Startup Support/Conduct of Operations/Quality Assurance Program Support
Startup Support

TCPS personnel have been utilized to assist customers in the implementation of DSA
requirements and in the startup of nuclear facilities. TCPS personnel were key to the following
projects:
      Startup of DUF6 for Uranium Disposition Services in Portsmouth, OH and Paducah, KY:
         2010
      CWI ARP IV: 2010
      Readiness Assessment Review for the CPP 666 Facility for CWI: 2009
      Tank Farm Readiness Assessment for CH2M Hill, Hanford: 2008
      MSRE implementation of a new DSA and preparation for the subsequent ORR: 2007
      K25/27 implementation of a D&D DSA and preparation for the subsequent ORR: 2003-
         2006
      BJC Implementation of a new “Mega” DSA for multiple TRU storage facilities and
         preparation for the subsequent ORR/RA: 2005
      Nuclear Fuel Services Erwin, TN. Restart following shutdown requiring NRC approval to
         restart. TCPS provided the team leader and team members for an independent
         assessment team review that was required by the NRC prior to allowing the facility to
         restart. TCPS members coordinated and conducted the review, and defended the results
         to the NRC Region II Administration and to the NRC Fuels Program Manager in
         Washington. The facility was granted restart by the NRC and subsequently entered into
         safe, compliant operations. 2005

Conduct of Operations

TCPS has a number of personnel with Navy & commercial nuclear plant experience that support
DOE and commercial sites with conduct of operations expertise. We have provided CONOPS
support for:

       UDS
       Westinghouse, Nuclear Fuels Division
                          Quality Assurance Program Support
TCPS has an established NQA-1 program. We have personnel experienced in all levels of
Quality Assurance including program set-up, program review, record reviews and program
audits including certified NQA-1 Lead Auditors. We have provided specific Quality Assurance
Program assistance to Westinghouse Nuclear Fuels and Impact Services, Inc. and we routinely
support established Quality Assurance Programs for all customers.


                   Nuclear Safety and Nuclear Criticality Support
Since 2005 TC Program Solutions has provided nuclear and criticality safety support for BJC
managed nuclear, radiological, and standard industrial hazard category facilities in Oak Ridge
(East Tennessee Technology Park, Oak Ridge National Laboratory and Y-12 National Security
Complex). This support has been focused on conducting surveillance and maintenance as well as
supporting decontamination, demolition, and cleanup of numerous facilities (over 150 buildings,
sites and areas at ORNL and ETTP).

In the Nuclear Safety arena this has required the development and maintenance of various types
of safety basis documents (ranging from Documented Safety Analyses/Technical Safety
Requirements for Hazard Category 2/3 facilities to graded Preliminary Hazard Screenings for
other industrial facilities) to categorize/classify facilities complete with a suite of controls to
protect workers, the environment and the public. TCPS assists in developing guidance as well as
implementing these documents as changes are made and assisting in their periodic verification.
Unreviewed Safety Question Determination evaluations are created and used as needed in
accordance with 10CFR830 for proposed activities (operational and maintenance), changes, and
as-found or discovery situations.

In the Nuclear Criticality Safety arena potential for criticality occurrence is evaluated, peer
reviewed, and documents in various NCS analyses. These analyses are integrated into safety
basis documents. NCS requirements for fissile material operations are flowed down into
implementing plans, procedures, instructions and maintenance documents. Often time’s
criticality incredibility analysis is performed and used effectively.

TCPS provides similar support to CWI in Idaho Falls and SRNS at the Savannah River Site.
              Senior Level Mentoring/Readiness Assessment Support
Not only are we adept at creating nuclear safety documentation, TCPS has then helped our
customers implement the requirements. We work within all levels of an organization from floor-
level personnel, first-line supervision, up to Senior Project and Corporate Management. We also
provide causal analysis and accident/incident investigation support. A list of customers we

       Contractor Readiness Assessment for the DOE Accelerated Retrieval Project Phase II
       Operations Start Up
     Provided the team and team leader for the successful completion of the Contractor
       Readiness Assessment for the INEL: ORR/RAs Remote Handled TRU Drum Venting &
       Purging Facility Operations Startup
     Provided The team leader and the majority of personnel for the Readiness Assessment for
       the Transuranic Waste Storage Facility that is the primary storage facility for this type of
       waste in Oak Ridge, TN for the Building 1065, Transuranic Waste Storage Facility
       Readiness Assessment
     Provided team members to assess nuclear and facility safety for the MSRE Facility
       Contractor ORR prior to initial uranium removal operations.
