The No Burn Area for Residential Yard and Garden Debris Burning in Spokane County has expanded to include the area of Hangman Hills, Hilby Rd., Browne Mtn., and immediately surrounding areas — see map on back. If you live within the No Burn Area boundaries, you are no longer eligible to participate in the 8-day “burn season” held each April. To assist you with this transition, the Spokane Regional Clean Air Agency is hosting a free “Chipping & Composting Event” on Saturday and Sunday, October 6 -7, 2007. Enclosed is a fl yer describing the event, including location and hours. In accordance with state law, the boundaries of the No Burn Area are reviewed every three years by staff and the Agency’s Board of Directors. Expansions are based on increasing population density, topography, potential smoke impacts, and/or proximity to transfer stations. Outdoor burning is being phased-out across the state due to the adverse health effects from breathing smoke. Revised Code of Washington—RCW 70.94.743(b) prohibits yard & garden debris burning in cities, towns, urban growth areas, and in other areas where “reasonable alternatives” exist. Burning trash and using burn barrels remains banned throughout Washington. Yard and garden debris is comprised of leaves, needles, small tree/shrub prunings, and other natural yard and garden waste originating on the improved area of residential property. * Compost It. Many residents choose to turn their yard trimmings into a natural fertilizer for their lawn and gardens. The Spokane County Master Composters are volunteers who train others on composting. For a list of free seminars, call 625-6800. Chip It. One way to handle shrub and tree prunings is chipping. Chipped material is used as mulch for pathways and to winterize plants and trees. Chippers can be rented or purchased. Haul It. Another option is hauling the natural vegetation to the nearest Spokane County RecycliingTransfer Station. For locations, hours and rates, call the Recycling Hotline, 625-6800. *If you have unimproved property with trees, stumps, limbs, needles, etc., this is considered silvicultural debris and may qualify to be burned under the Washington State Department of Natural Resources (DNR) rules.
