurice Sheenan is back in action now and I hope will soon
pick up the threads.
5 The Area Stewardship Fund allocation advised to you for 2011/12 was £4,300.
6 You asked for a storage shed, wheelbarrow and spade for the salt supply. I have discussed this
with the cover Area Steward who suggested the county council make you a grant out of the
£4,300 of SAY £500 and you purchase the items yourselves. They are then your property and
you are responsible for storage and maintenance.

7 The cover Area Steward tells me some larger councils have purchased a quad bike for approx.
£5,000 as a very useful vehicle with attachments to manage in cold weather. He wondered
whether there might be a chance to share the cost and use with Banbury Town Council or
Bloxham and Adderbury. Of course, you would need to find somewhere to store it when it
was Bodicote’s turn to use it.
8 The cover Area Steward also suggested that a lot of white lines in Bodicote are fading and
wondered whether you might want to use some of the Fund to refresh white lines? You have
asked for the white lines at the entrance to Broad Gap from the main road to be refreshed and
this could be included.
9 Adderbury Parish Council is very unhappy about weeds that are proliferating in the gutters and
have agreed to use quite a lot of their Fund to pay for clearance. You may wish to consider
this in Bodicote?
10 You were unhappy about white lining in Town Furlong outside Dillon Court. The cover Area
Steward and I looked at this and could not see a problem so I wanted to know if this has new
been dealt with to your satisfaction?
11 Finally, you asked for a Concealed Entrance signpost in Wykham Lane at the cemetery which I
passed on to the Area Steward. Has he been in contact?
12 You also asked for a tarpaulin and salt spreader at a cost of £878. I think this falls in the same
category as the shed etc referred to above and oculd be dealt with by means of a grant out of
the fund. Have you heard anything from Highways about this or do I need to chase it?
13 The Area Stewardship Fund allocation advised to you for 2012/13 is £6,000. Do you have any
ideas about how you would like to see this and any funds left from the 2011/12 allocation
spent? One suggestion is the shared quad bike; another is white line refreshing; a third is to
carry out some weed clearance and a final one is to look to do some pavement and kerb repairs
where there is most need. This does need to be committed by the end of the financial year.
14 I ought to remind you that the cut-off date for ordering salt for the winter is 28 September 2012
as per the note sent to you by e-mail on 30 July 2012.
Councillor’s Community Fund
15 I advised you in my last report that the County Council has converted the Big Society Fund
which was subject to bidding into a devolved fund with each County Councillor having
£10,000 to spend on his Division. I have given some thought about how to allocate this sum
which is for me to do within the parameters established by the County Council. To divide it
between my five parishes on some sort of capitation basis would give quite small sums to each
parish. I have looked for a way of spending the sum so as to benefit all parts of my Division
but also to have some impact and I have invited The Warriner School Farm to work up a bid
for the whole sum. This farm is a fantastic and pretty unique resource and I know they can put
the sum to good use because they have a critical inspection shortly and will require funding to
address issues raised by the inspection. I know that children from Bishop Loveday Primary
School make use of the school farm so this would extend to Bodicote children.
16 There is to be a review of subsidised bus services in Banbury and Bicester. It starts in October
and consultation ends on 21 December 2012. You should have had a note from the County
Council about this. The services considered include the B1 and B2 and the S4.
17 I am still looking for a governor on The Warriner School. If any Parish Councillors know of
likely candidates, preferably with a financial background, I would be grateful to hear.
18 I have had no new casework arising since the last Parish Council.
