EQUALITY AND DIVERSITY REVIEW - FINAL REPORT


1        BACKGROUND

         Previous reports providing an update on the partnership Equality and Diversity Review
         were presented to the Dundee Partnership Management Group in February 2011 and
         May 2011. This final report outlines the way equality and diversity will be taken forward
         across the partnership.


2        EQUALITY PARTNERSHIP PRIORITIES

         A partnership equality meeting took place on 6th June 2011 involving Dundee City
         Council, NHS Tayside, Tayside Police and Dundee Voluntary Action. At this meeting
         the following was agreed in respect of taking forward the agreed partnership equality
         priorities of Monitoring, Engagement and Training.

2.1      Monitoring

         While public sector organisations are required to monitor staff in terms of equality and
         diversity, service 'equality' monitoring does not carry the same level of responsibility.
         Within this context, service monitoring is considered more a demonstration of good
         practice.

         The development of a partnership approach to monitoring will have to take account of
         timing and the varied development of partner's respective monitoring processes.
         Nevertheless there are likely to be future partnership benefits in the periodic sharing of
         good monitoring practice and evidence gathered.

2.12     Engagement

         Public sector organisations are currently required to consult with the equality
         communities of interest that they serve. Within this context, Dundee City Council,
         Tayside Police and NHS Tayside all have evolving engagement processes.                 New
         equality legislation for public authorities will come into force in April 2012 and this will
         place a greater requirement on statutory organisations to demonstrate that engagement
         processes are in place.

         In view of the new equality legislation and the growing potential for duplication across
         the Council, Police and Health engagement processes, partner agencies expressed a
         willingness to explore more joined up engagement approaches. The advent of the
         public sector duty in April 2012 provides a useful timeframe for partnership actions.

2.3      Training

         Currently the Council, Police and Health all have robust approaches to staff equality
         training in place. Current approaches to staff training are likely to continue in respect of
         the Council and Health. The approach to staff training in the Police is likely to change
         due to the anticipated restructuring of police forces across Scotland.

         While the Council and Health acknowledge there is scope for more joint training
         approaches it is recognised that the current uncertainty makes this a difficult area for
         Police to gauge.

         Within this context, the development of joint training approaches would be more
         practical after September 2011 when the outcome of Police re-structuring is likely to be
         clearer.


3        NEXT STEPS FOR EQUALITY & DIVERSITY

3.1      Each one of the three priorities should be jointly explored in depth to identify ways the
         partnership processes can add value to equalities. The priorities should be addressed
         consecutively via three separate workstreams with different statutory partners taking a
         lead on each priority

3.2      It was agreed that Dundee City Council would progress engagement as the first equality
         priority thereafter lead organisations would be NHS Tayside and Tayside Police
         progressing training and monitoring respectively. A timetable of actions has been
         agreed and is outlined in Appendix 1.


4        FUTURE SHAPE OF EQUALITY & DIVERSITY PARTNERSHIP

4.1      In view of the ongoing development work around the three equality priorities it was
         recognised there was a need to maintain an overview of the process and ensure
         continuity. To that end, the partnership group called together for the Equalities Review
         will come together at the end of each priority development workstream to ensure
         continued progress.

4.2      Update reports on the partnership delivery of each of the three priorities will be
         presented to the Dundee Partnership Management Group to ensure a high level
         strategic overview of the process. Thereafter there will be regular annual reporting to
         the Dundee Partnership Management Group on the overall equality and diversity
         process.

4.3      It is planned to hold a Dundee equality event annually that will accommodate both a
         retrospective and prospective view of developments locally. In addition, this event will
         also allow future direction setting for partnership equality and diversity over a twelve
         month period.

4.4      The evolving process will also incorporate regular meetings between the Equality and
         Diversity Partnership and a revised Equalities Forum.               Within this context, it is
         envisaged these meetings will take place every six months in respect of progressing
         equality priorities identified jointly via statutory and voluntary sector partners.


5        DUNDEE PARTNERSHIP EQUALITIES EVENT

         A Dundee Partnership equalities market place event is scheduled to take place on 25th
         October 2011 at the West Park Centre, Dundee. This event will provide an opportunity
         to discuss the new partnership arrangements and obtain feedback from communities of
         interest.


6        RECOMMENDED ACTION

         It is recommended that the Dundee Partnership Management Group approves the
         outlined partnership approach to equality and diversity.
