CULWORTH PARISH COUNCIL
1) Minutes of meeting held on Monday 9th July 2012 at 7.30pm in the Village Hall.
2) Councillors present: Cllr B. Whitford ,A. Seeds, M. Rowling, C. Buckley and the
Clerk Mrs J.M. Rowling
3) Apologies for absence: Cllr A. Allington ( home ),D. Frewin (work),Martin (holiday)
accepted..
4) No members of public present.
5) No Open Meeting.
6) Declarations of Interest: None declared.
7) Minutes of meetings from 11th June and 26th June agreed as correct and signed
by the Chairman Brian Whitford.
8) CODE OF CONDUCT
From the document, pg 10 8.2 conflicts with pg 3 5.9. In Appendix A ,iv, concern re
Accountability on Pg 7.What scrutiny? All Parish Councillors offer their services
without remuneration so why such stringent rules? Clerk to refer the item to Kevin
Lane the Monitoring Officer at SNC for his further advice.
9) Matters arising
i) Berry Hill Close- No update
ii) Communications Cllr Whitford reported that the next meeting was on 17/7
iii) Newsletter Cllr Whitford noted that he hand t found a new Editor but
wished Mrs J Howse to continue with the successful newsletter to date.
iv) Conservation Area Cllr Buckley Rowling and the Clerk met with Kate
Hannelly on 19th June when the whole village was walked. All features that
PC wishes to be included were noted such as boundary walls including the
west side of the Recreation Field. The whole of the Cricket Field is to be
included. SNC will submit document in due course.
v) Speed issues Cllr Frewin reported on contact with Jonathan Hodgson at
Northants Police from his email
‘In terms of speeding traffic the Police would respond to either a request
to the local Safer Community Team or to my Team with some
enforcement. This may depend upon the location for suitability and

safety. Also, if there is an actual problem and this may be determined
through data collection, this is a service that the the Police provide for
£150 for a week of data, speak to Ian if this is something that you would
need.
There are also options with the County Council to rent or buy vehicle
activated signs and the contact is Steve Barber,
SBarber@northamptonshire.gov.uk , should you want this.
Also, the Police and County Council working as The Northants Safer Roads
Alliance, are looking to re introduce Community Speed Watch. This will be
trialled this autumn and if successful, rolled out next year. There may be
a cost with this programme and I will let you know if this is something
that you would be interested in.
I have looked at the last data set from High Street, Culworth, recorded
from the school sign opposite the church in June 2010. This was taken
between 11-29th. The speed used to determine the suitability for
enforcement, is the 85th per centile and this is compared to the ACPO
threshold for enforcement. In Northants, this is at 10%+2mph, so
prosecution at 35 in a 30. The 85th%ile was 31mph, so under the level
that would be used to assess the levels.’
Parish Council agreed to wait for autumn programme.
vi) Village Market
Cllr Whitford attended on 7th July and raised issues on Highway relating to
Drift Road near Fulford Farm and again near 30 Barley Hill. Clerk has
meeting with Helen Howard NCC and Stuart MGWSP for .
Next market 8th September Cllr Martin to attend on behalf of
Parish Council.
vii)The Bus
Cllr Whitford will liaise with the Clerk to arrange the owed two evening sessions. He
said that a day on Cricket Field as well as The Bus were to be arranged.

viii)Jubilee Mugs Many to sell. All Councillors to help. To clear any
misunderstanding,the Chairman stated that the Jubilee Clock opening was
organised and paid for privately. There was no contribution from public funds.
9) Reports
a) HS2. Cllr Seeds provided a full report for everyone. This will be précised for
newsletter. Fundraising is a local issue. Mitigation continues. Cllr Rowling will
discuss with Cllr Seeds the provision for Rights of Way.
b) Village Hall Cllr Buckley reported meeting scheduled for next week.
c) Localism Committee of Cllr Whitford, Allington and Buckley had met to plan the
way forward.
